SAN DIEGO — When the pandemic hit, hundreds of people living in San Diego's bridge shelters moved into the convention center, where they could spread out. More than six months later, they're still there. And it's the site of a Coronavirus outbreak.This month, 115 people living in the convention center tested positive for the the virus, and have moved to county-supplied hotel rooms for isolation.The remainder of the roughly 800 residents continue to live on site, now a one-stop shop of services including meals, laundry and finding permanent housing.Bob McElroy's Alpha Project is one of the city contractors serving the shelter.“It saved hundreds of people's lives, we couldn't have operated in the close proximity that we were in with the bridge shelters and Golden Hall and other facilities so it saved lives and I can't put a cost on that,” McElroy said.But the cost is now coming under scrutiny.From April through December, the city budgeted million to the convention center shelter, though most of that is via federal and state funds dedicated to COVID or homelessness. The city is now spending .6 million per month to rent the convention center from its own nonprofit.The Union-Tribune reports that in November, the city spent 0 dollars per person per day for about 900 residents, totaling .7 million.Now with the new outbreak, a group is renewing calls to close the center and place the residents in county-secured hotels subsidized with federal money to stop the spread.“We could have kept several hotels open and the staff employed and put the money back into the local community,” said activist Shane Parmely.The county has secured 806 hotel rooms for people to isolate, about a third of which are currently occupied.In a statement, the city said it will continue to work closely with the county to ensure it is providing the best protection and medical care in accordance with public-health guidelines. It's an online publication that highlights African American-owned businesses throughout the San Diego region.“I just wanted you to be able to see all these beautiful faces of people doing everything from cooking - there's vegan chefs, there's jewelry makers, there's clothing designers,” Cox said.As part of the magazine launch, Cox created what's called “Catalyst Black.” It’s a three month, free entrepreneurship program to help African-American entrepreneurs grow their own companies.It started this month with three students - and will repeat each quarter.“I want them to be at their best when it comes to business,” Cox said. “A lot of people miss out on deals. They miss out on financial growth, because they're trying to figure it out."Participants learn to come up with business plans, revenue projections, and to be confident enough to stand behind the prices they charge for their services.Cox said he plans to reopen applications for the next session in September. SAN DIEGO (AP) — A pathologist testified Monday at a Navy SEAL's murder trial that a wounded Islamic State militant in Iraq could have died from a stabbing described by other witnesses.Dr. Frank Sheridan said he couldn't determine a cause of death because there was no body and a lack of other evidence.The testimony at the trial of Special Operations Chief Edward Gallagher, though, countered a statement offered last week by another SEAL who stunned the court when he confessed to the killing.Corey Scott testified Thursday that he killed the victim by plugging his breathing tube after Gallagher unexpectedly stabbed the fighter while treating him for injuries suffered in an air strike outside Mosul in 2017.Scott testified that the militant, described as an adolescent boy, would have survived the stabbing.But Scott said he decided to asphyxiate him because he assumed he would later be tortured and killed by Iraqi forces who captured him and brought him to the Navy medics for treatment.Gallagher, 40, is charged with murder in the killing of the boy and attempted murder for allegedly gunning down civilians from his sniper's post.He has pleaded not guilty and his lawyers blame his former troop mates for fabricating the accusations to get Gallagher ousted from the special forces because they didn't like his tough leadership.Scott and another SEAL said Gallagher had initiated medical treatment for the boy and then stabbed him one to three times in the neck for no apparent reason.Gallagher later texted a photo of the corpse to friends with the following message: "Good story behind this, got him with my hunting knife."His lawyers said the message was an attempt at dark humor.Sheridan based his testimony on witness accounts and video of the wounded war prisoner before the alleged knifing.After the boy was wounded in an air strike — more than an hour before he was brought to the U.S. forces for treatment — he was interviewed by an Iraqi TV news crew.
