SAN DIEGO (KGTV) - San Diego is playing a pivotal role as a testing ground for the future border wall while the region prepares for President Trump’s visit Tuesday.WHY SAN DIEGO?The region, specifically Otay Mesa, was selected as a location for the eight prototypes because of site accessibility to construct and the ability to evaluate the wall as part of a larger, existing border infrastructure system, according to U.S. Customs and Border Protection spokesman Ralph DeSio.San Diego County’s value as a construction site was detailed in a presentation made by the Department of Homeland Security and obtained by NPR.CBP officers can compare the performance of the prototypes to underperforming existing materials in the same location, according to the document. The prototypes can also be evaluated for the impact on operations in an existing enforcement zone. The land where the prototypes are constructed is federally owned, making the project more affordable. As far as the CBP is concerned, the proof of the border wall’s success is in the pudding. A video made by the agency showed an 87 percent reduction in arrests at the border after the creation of a physical barrier.FINANCIAL IMPACT OF THE BORDER WALLSan Diego had funds earmarked for border wall construction ahead of the prototype construction. The CBP allocated 9,000 to replace the primary fence and replace the secondary fence with a wall in the 2017 fiscal year.Despite the federal green light, the San Diego City Council formally opposed the project. The group voted to support Councilmember Georgette Gómez’s proposal to oppose the Border Wall Funding Act of 2017.In her resolution, Gómez cited a San Diego Association of Governments and Caltrans study on the economic impacts of border delays on the cross-border economy. The study found the effects of border crossing delays cost .2 billion in foregone gross output and more than 62,000 jobs in both the U.S. and Mexico economies in 2007."As a city that is invested in the binational economic development of our region, it is important to oppose the building of a wall and focus our resources in enhancing our border infrastructure to ease access of goods and people," Gómez wrote.“The border wall is a huge mistake for our region economically and environmentally. I am happy the City Council voted to pass my resolution. Our tax dollars should be spent uplifting the quality of life for all San Diegans, and tackling our issues on road infrastructure, housing, and homelessness,” she said. For the immediate neighbors of the border wall prototypes, the initial impact has been positive.Otay Pizza manager Wade Aljabi said he’s had an increase in business from CBP officers and construction workers. That might change tomorrow as President Trump’s visit leads to road closures just east of his location in a strip mall at SR-905 and Siempre Viva Rd.“We’ll be open 7 to 7,” Aljabi said. 2932

SAN DIEGO (KGTV) - San Diego frontline workers are getting their first dose of the Pfizer vaccine and hope with the approval of Moderna's vaccine we will achieve herd immunity soon and get back to normal.Tri-City Medical Center Emergency Room Dr. Jeff Shellenberger said he was grateful he was notified he could get his shot Sunday."It was really quick, I think I waited like two minutes," he said.Timing is critical for the Pfizer vaccine, which needs to be stored between -112°F to -76°, according to the Center for Disease Control and Prevention. Once thawed, undiluted vials may be stored at room temperature for no more than 2 hours, according to the Food and Drug Administration.Dr. Shellenberger said he felt a huge sense of relief wash over him after getting the shot."There's going to be a force field around me in a few weeks to months it's going to be amazing!" he joked. "It's really great because when I go to work I don't have to worry about any of my coworkers getting sick. Just the other day I had a patient of mine and he was a coworker and so it's always kind of scary to see that, but it's great to get to see friends and family again and not have to worry."He said it takes about 5 weeks and two shots to reach full immunity. The CDC's advisory committee voted Sunday 13-1 frontline essential workers and adults ages 75 and older should be the priority in the next round of COVID-19 vaccine distribution.Frontline essential workers include first responders, educators, food, agriculture, manufacturing, postal service, grocery and corrections workers.About 30,000,000 Americans fall into that category. They suggested the next phase, 1C, prioritizes adults ages 65 - 75, people with pre-existing conditions, and other essential workers.Initial vaccine doses already are going to residents in long-term care facilities and health care workers."Nice to report our Western States Scientific Safety Review Committee reviewed the Moderna trial and unanimously supported it's safety and efficacy," Governor Gavin Newsom said in a video he tweeted Sunday, excited to have two vaccines in their arsenal to fight the pandemic.Dr. Shellenberger just hopes everyone comes together in 2021."I think in this past year we've had a whole lot of division. A lot of us have been using technology unfortunately to sow a greater divide amongst us and I hope that this new technology this amazing vaccine that's super effective, I hope going forward in 2021 we're able to use it to bring humanity together," he said. 2523

SAN DIEGO (KGTV) — San Diego County reported 634 new coronavirus cases on Friday, the highest number of new cases reported over one day thus far.The new cases were out of 9,224 tests reported to the county on Friday — a 7% positive result — and bring the region's COVID-19 case total to 22,489 cases.County health leaders also reported seven more deaths due to the virus on Friday. The victims died between July 7 and July 15 and include three women and four men, whose ages ranged from early 50s to mid-90s. All had existing chronic conditions. The county's death toll is now at 472 deaths. Two new community setting outbreaks were also reported, both traced to restaurants, the county says. The county does not name the businesses that community outbreaks are traced to, officials have previously said. In the past week, there have been 13 community outbreaks — nearly double the county's trigger of seven outbreaks in seven days.RELATED: Gov. Newsom: Counties not on state watch list will be allowed to start fall school year in-personOf the county's total cases, 2,154 (or 9.6%) have needed hospitalization, while 2.5% of all cases and 26.1% of hospitalized cases have been admitted to intensive care. The county's current rolling 14-day average is 6.1% positive tests. Officials say the county's target rate is under 8%.But the county says it's still falling short on its case rate (154.3) and case investigation (24%) triggers. San Diego's case rate trigger is greater than 100 cases per 100,000 people over 14 days, while the trigger for investigations is 70% or less within 24 hours of notification over seven days. The county is also still well above the state's case rate threshold of no more than 100 cases per 100,000 people, or more than 25 cases per 100,000 people and higher than 8% positivity. The new numbers come as California announces that counties that are on the state's watch list for 14 consecutive days will not be allowed to reopen for in-person school in the fall. San Diego County was placed on the monitoring list on July 3. 2057

SAN DIEGO (KGTV) - San Diego County Congressman Duncan Hunter spoke Tuesday morning to a group of women who support him despite accusations that he and his wife misused campaign funds.“Women Volunteers in Politics” gathered for the speech at the Bali Hai restaurant on Shelter Island. The event was booked months before Rep. Hunter’s indictment.Hunter spoke to 10News before the event.“Leave my wife out of it, leave my family out of it. It’s me they’re after anyway. They’re not after my wife; they want to take me down, that’s what they’re up to. So let’s get this in the arena and have this settled,” said Hunter.Tuesday's statement was a change from Hunter's message the morning after the indictment was announced. When asked about the accusations levied against his wife, Hunter confirmed that she was in charge of campaign expenses but added, “That’ll come out in court. That’s for the court and for her.”DUNCAN HUNTER INDICTMENT: 949
