SAN DIEGO (KGTV) - On Friday, San Diego Police responded to an urgent request to reform the department's de-escalation policy.A board appointed by the mayor has now voted on a request to add more explicit language to the policy on tactics and techniques for how officers are allowed to de-escalate in the field.“The time is now and we really need this for the City of San Diego,” said Attorney Maresa Talbert, Co-Chair for San Diegans for Justice and a member of the Coalition for Police Accountability and Transparency. 10News spoke to her on Friday after Thursday night's emergency virtual meeting of the Community Review Board on Police Practices.“We really need holistic policies in place that will both keep not only our residents safe but also law enforcement safe,” she added.Below is a statement from Sharmaine Moseley, Executive Director of the Community Review Board on Police Practices:"The Community Review Board on Police Practices (CRB) held a special meeting to discuss a recommendation they previously made for SDPD to adopt a de-escalation policy that models Baltimore PD’s de-escalation policy. At that meeting, the CRB discussed and unanimously agreed to add more explicit language to a policy that would require officers to use de-escalation techniques and tactics without the use of force when safe under the totality of the circumstances to do so. The CRB also listed factors for the officers to consider when a person is not complying and techniques and tactics officers can use for de-escalating situations. A revised letter with the CRB’s recommendations will be forwarded to Chief Nisleit early next week. At last night’s meeting, the CRB also discussed the many local protests and SDPD’s response to the protests. By a unanimous vote of 16-0, the CRB agreed to forward this item to its Policy Committee for the Committee to look at best practices for a policy recommendation to Chief Nisleit. The Policy Committee is planning to meet on Thursday, June 11 on MS Teams. This meeting will be open to the public on the City of San Diego’s YouTube channel and an agenda will be posted prior to the meeting."An SDPD spokesperson told 10News on Friday that the department wants to be clear that it does have a de-escalation policy incorporated into its use-of-force policy but the department is open to receiving any new recommendations from the board. 2381

During the incidents, police say the males generally enter in hoodies or jackets and grab multiple Apple devices on display tables before quickly exiting.Outside, a getaway vehicle is usually waiting, police added.MAP: Track crime happening in your neighborhoodThe thefts occurred at the Carlsbad location, 1923 Calle Barcelona in the Forum Carlsbad, on May 16, June 18, July 11, and July 13, and the Escondido store, at 272 E. SAN DIEGO (KGTV) -- National City police are searching for the driver linked to a hit-and-run crash that killed a skateboarder earlier this month.Police said on July 10, at around 12:30 a.m., 28-year-old Victor Ernest Morales was riding his skateboard northbound on the street in the 500 block of Palm Avenue when he was struck from behind by an unknown vehicle at a high rate of speed.The vehicle sped away, leaving Morales on the road, police said. He suffered major injuries and later died.According to police, Morales’ girlfriend and a friend were with him at the time of the incident.The vehicle in the case is believed to be a silver-colored, 4-door, 1999-2002 Toyota Echo. Police said the vehicle likely has damage to the front driver’s side, as well as damage to the driver’s side headlight and windshield.A surveillance camera captured a photo of the vehicle believed to be involved in the collision, and police are asking any businesses in the area that may have video of the vehicle before or after the crash to contact them.Investigators are also asking vehicle repair shops to be on the lookout for the vehicle due to its damage from the crash.Anyone with information on the case is urged to contact the National City Police Department’s Investigations Unit at 619-336-4474 or Crime Stoppers at 888-580-8477.A reward of up to ,000 is being offered to anyone with information that leads to an arrest in the case. 1434

SAN DIEGO (KGTV) - Nurses and healthcare workers gathered Friday morning demanding Palomar Health provide more nurses and PPE to support their staff as they see a surge in patients.Nurses said they are stretched thin and maxed out caring for our community during the pandemic."Palomar claims they took a hit due to the pandemic, but it's the nurses and caregivers who are taking the hit in the from of increased patient loads, unsafe staffing levels and inadequate PPE," ICU nurse Joanne Meza said.She and a group of healthcare workers held red signs reading "Save Lives, Safe Staffing Now."Palomar Health sent ABC 10News a statement stating they received a waiver from the California Department of Public Health Wednesday that would allow Palomar to "assign one ICU nurse to care for up to three patients, depending on patient acuity. The waiver, which only applies to one 12 bed unit which has both intensive and intermediate care patients located in the same area, has not been implemented and is only in preparation for a potential patient surge or reduction in workforce due to sickness."The law states safe ratios are one ICU nurse to two patients.Meza accused the hospital of furloughing employees while they knew the impact the pandemic would have.She also accused the hospital of commingling COVID and non-COVID patients. Palomar said that is "completely false. As a healthcare system, it is irresponsible to instill fear in our community.
