NASHVILLE, Tenn. – The second and final debate of the U.S. presidential election will be held at Belmont University in Nashville, Tennessee, starting at 9 p.m. ET on Thursday, Oct. 22.Originally, the Commission on Presidential Debates scheduled three forums between the candidates. The second debate, which would have been held town hall style, was canceled after President Donald Trump declined to participate when the commission announced the debate would be held virtually due to Trump's recent coronavirus infection.Who’s participating?The debate will be moderated by Kristen Welker, a White House correspondent for NBC News and co-anchor of “Weekend TODAY.” It will be Welker's first general election debate she has moderated, but she co-moderated the fifth Democratic debate during the 2020 primary season.President Donald Trump and former Vice President Joe Biden plan on participating in the debate. No other candidates, like Libertarian Jo Jorgensen, qualified to take part in the debate, based on the Commission on Presidential Debates’ candidate selection criteria.What will be discussed?The debate commission allows each moderator to decide which topics are discussed. Last Friday, Welker announced that the following topics would be addressed Thursday night: fighting COVID-19, American families, race in America, climate change, national security, and leadership.Earlier this week, Trump’s campaign manager, Bill Stepien, claimed the CPD had “promised” that Thursday’s debate would be about foreign policy and asked for Welker’s topics to be discarded. However, CPD responded and said “no debate in 2020 was ever designated by (the commission) as devoted to foreign or domestic policy."With that said, the president is expected to still grill Biden on his son Hunter’s business ties, as well as his foreign policy record in the Obama administration and as chairman of the Senate Foreign Relations Committee, The Washington Post reports.How will the debate be structured?After the first debate went off the rails, because the candidates constantly spoke over each other, the CPD announced changes Monday to “ensure a more orderly discussion.”As with the first debate, both campaigns have agreed to allow each candidate two minutes of uninterrupted time to make remarks at the beginning of each 15-minute segment of the debate. This time, however, “the only candidate whose microphone will be open during these two-minute periods is the candidate who has the floor under the rules,” the CPD said in a statement. Both mics will then be turned back on for an open discussion.What is being done to protect against coronavirus?The commission says Trump and Biden will again skip the traditional handshake before the debate starts and the audience will be required to wear masks.How can you watch?The debate will run for 90 minutes without commercial interruption. You can watch it live on our Facebook page, as well as on network and cable news channels.Where the race stands?Polls show Biden as the frontrunner in the national popular vote, leading most national polls by a 6 to 10 percent margin, but his margin in many battleground states is slimmer. Polls in a number of battleground states, such as Ohio, Iowa, Florida, and North Carolina, are within the margin of error, according to an aggregate of polls by Real Clear Politics. Biden is maintaining slight leads in Michigan, Pennsylvania and Wisconsin, which if he wins in addition to the states won by Hillary Clinton in 2016, would give Biden a victory. What’s next?All that will stand between Thursday's debate and Election Day is 11 days of early voting and the candidates' final appeal to voters. 3677

MORGAN HILL, Calif. -- Authorities are investigating what exactly caused a plane to land on the freeway in the Bay Area Sunday morning, according to The Mercury News. The plane landed on Highway 101 near Morgan Hill around 11 a.m. The plane blocked one lane of the highway before authorities were able to tow it away.The Federal Aviation Administration said engine failure caused the emergency landing.Only the pilot was onboard and was uninjured, authorities confirmed. Minneapolis city council passed 2021 budget funding that includes cutting .7 million from the city's police department and redirecting those funds to social programs, according to the Minneapolis Star Tribune, CNN and CBS News.The 2021 budget is the first one the city has passed since the death of George Floyd at the hands of police in May. Floyd's death sparked a nationwide protest movement against police brutality.According to the Star Tribune, the .7 million in police budget cuts will be redistributed to fund mental health crisis teams, as well as train 911 dispatchers to assess mental health crisis calls. The budget cuts will also allow other employees to handle theft and property damage reports.However, the Star Tribune notes that the budget keeps in place a plan for the department to hire more officers in future years. The council initially planned to pass a budget that would drop department staffing levels from 770 to 750 in 2022 but kept in place the department's current staffing target of 888 to avoid a veto from Mayor Jacob Frey."My colleagues were right to leave the targeted staffing level unchanged from 888 and continue moving forward with our shared priorities," Frey said in a statement. "The additional funding for new public safety solutions will also allow the City to continue upscaling important mental health, non-police response, and social service components in our emergency response system."The new budget comes as progressive Democrats call on local municipalities to "defund the police" and re-allocate those funds to social services. Other major cities like New York City and Albuquerque, New Mexico have removed funding from departments or shifted some emergency responsibilities away from armed police officers.Floyd died in May when a Minneapolis police officer kneeled on his neck for nearly nine minutes as they attempted to take him into custody for using counterfeit money to buy cigarettes. Several other officers stood by as Officer Derek Chauvin knelt on Floyd's neck as he struggled to breathe. Chauvin and three other officers face charges in connection to Floyd's death. 2140

Myrtle Beach, South Carolina's police department is dealing with national scrutiny after police removed a man after he reportedly purchased a meal for homeless man inside of a McDonald's.The incident, which took place on Wednesday, was recorded on video, and has since gone viral, generating a national buzz. Nearly 40 million people have viewed the video in the 24 hours since it has been released. The incident happened after police were attempting to remove a man, who is reportedly homeless was eating a meal inside McDonald's. The man recording the incident claimed that he brought the man into the McDonald's and purchased him a meal."You guys suck... He didn't ask me for food, I saw him across the street and brought him over here for food," Yossi Gallo said. Gallo was then warned that he was being disorderly."I’m getting kicked out of here because I gave a homeless guy food,” Yossi Gallo said on the video he posted. Gallo and the homeless man were removed from the McDonald's by police. Police claim that the homeless man was asking people for money. A claim Gallo disputed. Myrtle Beach Police released a statement involving Wednesday's incident: Officers were dispatched to the location after receiving a call, from an employee of the business, that a male was in the parking lot asking people for money. Upon arriving at the restaurant, an employee approached the officer and indicated the male was inside the establishment. The employee requested the officer issue a trespassing warning and asked that the person leave the premises. The officer advised the male of the request made by the business and issued the warning. A bystander, who was videotaping the incident was also trespassed from the location, at the request of the manager, for what management deemed as disorderly behavior. 1858
