The latest set of rules handed down by Governor Newsom is not sitting well with salon owner Shanelle Cedeno.“Now it just feels like a target," Cedeno says.As hospitals become overwhelmed with surging cases, ICU capacity is the state’s newest metric for tightening restrictions.RELATED: Gov. Newsom: New California stay-at-home order triggered by ICU capacityOnce available capacity falls below 15%, only schools that have received waivers can stay open along with critical infrastructure.Retail can stay open at 20% capacity and restaurants will be restricted to take out and delivery. Bars wineries, salons, and barbershops will have to close their doors completely.Cedeno says her "Beautiful You" salon in Barrio Logan is already implementing every safety measure asked of them.RELATED: San Diego hospitals react to Newsom’s regional stay-at-home order“Everybody who comes in is one on one, how we run our business is very clean very sanitized,” said Cedeno.She says the new rules are unfair since the county’s numbers indicate salons and barbershops only make up 2.5% of community exposure settings.“A lot of these cases are just coming from people’s personal lives and not following the rules outside of where they come into businesses,” said Cedeno.The timeline is still uncertain for when salons will have to close. Until then, Cedeno says they’re moving up appointments before it’s too late.“We are making our reach-outs to have them come in today and tomorrow,” said Cedeno. “We’re San Diego, we got this. SAN DIEGO (KGTV) - A San Diego woman says she was the victim of a violent attack inside her hotel room at the high-end Omni La Costa Resort and Spa in Carlsbad.Jacquee Renna is accusing the front desk staff of handing out her room number and a key without her permission. The hotel is staying tight-lipped about the apparent security breach, but it's giving details to the courts."I haven't felt safe since then," Renna said. "Suddenly, I heard the door kind of jiggle and I thought [room service] was coming to get our plates," she explains. She and her boyfriend were finishing dinner inside their hotel room when she says her ex-husband was able to unlock the door and break through the security latch."I saw the key in his hands so he had the key," she tells us. "He threw me over onto the bed. I could see rage in his face."Court documents claim her ex-husband punched her boyfriend in the face, dragged him at least twenty feet and kicked him in the head. Renna says her ex-husband then ran out to the parking lot, where he apparently slashed her boyfriend's tires, before leaving."[My boyfriend] had bruises and scrapes. I think we were both really in shock," she says. "The Omni has a responsibility to provide safe and secure rooms to their guests," says her attorney, Robert Fitzpatrick. He's helping her sue the hotel chain for negligence.Renna says that after the attack, the hotel manager apologized to her and said the hotel's front desk person had given the key to her ex-husband. Fitzpatrick adds, "Omni should never have given a key to the hotel room and they should have not disclosed the hotel room number."Hotel room attacks are uncommon but have made headlines in Southern California.Earlier this year, Covina police say security video caught a pastor lurking outside a Los Angeles hotel room, touching himself as he watched two girls who were alone inside. Officers report he later forced his way into the room and assaulted an 11-year-old. He was charged, but has pleaded "not guilty".Disturbing 2014 security video out of Kern County captured a front desk worker handing a room key to a man accused of posing as a female guest's boyfriend, before he reportedly fumbled with the room's peep hole, went inside, and sexually assaulted the woman while she was sleeping. He's seen running out with his pants around his ankles. He was convicted and a jury found that the hotel was partially responsible for the assault.It begs the question, who is responsible for making sure hotels in San Diego are keeping guests safe?  According to the San Diego Hotel-Motel Association, the San Diego Tourism Authority, local hotel negligence attorneys and private security professionals. None of them knew of any local, state or federal authority that has oversight. Hotels are left to police themselves. The Omni Hotel chain denied our request for an interview to discuss the new lawsuit, citing that it doesn't talk about pending litigation. SAN DIEGO (KGTV) - A second Scripps Medical Response Team has deployed to Northern California, tasked with helping fire victims.The first team returned Friday after a nine-day mission.“Being there in these shelters with people that have lost totally everything, but they're thankful for their lives, it just sets a whole new meaning for us for Thanksgiving," said Steve Miller, a Registered Nurse and part of the response team.Miller says because fire victims were forced to evacuate so quickly many did not have their medications or ID's to pick up prescriptions. He says the smoke also made respiratory problems worse. The days are long for the medical team, 12 hours at the shelter providing medical care along with prep and a daily debrief. “You’re in austere conditions; you’re living in tents, it’s cold, it’s wet, you do not have electricity, so you have to be able to work in that environment. You don't have all the medical tools you have in the hospital.”The second four-person team will continue to help fire evacuees over the next week. 1056

  

SAN DIEGO (KGTV) -- Ahead of the United Nations Climate Summit next week, 10News is diving deeper into the affects of climate change. Climate change is leading to more dangerous and deadly wildfires and so often after fires scorch the ground in the fall, the heavy winter rains in atmospheric rivers lead to mudslides and flooding.The scary reality is that these types of storms are going to get stronger. According to Alexander Gershunov, a research meteorologist at the Scripps Institution of Oceanography at UCSD, "we know for certain that atmospheric rivers are going to get stronger in the future, in a warmer atmosphere more water vapor can be held so atmospheric rivers are basically plumes of very intense concentrated moisture and they're just going to get wetter as they get warmer. As those wetter atmospheric rivers hit the coast and coastal mountain ranges the moisture is squeezed out of them and we get more extreme precipitation events."He goes on to say, "climate change is definitely making atmospheric rivers warmer and wetter as well as longer and fatter so they carry more moisture. In the future they will produce even more of the precipitation extremes and be an even bigger contributor to the water resources of the region as well as to flooding."Climate change may lead to a more devastating threat, called the ARkStorm.The ARkStorm is patterned after the historic flooding of 1861 to 1862, but uses modern modeling methods and data from large storms in 1969 and 1986. The ARkStorm draws heat and moisture from the tropical pacific, forming a series of atmospheric rivers that approach hurricane-strength and then slam the west coast creating a statewide disaster.In 2010, scientific experts met to create the ARkStorm Scenario Report for the USGS, imagining aspects of flooding of biblical proportions reaching the Western U.S. with weeks of rain and snow followed by catastrophic floods, landslides and property and infrastructure damage which would cripple California's economy.CLIMATE CHANGE:-- A growing wildfire season-- Sea-level rise and the impacts to San Diego-- Living in a warming world"What was found that the cost could exceed 0 billion. To put that into perspective, the economy of California is .7 trillion so that’s almost a third of our state product," explained Tom Corringham, a post-doctoral research economist at the Scripps Institution of Oceanography at UCSD.Move these flooding models yourself: click here.Models in the ARkStorm report show multiple areas of submergence in central San Diego. Mission Beach, which routinely sees flooding during heavy rain, is underwater in the ARkStorm scenario. Fiesta island, ordinarily dry, disappears under Mission Bay.West-facing beaches, including those near Highway 1 in north county, are covered in water and Imperial beach fares no better in its known run-off spots."The ARkStorm scenario isn’t too far-fetched and it becomes increasingly possible with the effects of climate change." Says Tom Corringham.The timing of the next ARkStorm is uncertain, according to the National Weather Service, it could be next year, or it could be 120 years from now. 3158

  

SAN DIEGO (KGTV) -- A suspect was arrested Tuesday on suspicion of rape and torture after a woman reported being kidnapped in Rancho Pe?asquitos Monday morning. According to police, Seyed Hassan Kaboli, 32, was arrested around 3:45 p.m. Tuesday and booked into jail for forcible rape, torture and false imprisonment. The incident unfolded Monday morning around 10:45 a.m. when police were called to the 9800 block of Caminito Bolsa to investigate a report of a kidnapping. RELATED: San Diego Police investigate kidnapping report in Rancho Pe?asquitosA woman told police that she was kidnapped and held against her will. According to police, the woman was interviewed by investigators when Kaboli was identified as the suspect. Kaboli is currently being held on ,000,000 bail.
