North Korean leader Kim Jong Un said the regime no longer needs nuclear tests or intercontinental ballistic missile tests, state-run KCNA reported Saturday.Kim said Saturday that "under the proven condition of complete nuclear weapons, we no longer need any nuclear tests, mid-range and intercontinental ballistic rocket tests, and that the nuclear test site in northern area has also completed its mission," as quoted by KCNA.A North Korea source told CNN that Kim has finally decided to open up a new chapter for his nation. 534

NEW ORLEANS (AP) — A federal judge says Louisiana must reinstate coronavirus pandemic voting plans used for summer elections rather than using a more restrictive plan approved by the Legislature. U.S. District Chief Judge Shelly Dick says the state must allow mail voting for people with conditions that make COVID-19 more dangerous, and their caretakers. She also ordered the expansion of early voting from seven days to 10 in November, but not in December. During his monthly call-in radio show, Gov. John Bel Edwards says the opinion boils down to simply doing what the state did in July and August.Secretary of State Kyle Ardoin says his office is reviewing it. 673

NEW YORK (AP) — Century 21 Stores, a destination for bargain hunters looking for fat deals on designer dresses and shoes for nearly 60 years, has filed for Chapter 11 bankruptcy.The retail chain says it’s winding down its business, including all 13 stores across New York, New Jersey, Pennsylvania and Florida.Century 21 joins more than two dozen retailers who have filed for bankruptcy since the pandemic which forced non-essential stores to temporarily close.Century 21 said that the decision followed nonpayment by the company’s insurance providers of about 5 million due under policies put in place to protect against losses stemming from business interruption.That insurance money helped it rebuild its downtown Manhattan flagship store after it was damaged by the 9/11 attacks. 794

  

NEW YORK — Free parking, free gym memberships, even free rent for three months — Manhattan rents have hit their lowest levels in nearly a decade.Nicole Beauchamp, a real estate agent with Engel & Volkers, said the current housing market in New York City is unprecedented."I have never seen this amount of landlord concessions, and they have actually increased from the summer," she said. "There is a great amount of opportunity right now to snag a good deal on an apartment in Manhattan."The latest report from realtor Douglass Elliman found that the median price of a Manhattan apartment last month was ,100, down from ,500 last October.The savings are even steeper for smaller apartments."We've seen a 19% decrease in the prices of studios," Beauchamp said.Landlords are hoping to lure renters back to Manhattan after thousands moved out during the peak of the pandemic."The vacancy rate, last month I think was just under 6% and this month, we're over 6%," Beauchamp said.That adds up to 16,000 empty apartments in Manhattan, and the greatest share of those vacant apartments are downtown."I saw some incredible deals down in Tribeca over the summer that are still persisting right now," Beauchamp said.More than 5,000 new leases were signed in Manhattan last month, up 12% after a September slump.Many renters are finding more room across the East River."I think there is stronger demand in Brooklyn than the rest of the city," real estate agent Akil Rossi said.The Elliman report found Brooklyn leases surged in October to the second-highest October total in 12 years. Rossi has seen rents come down slightly in neighborhoods like Williamsburg and Clinton Hill."You get a lot more space," she said. North Korean leader Kim Jong Un responded to President Donald Trump's speech before the United Nations where Trump vowed to "totally destroy" the nation if it threatened the United States or its allies. Although the two nations are not formally at war, clearly the two leaders are in a war of words. "The United States has great strength and patience, but if it is forced to defend itself or its allies, we will have no choice but to totally destroy North Korea. Rocket Man is on a suicide mission for himself and for his regime," Trump said earlier this week. Kim issued a statement Thursday evening, not backing down to Trump's hard-line stance."I will make the man holding the prerogative of the supreme command in the US pay dearly for his speech calling for totally destroying the DPRK," Kim said. "Whatever Trump might have expected, he will face results beyond expected." "He is unfit to hold the prerogative of supreme command of a country and he is surely a rogue and a gangster fond of playing with fire rather than a politician," Kim added.Both sides have stepped up their posture toward one another. North Korea has fired missiles over the coast of Japan, and has tested atomic weapons. Meanwhile, the United States has added patrols of the region.  1299
