SAN DIEGO (KGTV) - Point Loma families fighting to preserve a makeshift bike track are up against another setback.The land is owned by the San Diego Housing Commission, which recently hired an independent firm to do a feasibility study of the property. The firm looked at traffic, environmental factors, and the impact on schools; ultimately concluding it's feasible to build on the site. "Definitely heartbroken, this is such a special spot for our community," said Darren Miller, who often brings his boys to ride on the track. But Rick Gentry, President and CEO of the San Diego Housing Commission, says it's their job to create as much affordable housing in the city as possible. There are currently 80,000 people waiting for a Section 8 Housing Voucher. "The neighbors don't like to see the neighborhoods change, but change is going to happen, growth is going to occur. San Diego now is not producing enough housing to keep up with the rate of growth of the population," said Gentry. Miller and other neighbors have serious concerns about building on the land. "I don't know if they're necessarily opposed to affordable housing, I think they're just opposed to more development in an area that's already over-developed. In addition to just being an open space, it's a wetland," said Miller. The Housing Commission will be seeking developers for the project. They say the community will have several opportunities for input as the effort goes through the Planning Commission, Housing Commission, and City Council. 1527

SAN DIEGO (KGTV) - New statistics from San Diego County show the zip codes closest to the border have the most cases of COVID-19.According to the County's Coronavirus Heat Map, the zip codes 92154, 91911, 91910, 92113, and 91950 are the five highest for positive tests. Those zip codes make up the area of the County stretching along the harbor from San Ysidro through Chula Vista and National City.Those five zip codes account for more than 21% of all the positive tests in the County.The zip code that makes up most of San Ysidro, 92173, has the highest number of cases per capita in the County. In that zip code, one out of every 14 people has tested positive."We don't want these numbers to continue going up," says Adriana Bearse, the Research Program Manager for San Ysidro Health."When cases rise, it's not only people's health that gets affected. It's also other aspects of their lives like their job situation and their family situation."Bearse says the Pandemic is taking a disproportionate toll on the South Bay's minority community, especially among Latinx and Hispanic populations."These people are working essential jobs, people who may live in multi-Generational households, and also people who may not necessarily have as much access to other resources as other people in the community," she says.That includes less access to quality health care, food assistance, and financial assistance. The lack of help leads to more cases and more deaths.County records show 50% of San Diego's COVID-19-related deaths are among Hispanic or Latinx people, even though they make up just 34% of the County's total population.It's starting to take a toll on the South Bay healthcare system.At Sharp Chula Vista, the ICU in their brand new tower is 85% full. Of those patients, 38% are either COVID-positive or under investigation for COVID-related illness.Emergency Doctor Karrar Ali says it's overwhelming to think about what could happen in the next few months if cases keep rising."If the prediction is that this is going to be another second or third or fourth wave, I don't know if anyone's going to be prepared," he says.Healthcare workers in the South Bay are finding some solutions.Dr. Ali says sometimes it's as simple as reminding everyone to wear a mask and social distance.Bearse says San Ysidro Health has several outreach, discount, and educational programs available. One, "Testing With Care," offers a free telehealth visit to anyone who gets a COVID-19 test."That way, we can help walk the person through all these follow up items that are needed," she says. "We also make sure they can get follow-up care if they get a positive test."Healthcare workers also remind people in the South Bay to get a flu shot so local clinics and hospitals don't get overwhelmed by a double pandemic this fall. 2817

Rey-Hipolito says with San Diego's supply crunch, renters are willing to live in dense apartment complexes like One Paseo. He says they are increasingly looking at the housing units as places where they rest, spending their leisure time and entertaining at the amenities. The complex includes two pools (one saltwater), a community room, and an expansive gym. In all, that's why he believes the price is right for the units. Studios start at ,350 a month, and the model two-bedroom, at 1,058 square feet, goes for between ,600 and ,800 a month."Instead of looking at price, it's important to focus on value," Rey-Hiploito said. "When you're looking at what you get, you may no longer need to have a second car, you may not need to have a gym membership anymore."RELATED: City Council approves slimmed down One PaseoOne Paseo is a three-pronged, 0-million development that includes housing, office, and retail. The San Diego City Council approved a larger version in 2015, but nearby residents, and the owners of the mall across the street, led a referendum that ended with the current scaled down development. So far, 237 units are available. The development includes 61 affordable units for households earning up to 65 percent of the area median income. SAN DIEGO (KGTV) -- One of San Diego's most famous malls is poised for a multi-million dollar renovation. On Wednesday, Fashion Valley will announce a project to add what it describes as inviting public spaces, enriched landscaping, broader dining and gathering places, tranquil outdoor lounges and water features, and increased personal shopping and valet services. It's the mall's biggest project since it added a second story in the mid-1990s. Vicki Hanor, a senior vice president with Simon Malls, said in a statement Fashion Valley is home to more than 50 retailers exclusive to San Diego, and prides itself on providing the ultimate shopping and dining experience. Fashion Valley's project is the latest major facelift of a mall in San Diego.Westfield UTC recently added a new wing, plus an apartment tower. In Del Mar Heights, the new One Paseo just leased its entire retail wing. And in downtown, Horton Plaza will be transformed into a tech hub. Reg Kobzi, a senior vice president at commercial real-estate firm CBRE, said Fashion Valley remains one of San Diego's most successful malls, even drawing shoppers from Mexico. Still, he said it has to invest to retain that status. SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808
