SAN DIEGO (KGTV) -- Accusations of altering documents to receive federal money. That’s the claim in court records against Argosy University, which operates The Art Institute of California in San Diego. Court documents accuse the university of charges including changing submissions to the Department of Education to get student financial funds. Argosy University operates more than a dozen locations across the country, including the Art Institute of California in Mission Valley. The Department of Education sent millions of dollars to Argosy. RELATED: Students concerned for future of Art Institute of California - San DiegoWhat it didn’t know and what’s alleged in court documents is the university was using the money that was supposed to go to students to pay for things like operating expenses. The filing was made on behalf of a court-appointed receiver, the independent outside party to handle the university’s finances. 10News reported earlier that the Education Department stopped all financial aid to Argosy. In July of 2018, the Art Institute in Mission Valley stopped enrolling new students. Current students say they’re frustrated and nervous. 10News reached out to Argosy’s parent company for a response but hasn’t heard back. 1250

SAN DIEGO (KGTV) - A shopper at Westfield UTC mall got a disturbing surprise while going to the bathroom, in the form of a cell phone's camera lens.Around noon on Saturday, amid a busy holiday shopping day, Mike Gonzalez went to the bathroom. His wife and 5-year-old daughter were waiting for him in the nearby food court."The urinals were taken so I went into the stall," said Gonzalez. Gonzalez went inside the stall at the far end."I'm finishing up my business, and I see a cell phone pop out of the stall next to me and pop back like that," said Gonzalez.He says the phone slid against the back wall just enough for the camera lens to be visible."Wow, did that actually happen?" said Gonzalez. Gonzalez' confusion quickly gave way to action."I was angry and felt violated," said Gonzalez. He told another man to get mall security before turning his attention to the stall."When you looked at the stall, he had it blocked with paper towels. You couldn't see in, top to bottom. Kicked the door a little and told him to get out," said Gonzalez.Gonzalez says the man that emerged was in his early 20s, about 5'10", 175 lbs, with curly, light brown hair. Gonzalez told him what he saw and the man denied it all."I was pushing him back, holding him in place so he couldn't leave," said Gonzalez.The shoving moved into the hallway, before the man slipped away and raced off. Gonzalez says what makes his skin crawl the most is the paper towel setup, which may mean the man had been in there awhile, taking photos. "The scariest thing is probably what if there were kids in there. You can put photos and videos online. Who knows what he does with it," said Gonzalez.Gonzalez filed a report with San Diego Police. 10news reached out to Westfield, but a spokesperson declined to comment, citing an active police investigation. 1828

SAN DIEGO (KGTV) - A woman was accused of leaving her dog behind in a hot car in a Mission Valley parking lot while she was shopped Tuesday.The confrontation occurred at Fenton Marketplace in Mission Valley after a man noticed a dog locked in a car and called San Diego County Animal Control. Officers arrived two hours later and measured the temperature of the car, which was reportedly between 80 - 90 degrees.The windows of the vehicle had also been cracked a couple of inches.RELATED: How to save a dog from a hot car (if you're a Californian)When the vehicle's owner returned, the man who reported the situation confronted her. The woman told him she was from Oregon and it's common to leave dogs in the car.Her dog was reportedly fine and not under distress, despite spending two hours in the hot car.In California, it's illegal to leave a dog inside a hot car in dangerous conditions. The law was passed after several instances of dog deaths due to being left in cars on hot days. 1015

  

SAN DIEGO (KGTV) — An Escondido Union School District school is suspending on-campus operations for the rest of the month after three positive COVID-19 tests.Three people in the Pioneer School community tested positive for the virus in separate, unrelated instances off-campus. Due to this, and the high case rate in the surrounding area, the school district says it is temporarily suspending all on-campus activities at Pioneer School through Nov. 30.The suspension includes pausing the school's hybrid instruction model and extended care, and moving students to virtual learning. The school's distribution of free, to-go meals will continue."EUSD’s decision to suspend on-campus learning at Pioneer School was not directed by a public health department. County health officials have continued to express confidence in EUSD’s health and safety protocols. This decision was made to ensure the stability of the educational program offered to our students, as well as to continue our commitment to ensuring the health and safety of our students and employees," a district statement read.The school says the campus closure will affect 449 students. On-campus instruction will resume on Dec. 1."We understand that an interruption of on-campus activities causes a huge disruption to our families and staff, but this action is necessary to help reduce the spread of COVID-19 in the community," said Dr. Luis Rankins-Ibarra, EUSD Superintendent. "The safety and security of our students and staff continue to be at the forefront of all decisions." 1548

  

San Diego (KGTV) – A woman was driving southbound on 47th Street when she lost control and crashed into two parked trucks Sunday morning, according to the San Diego Police Department.One passenger, who was asleep in the backseat and not wearing a seatbelt, was taken to the hospital with a life-threatening brain injury.The other passenger said he was having chest pain, but is expected to be okay.Officers said the driver ran away.They did not know if drugs or alcohol played a role in the accident.Police asked anyone with information to call Crime Stoppers at 888-580-8477. 604
