SAN DIEGO (KGTV) - About two dozen businesses and houses of worship are taking advantage of a new rule that waives permit fees at San Diego County parks.According to the San Diego Parks and Rec Department, 14 fitness-related businesses and 12 houses of worship have been approved for permits to operate in county parks.RELATED: County Board Approves Plan to Allow Businesses to Operate at County ParksOn Aug. 5, San Diego County Supervisors approved a motion to waive permit fees and streamline the permit process so that businesses and houses of worship could hold events and classes in parks.Supervisor Dianne Jacob, who made the initial request, called it a "creative" way to provide flexibility and help those businesses survive the coronavirus pandemic."We're trying to make it as easy as possible for businesses to survive during this difficult time," Jacob told ABC 10News on the day the rule passed. "This is just another way to do it."Kaylee Kiff owns The Dance Spot in Chula Vista. She says she applied for the permit as soon as she heard about the program. She began holding classes at Otay Lakes Park just a few days later.Kiff says it saved her business."This was the first time I really felt supported as a business," Kiff says of the new rule. "I understand why we shut down, and I was happy to do it. But when it got to the point where I would lose my business, I'm just looking for any lifeline I could get. The county really was that lifeline."A county spokesperson didn't say how many more businesses or houses of worship have applied for the fee-free permits, but told ABC 10News other applications are in process for approval.Since the county changed its rules, several other cities have followed suit, including San Diego, El Cajon, Coronado, La Mesa, and Oceanside. Businesses looking to operate in a park are encouraged to check with local governments for specific rules. 1903

Women around the country are claiming similar effects. They blame their hair care nightmares on Monat Global, based in Florida.“It’s been so hard,” says San Diego’s Dana Sohovich. She held back tears as she spoke exclusively with 10News about her experience. Sohovich has filed a class action lawsuit against the company, alleging it falsely promised her “longer, fuller, stronger” hair. Her suit accuses Monat of “false and deceptive advertising”.“I literally had almost a baseball size [ball] of hair in my hand,” she tells us, adding, “It's devastating.”PHOTOS: Monat users report hair and scalp damageTemecula’s Ashley Slayden showed us her daughter’s scalp. “You can see the bald spots [on] her head. You can see how thin it is. It was never that thin,” she adds. Slayden tells us she and her kids starting using the product in the fall. “I bought it at wholesale and I spent seventy dollars,” she adds. As of now, Slayden has not filed suit against the company.Other women have shared pictures of scalp sores, breakage and clumps of fallen strands. 1239

SAN DIEGO (KGTV) - Aldofo Otanez was diagnosed with schizophrenia when he was 17-years-old."When he's medicated correctly he's very funny, he's always very caring very caring person," said his brother Tomas. Aldofo has been in and out of treatment centers his whole life. Most recently, a hospital assigned him to a home in Spring Valley called Mi Casa Es Su Casa. "Right away we said, 'no, he's never been in a place like this,"' said Tomas. "People don't fit in there. They don't, they're crumbled up, there's about 3 or 4 people per room."Tomas was planning a trip to visit his brother on February 16th. When he called the facility, he says they told him Aldofo had been missing for two days. "It's disturbing," said Tomas. "I mean, it shouldn't happen, a simple phone call, 'your brother isn't here, it's been a day or two'. Give us a call..nothing."It's been more than two weeks now with no sign of Adolfo. "It's very sad, I'm taking it as calm as I can so I can think about what to do next." The family is passing out flyers and posting pictures to Instagram with hopes that someone knows where he is. "The family is pretty sad, I've got a lot of siblings and they're all very worried.""He has no money, no ID, no social security on him," said Tomas. "So he's just stranded out there somewhere."10News spoke to the manager of Mi Casa Es Su Casa who says he didn't call the family right away because he claims to have lost their contact info. He also says he didn't file a missing persons report because police would not let him. San Diego Police checked their records and said they never spoke to the facility that day. The family is holding a search party on March 3rd in the Starbucks parking lot at 8626 Jamacha Boulevard. The search begins at 8 am.  1817
