BEIJING, Dec. 25 (Xinhua) -- The Standing Committee of the National People's Congress, China's top legislature, studied the implementation of the Law on Labor Contract and the Law on Compulsory Education Thursday at a plenary session.     The legislative session was attended by Wu Bangguo, chairman of the NPC National Committee, and presided over by Chen Zhili, vice chairwoman of the NPC Standing Committee. The third plenary session of the sixth session of the 11th Standing Committee of China's National People's Congress(NPC) is held at the Great Hall of the People in Beijing, China, on Dec. 25, 2008. Wu Bangguo, chairman of the Standing Committee of the NPC, attended the session.    Lu Yongxiang, vice chairman of the top legislature, read a report at the session on the practice of the Law on Compulsory Education, which was put into force in 1986 with an overall revision in 2006.     The top legislature checked the implementation of the law in 2007 and 2008, respectively.     Over the past two years, Lu said, the law has entered the stage of an overall popularization throughout the country as it has been fully supported by the state finance and the policy of free compulsory education has been achieved.     But there have been difficulties for the implementation of the law in rural areas, including the lack of funds and quality teachers and the existence of safety problems for school buildings and management in the countryside.     Hua Jianmin, vice chairman of the NPC Standing Committee, made a report on the implementation of the Law on Labor Contract, which went into effect on Jan. 1, 2008. The top legislature checked the practice of the law from mid-September to mid-October, he said.     According to Hua, the implementation of the new law is good in general as the number of labor contracts signed has witnessed a remarkable rise this year and the rights of transient workers from rural areas have been better protected.     However, the practice of the law has met new problems since October, when the impacts of the current global financial crisis spread and the growth of world economy slowed down, he said.     Hua urged that more efforts should be made to publicize the law, so as to better implement it and give greater attention to the protection of laborers' rights.     At the session, the lawmakers also heard reports on the handling of 462proposals and 6,279 pieces of suggestions, comments and criticisms from NPC deputies during the First Session of the Eleventh NPC in March 2008.     Meanwhile, the meeting heard reports on the amendments of the Law on Earthquake Relief and the Patent Law. The NPC Law Committee suggested that the top legislature approve the two amended laws.     It also heard a report on Wu's recent visit to five African nations and the Commission of the African Union.

BEIJING, Jan. 31 (Xinhua) -- Chinese President Hu Jintao held a telephone conversation with his U.S. counterpart Barack Obama on bilateral ties Friday, with both sides expressing the willingness to further the ties.     The Chinese president said China is ready to strengthen dialogue, promote mutual trust and expand cooperation with the United States in a bid to confront various global challenges together and push forward a stable development of the Sino-U.S. relationship.     Hu said the core interest of either country should be respected by each other and taken into consideration.     As the contagious financial crisis is still producing severe influence to national economies and people's lives, the international community should strengthen coordination and promote closer cooperation to stand up to the challenge, Hu said.     Describing the Sino-U.S. ties as the most important bilateral relations for both sides, Obama said enhancing bilateral constructive dialogue and cooperation is in the interest of not only the two countries themselves, but the world at large.     The U.S. side is expecting closer cooperation with China on major international and regional issues, he said, adding that the U.S. government is willing to join hands with China to develop a more active and constructive bilateral relationship.     Hu Jintao said China acknowledged U.S. efforts in stabilizing the financial market and stimulating the economy, adding that China is willing to further strengthen communication and coordination with the U.S. side in macroeconomic policies, and firmly oppose trade and investment protectionism.     Hu said China will join hands with the United States to work toward fruitful achievements in April's Group of 20 (G20) summit in London and promote healthy and stable development of the world economy and finance.     Obama said it is crucial for the United States and China, the two most important economies, to enhance cooperation.     Both sides exchanged visit invitations. BEIJING, Oct. 26 (Xinhua) -- China's economy was on sound track but prospects were complicated by the world economic slowdown, said Zhou Xiaochuan, governor of China's central bank, on Sunday.     In a report Zhou made to the fifth session of the Standing Committee of the 11th National People's Congress (NPC), he said the country's economy was developing as expected, but the world economic slowdown added uncertainties to its prospect.     "Our economy is highly reliant on overseas demand. Slacking exports resulted from the global economic slowdown would have a negative impact on the economy," he said.     He suggested the country need to be cautious in adjusting policies because there are both possibilities of cost-driven price rises and possibilities of continuous price falls in the future.     "Currently, inflation pressure mainly comes from rising cost," he said.     He said in the world, more and more economies began to shift their policies from curbing inflation to boosting economic developments amid a world economic recession. The international commodity price is expected to enter a new round of rise.     According to him, the PBOC will adopt flexible and prudent macro-control policies to strive for the stability of the country's financial sectors and promote sound and rapid economic growth.     Zhou said efforts would go to other specific fields, including establishing financial risk monitoring mechanism, enhancing cooperation among domestic and overseas financial organs, and ensuring liquidity in the banking system.     He also urged strengthening foreign exchange management through enhancing cross-border capital flow management and supervision, in a bid to avoid losses and risk caused by speculation activities.     The central bank would keep a close look over the real estate sector and improve financial services in this sector, he added.     Zhou said that the impact of the world financial crisis on China's economy cannot be underestimated. JOHANNESBURG, Jan. 17 (Xinhua) -- Strengthening friendly relations and cooperation with Africa is an important foundation of China's foreign policy, and remarkable development has been achieved in China-Africa ties in the past year, Chinese Foreign Minister Yang Jiechi said here Saturday.     Yang, who was wrapping up a visit to Uganda, Rwanda, Malawi and South Africa, said China and Africa maintained high-level exchanges, and deepened their strategic mutual trust in 2008.     Last year, many African leaders paid official visits to China, or traveled to China to attend the Beijing Olympics and the Beijing Paralympics, he told Xinhua.     African countries continued to offer their valuable support for China on issues concerning China's core interests, he added.     Africa and China are facing new opportunities for developing their ties this year, Yang said.     Chinese leaders will continue to make the development of China-Africa ties a top priority in China's external relations, he said.     In recent years, top Chinese leaders have paid visits to Africa every year, he said, adding that more such trips are likely to be scheduled for this year.     Moreover, the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) is scheduled to take place in Egypt in the fourth quarter of this year, with the aim of making a comprehensive assessment of the implementation of the consensus reached at the Beijing Summit of FOCAC in 2006.     In 2009, China, on the principles of sincerity and friendship, equality, mutual benefit and common development, will continue to strive to promote unity and cooperation with Africa, with emphasis on seeking ways to deepen pragmatic cooperation between the two sides, the minister said.     China will expand cooperation with African countries in infrastructure building, agriculture, telecommunications and human resources development, he said.     Yang said China attaches great importance to Africa's important role in such issues as Darfur, Zimbabwe, Somali pirates and UN Security Council reforms.     China will continue to keep close communication and coordination with Africa, strive to promote mutual understanding and mutual support, push for the peaceful settlement of relevant issues, and safeguard the common interests of developing countries, he added.
