SAN DEIGO (KGTV) -- As the migrant caravan makes its way through Mexico, local attorneys and shelters in Tijuana are monitoring their progress, in case the immigrants arrive at the Tijuana and San Diego border.The group Federal Defenders of San Diego worked illegal entry cases during the last caravan in April. Kara Hartzler is one of their attorneys, she says theirs already a daily backlog with immigration cases and this caravan will further overwhelm the system.Hartzler says many immigrants from April's caravan are still in the asylum process.  It's estimated the new caravan is 4,000 to 7,000 immigrants in size, roughly three times bigger than the one in April. In Tijuana, shelters are having meetings to prepare for the possibility of a large arrival. In a series of tweets Monday morning, President Trump called the latest caravan a "national emergency" and threatened to cut off aid to certain Central American countries, adding that he's already alerted Border Patrol and the military.  1038

SAN DIEGO — Home construction in the city of San Diego increased in 2019, but is still far off pace to meet the region's high demand for housing.The findings come in a report released Tuesday by the city's planning department.It shows that in 2019 the city issued 5,221 permits for new housing units, up from 3,895 the year before. Still, that's way off pace for any sort of building activity that could help lower the cost of housing. Consider that the city only issued permits for 42,275 housing permits from 2010 to 2019, which is 48 percent of its goal of 88,096. The city says it issued permits for 940 affordable housing units in 2019 and 456 granny flats in 2019."This year's report shows early success for our recent initiatives," City Planning Director Mike Hansen said in a statement. "However, it's important the City continues to adopt new housing reforms to meet new, ambitious housing targets and address all of San Diego's housing needs."For 2020 to 2029, the city has a goal of 108,000 new homes. The city has created incentives such as waiving parking requirements in transit priority areas, offering density bonuses to developers who include affordable housing, and waiving water and sewer fees for accessory dwelling units (aka granny flats). SAN DIEGO (CNS) - A 22-year-old motorcyclist was hospitalized in critical condition this morning with injuries he sustained in a crash with a Toyota Rav4 in Mira Mesa.The man was riding northbound on Camino Ruiz at Marauder Way at 10:30 p.m. Friday when he broadsided the Rav4, according to Officer Robert Heims of the San Diego Police Department, who added one driver ran a red light, but it was unclear which one.The motorcyclist sustained multiple fractures and was taken to a hospital in critical condition, Heims said.The driver of the Toyota was not hurt. 569

SAN DIEGO (CNS) - A former Navy police officer who engaged in sexual acts with a 14-year-old Oceanside girl after convincing her on social media to send him sexually explicit photos, was sentenced 20 years in federal prison Monday.Isaiah Smallwood Jackson of Vista was convicted last fall of sexual exploitation of a minor and enticement of a minor after he convinced the girl to send him nude photos, then meet for sex outside her home. He was 21 at the time and is now 23.Following his prison term, Jackson will be on supervised released for 10 years and will be required to register as a sex offender, which will preclude him from initiating contact with minors, loitering in places primarily frequented by minors, or using the Internet unless the device can be monitored by U.S. probation officers.RELATED: Jury convicts man of using social media to convince 14-year old to have sex with himProsecutors say Jackson met the girl on an app called "Spotafriend." Her online profile indicated she was 14 years old, yet when she asked Jackson if it was bad that she still wanted to "cuddle" with him, he told her, "Not at all, is it bad that I don't care about your age?" according to court documents.The two continued talking over text messages, during which he attempted to persuade her to meet up with him for sex, despite her stating she was nervous and unsure if they should meet.Jackson responded by telling her, "Please I'm dying to see you."When she said, "I know it's hard to say yes because I only known you for 2 days over the phone," Jackson responded, "Take a leap of faith?" according to court documents.Eventually, he went to the girl's home, where they engaged in sexual acts outside the house.After he left, the victim told her sister, who contacted police.
