SAN DIEGO (CNS) - A man was stabbed in the hands and pistol whipped in North Park Saturday after refusing to carry drugs from Mexico into the United States, police said.The victim, 49, was pressured by six friends earlier in the day to transport drugs from Mexico across the border, but he refused, said Officer Tony Martinez of the San Diego Police Department.They saw him later at 3 a.m. Saturday in the 4000 block of 30th Street, Martinez said."They got into a confrontation with him, and during the confrontation the victim was stabbed in both hands and pistol whipped," the officer said.The victim received a laceration to both hands and a laceration to the top of the head from being pistol whipped, Martinez said.The main suspect was a man known to the victim, he said. The other suspects were three men and two women. They all fled in a white Kia SUV with Mexico plates.Mid City Division detectives will be handling the investigation. 950

SAN DIEGO (CNS) - A U.S. Army veteran pleaded not guilty in San Diego Wednesday to a pair of assault with a deadly weapon charges for allegedly stabbing an active-duty serviceman who, along with a friend, pointed out that the veteran's Private First Class badge was upside down on his uniform.Marc Dominguez, 42, who served in the Army in 2003 and 2004 as a Private First Class E-3, was ordered held on ,000 bail.Deputy District Attorney Kelly Rand told Judge Maureen Hallahan that Dominguez stabbed the active-duty serviceman and lunged at the victim's friend with a knife about 11:30 p.m. last Thursday at a Gaslamp Quarter bar after they questioned whether the defendant was in the military because a patch on his uniform was not attached correctly.The active-duty serviceman was stabbed in the head and bicep and sliced his fingers while trying to get the knife away from Dominguez, the prosecutor said. The other man wasn't hurt.Based on the prosecutor's statements in court, the judge found that Dominguez was a danger to the community and raised his bail from ,000 to ,000 and ordered him to stay away from the victims.A readiness conference was set for Nov. 28 and a preliminary hearing for Nov. 30.  1230

SAN DIEGO (CNS) - A proposal to add a fenced-in, off-leash dog park and walking trails at Fiesta Island in Mission Bay Park was vetted Thursday by the San Diego City Council's Environment Committee, which unanimously voted to send to the full council.The committee considered two options for an amendment to the Mission Bay Park Master Plan, which guides future development of the area. Either option would update Fiesta Island, a partially undeveloped area of the park, by adding new amenities and park area to the island's southwest section.The committee ultimately chose the plan dubbed "option B," which reserves much of the island's southwest area for a fenced-in, off-leash dog park and also includes parking areas and walking trails.Option A would have allocated much of the southwest area for a fenced- in, off-leash dog park but would have also included a non-motorized boat launching area along the water, a road extension, larger parking facilities and a designated swimming beach for residents.The Fiesta Island amendment to the Mission Bay Park Master Plan has been in development for roughly two years. Committee attendees, including members of the Fiesta Island Dog Owners group, overwhelmingly stated their support for option B.City Councilman Scott Sherman said his office received roughly 30 calls and more than 300 emails in support of option B, due in part of members of FIDO posting his office's contact information. City Councilwoman Vivian Moreno also expressed appreciation for the public support for option B, particularly among dog owners."I am confident that city staff will be able to find a permanent location for non-motorized personal watercraft in other locations in Mission Bay Park," Moreno said. "But I don't think we need to destroy the experience of thousands and thousands and thousands of dog owners who use Fiesta Island right now in order to do so."Option B also received support from former City Council members Donna Frye, Sherri Lightner and Lorie Zapf."It's important to preserve as much open space as possible," City Councilwoman Barbara Bry said of option B. SAN DIEGO (CNS) - Murder and robbery charges were filed Friday against two young men who prosecutors allege are responsible for the death of a Rancho Bernardo teen who was run over by a car in a drug robbery gone wrong.Angel Ramirez, 19, and Joshua Benjamin, 20, are accused in the March 7, 2019, death of a 16-year-old boy identified in court papers only as Christian H.Deputy District Attorney Christina Eastman alleges the defendants -- who entered not guilty pleas -- robbed the victim and, in the process of fleeing the scene, ran over the boy's head with their vehicle.RELATED: Arrest made in death of teen found in Rancho Bernardo streetAccording to the prosecutor, the victim had sought to purchase 0 worth of narcotics from Ramirez, who traveled with Benjamin to the teen's home in the 16800 block of Cresta Drive. When the teen handed his money to Ramirez, who was sitting in the backseat, Benjamin sped away, she alleged.Eastman said the victim hung onto the open rear car window in an attempt to get the drugs or his money back. SAN DIEGO (CNS) - Citing the potential risks of sexual and physical abuse to children, San Diego County District Attorney Summer Stephan today urged Gov. Gavin Newsom to consider allowing county school districts to make their own determinations regarding reopening in advance of a Tuesday decision that could send the county to the most restrictive tier of the state's coronavirus reopening roadmap.In a letter sent Monday to Newsom, Stephan said there has been ``a drastic increase in child predatory behavior on the internet'' with children out of school and teachers unable to ``be the eyes and ears of law enforcement'' to report suspected abuse among their students.Local reports to the Internet Crimes Against Children Task Force have tripled since schools were shuttered due to the pandemic, and that similar increases have been seen nationwide, Stephan said. Stephan also said domestic violence reports have increased since stay- at-home orders were issued, and that Rady Children's Hospital has seen an increase in ``consult cases,'' in which cases of suspected child abuse are reported by physicians.Stephan's letter was sent in advance of Newsom's Tuesday decision regarding San Diego County's COVID-19 category status, when the county could potentially slide into the ``Purple Tier,'' meaning many schools could not open for in-person learning.``When evaluating the health of our children and our community, we must consider the effects of COVID-19, but also acknowledge and weigh the other real and potentially more life-threatening threat from violence and exploitation of children,'' Stephan said.``This is the public safety lens that I sincerely hope you will consider.'' Stephan raised similar concerns near the beginning of the pandemic regarding potential increases in domestic and sexual abuse, with abuse victims being trapped indoors with their abusers as a result of self-quarantining at home.In addition to safety risks, Stephan argued distance learning is not viable for many county residents. She said a lack of reliable internet access -- particularly in rural areas of the county -- should be taken into consideration.Stephan also said schools serve as a dependable place for food insecure students to get their meals. 2254
