SAN DIEGO (KGTV) — City officials hope to get the construction process for a proposed downtown park, aimed at being an anchor for San Diego's East Village, off the ground this summer.The proposed 4.1-acre, million East Village Green will sit between F and G Streets stretching from 13th St. to 15th St. The massive stretch of green space in the heart of downtown San Diego will feature an 11,000-square-foot multi-use lawn, plaza and fountain areas, children's garden, 14,200-square-foot community center, dog parks, and room for food facilities, according to development plans.RELATED: Officials to break ground on county's first bike skills park in South BayThe green would also include an underground parking structure for 200 vehicles. "The City will be maintaining and programming East Village Green, and Civic [San Diego] hopes to start the bid solicitation process in late summer," according to Kimberly Moore with Civic San Diego. Part of the construction process will also involve restoring nearby historic homes, which sit at the corner of F and 15th Streets. SAN DIEGO (KGTV) — California Highway Patrol investigators are correcting their initial findings of a fatal wrong-way crash on Interstate 5 in February.In March, CHP said 35-year-old Justin Callahan was at fault for the fatal collision on the northbound I-5 transition ramp to westbound I-8 on Feb. 26 just before 2 a.m.Investigators had believed Callahan, driving in a Volkswagen Jetta, was traveling eastbound in the westbound I-8 lanes when he collided with a Toyota Camry on the transition ramp — a finding Callahan's family had contested.RELATED: Family disputes CHP's details of I-5 wrong-way crashCallahan died at the scene while two female occupants inside the Toyota suffered major injuries.Friday, CHP said they've now concluded the Toyota was traveling in the wrong direction when it collided with Callahan's vehicle on the ramp.Investigators also said the driver of the Toyota, 22-year-old Lauren Freeman, was found to be under the influence at the time of the crash.Freeman turned herself into San Diego Superior Court Friday. SAN DIEGO (KGTV) - Border agents have seen a huge drop in traffic along the San Diego Sector ports of entry since the Trump Administration restricted all non-essential travel at the U.S.-Mexico border last Friday.In a conference call with reporters on Monday morning, U.S. Customs and Border Protection (CBP) revealed new details about its plan to handle the implications of the restrictions on the migrant population and the cross-border worker population. Recent tweets posted by CBP showed empty ports of entry. “We have seen about a 70% decrease on average at all our ports of entry,” said a CBP spokesperson during Monday’s conference call. That plunge in foot and vehicle traffic comes after the border restrictions took effect on Saturday.CBP said Monday that the restrictions don't apply to U.S. citizens, legal permanent residents or those traveling for medical, work or educational purposes.The agency reports that people’s work verification or documentation is currently on a sort of “honor system”. “At this point in time, we are not formally asking for verification or employment ID,” said a spokesperson on Monday.A spokesperson also reaffirmed that most apprehended migrants will be returned immediately, adding in part, “Individuals are no longer being held in detention areas.Quick interviews will be conducted in the field. Basic biographic scans run in the field as well. Then the individual will be [taken] back to the border and expelled to the country they came from.”There's now at least a 48-hour suspension on migrants crossing for court hearings, said a CBP spokesperson, who added that all new asylum seekers will be reviewed independently. “We're taking each case, case by case, depending on what the claim is, the nationality and the country from which they come from,” he added.“I'm particularly concerned about the asylum migrancy [population],” said Rafael Fernández de Castro, a U.S.-Mexico relations expert at UC San Diego. “In the shelters in Tijuana, sometimes there's 15, 20 [or even] 40 people sleeping in a room. That's basically a horrible story because that's a way to get a lot of migrants contaminated with coronavirus,” he added in his interview with 10News. SAN DIEGO (KGTV) - California’s Republicans are hoping to grow the party’s numbers in the state despite current odds.Roughly a quarter of California’s voters are registered Republican and in San Diego the GOP is seeing people jump ship.The San Diego GOP has lost thousands of voters in the last year with San Diego County Voter Registrar reporting 491,783 Republicans in May of 2018— compared to a little more 500,000 in May 2017.“A lot of that is the bullying or the stereotyping that goes on with being a conservative,” said Justin Clark, a 19-year-old conservative running for state assembly in Los Angeles, “you have a lot of people not wanting to identify as conservative, but a large portion of those 'undeclared to say' voters are.”The number of undeclared voters in San Diego is 476,186 in 2018 compared to approximately 461,000 just a year ago.“Whether your for or against the two-party system is irrelevant,” said Clark, “but its how those people feel. It’s why those decline to state numbers keep going up because they want to stay with them, they want to identify as them.”Among the California GOP’ers convening in San Diego the first weekend in May are other young faces.Morgan Murtaugh is a 25-year-old former news anchor running for Congress in California’s 53rd District, which is currently held by incumbent Democrat Susan Davis.Murtaugh says she’s gotten death threats over her conservative political leanings.“I mean my grandparents immigrated here from Mexico,” said Murtaugh, “I’m Mexican and I’m a woman.
