A good Samaritan who saw news reports approached the 16-year-old and asked if she wanted to go to the police station, the family says. As of Tuesday morning, the family told 10News she was back home and healthy. After she went missing, the family says a missing persons report was filed. Days later, family members found Cirena’s phone tossed a few blocks away between two homes. YIMBY for "yes in my backyard." Their solution is for more dense development in urban areas where people can live and work. They also seek legislative reform and developments that help combat climate change."It's basic supply and demand," said member Dike Anyiwo. The city recently passed Mayor Kevin Faulconer's plan eliminating parking requirements near transit centers. And the YIMBYs are getting visits from some key politicians, including Assemblyman Todd Gloria, City Councilmembers Monica Montgomery and Chris Ward, and County Supervisor Nathan Fletcher. Plus, some of its members are now landing spots on city planning groups. Anyiwo is now on the Midway Pacific Highway Community Planning Group. Still, concerns remain that the YIMBY plans could lead to too much crowding for the city's infrastructure. SAN DIEGO (KGTV) — A man running in and out of traffic while naked in Little Italy died after being taken into police custody Friday.Witnesses say the man was yelling for help in the area of 600 W. Grape Street at about 11 p.m. When the first San Diego Police officer responded, he was able to place handcuffs on the man.As the officer led the man out of traffic, though, witnesses told police the man began to struggle and was taken to the ground by the officer. At least two civilians had to help restrain the man until more officers arrived.RELATED: El Cajon hit-and-run crash suspect found hiding under bedThe man was taken to a nearby hospital where he died just before midnight. The man's death was ruled as an in-custody death.During the struggle, the man suffered a cut to the head. SAN DIEGO (KGTV) - A San Diegan who was killed in the mass shooting at the Borderline Bar was honored Thursday on the anniversary of the attack, both in Coronado and Thousand Oaks.Justin Meek's family attended a large public dedication ceremony for the Healing Garden in Thousand Oaks, a park and permanent memorial site with 12 stone slabs representing the victims."It's not that we are moving on, but that we are moving forward," Meek's father Roger said in an interview.RELATED: Coronado native among victims of the Thousand Oaks bar shootingMeek, a promoter and occasional security guard at the bar, broke out windows so others could escape when gunfire erupted last November, according to family members. Witnesses said Meek had his hands outstretched, trying to block the gunman when he was shot."All Justin ever wanted to do was serve and protect, and that's what he did that night," said his mother Laura Lynn Meek.RELATED: Family remembers local Borderline shooting victimMeek had plans to join the Coast Guard, and he worked as a lifeguard in Coronado. SAN DIEGO (KGTV) – A new COVID-19 testing site opened Wednesday morning at the San Ysidro Port of Entry, with tests for the virus available at no cost.The free test site is located at the PedEast crossing of the Port of Entry. It will be open 6:30 a.m.-10:30 a.m., Monday through Friday.About 200 tests will be administered daily, and no appointments will be necessary. San Diego County health officials said those getting tested “will not be asked about their immigration status or who lives with them.”Health officials said the site is focused on “testing essential workers and American citizens who live in Tijuana, as well as residents in the area.”Jennifer Bransford-Koons, the county’s testing director, said it’s possible the hours at the new site could eventually change.“We’re starting out first thing in the morning as people cross the border … to be able to see if that’s a good time to have people to be able to test. If that doesn’t work, then we’ll move to the afternoon or other days of the week. The purpose is to provide accessible testing to members of the public,” she said.County Public Health Officer Dr. Wilma Wooten said, “We know that communities in South Bay have been hit the hardest by COVID-19.
