SAN DIEGO (KGTV) - More than 2,000 people whose lives have been affected by breast cancer started the Susan G. Komen 3-Day walk in San Diego Friday.One year ago, Leslie Heiser got the news she never expected to hear: she was diagnosed with breast cancer. After a year of treatment, doctors have declared her cancer-free. What started as simple motivation to get through tough days turned into what she believes will be a life-changing experience.The walkers participating in the Susan G. Komen 3-Day event will cover 60 miles in three days. All are doing it for different reasons: some walking in memory of loved ones, others showing support for those battling cancer. And my biggest cheerleader from treatment to surgery. Those moments when you really need someone you can depend on, rely on, my rock," said Heiser.Each participant raised more than ,000 to do the walk. The money will go towards cancer research and medical expenses for those fighting the disease. Giving all those involved a sense of camaraderie as they flood the streets of San Diego with signs of pink while sending positive vibes to those who see them.Heiser adds, “it’s really about the experience of sharing it with other survivors and other people who have been impacted by breast cancer. SAN DIEGO (KGTV) - More and more local high school students are slashing college tuition costs, free of charge.From the cheer squad to the lacrosse team, junior Katie Quis' schedule at Rancho Bernardo High is packed. That's not counting her Tuesdays and Thursday, when she heads to Miramar College for a calculus class.The class is her third at Miramar College since last summer; part of the dual enrollment program which offers college-credit classes to high school students at no cost. The benefit of the calculus class could multiply if it helps her score well on the AP Calculus exam."I could end up getting double the credits, than if I just took the AP test or class," said Quis, 16.RELATED: Making It In San Diego: What you need to know about free tuition at San Diego community collegesBy the time she graduates, Quis will have roughly 30 units, which translates into about a year of college."It helps save my parents of a lot of money for college down the road," said Quis.The numbers add up quickly. Since spring 2015, dual enrollment for high school students at Miramar College has jumped from 320 to about 2,000 students.Naomi Grisham heads the college's Transfer Center.RELATED: Making it in San Diego: State offers money to help boost college savings accounts"With college costs increasing, we expect dual enrollment to continue rising," said Grisham."College costs can cause my parents a lot of stress. SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

  

SAN DIEGO (KGTV) - Newly-released records detail several officer involved shootings involving a San Diego Police officer.The City of San Diego released several written reports along with body worn camera video and audio of police and witness interviews. The shootings took place in 2016 and 2017 and involved San Diego Police Officer Richard Butera.In December 2017, San Diego Police received several 911 calls regarding a man trying to break into homes in the Sunset Cliffs neighborhood. Police say that when they arrived, 24-year-old Kyle Zahacefski was in the front yard of a home in the 1200 block of Trieste Drive.Zahacefski began throwing bricks at the police officers, they said. Next, he took off running and the officers lost sight of him. Officers then heard sounds of glass breaking and they discovered a shattered glass door on a home in the neighborhood. Believing the residents may have been in danger, officers entered the house immediately and located the suspect in the kitchen.Zahacefski grabbed a knife and pointed it at his throat. The officers ordered him to drop the knife repeatedly but he refused. Instead, Zahacefski pointed it at the officers and began walking quickly towards them.One of the officers, later identified as Officer Richard Butera, fired several rounds from his AR-15 rifle and another officer fired one round from his bean bag shotgun.In June 2018, District Attorney Summer Stephan said the shooting was justified. Along with body-worn camera video, police released a more than 500-page report detailing their investigation.Police also released an investigative report and audio interviews regarding a 2016 Hillcrest area shooting.Officer Richard Butera fatally shot Joshua Sisson , 30, while responding to a domestic violence incident on Lewis Street. Police say Sisson turned and pointed a large kitchen knife at Butera and was shot in the chest when he advanced towards the officer."The knife-wielding suspect refused to comply. The suspect aggressively advanced towards the officer with the knife," said San Diego police Lt. Manny Del Toro.After Sisson's death, police discovered he had been wanted on a warrant for alleged felony parole violations.A criminal records check showed Sisson had served prison time for setting a family's home on fire in 2009. He pleaded guilty in that case to 13 counts of attempted murder, one count of arson and one count of carrying a concealed weapon.In audio recordings released by the department you can hear Butera describe where he was standing when the shooting took place. An audio interview with a witness also gives insight into what police encountered.“The officer yelled 'stop' again, both times it was very clear, 'stop',” an unidentified male witness said. “The suspect this time turned to his left and his hand went into his waistband.”According to 10News records, Butera has been involved in three other officer involved shootings.In a statement to 10News a spokesperson for the San Diego Police Department wrote, “Officer Butera has been a sworn member of the San Diego Police Department for the past 17 years. In addition to his patrol duties, he has been a member of the SWAT team for over 10 years. Officer Butera has been involved in incidents in which he has discharged a firearm to stop a deadly threat to himself and the public. Each of these incidents were investigated by the Homicide Unit and the investigations were ultimately presented to the San Diego County District Attorney’s Office for review. Officer Butera was cleared in all of the incidents. We hope the community examines each case independently and comes to the same conclusion.” 3655
