SAN DIEGO (KGTV) - A California Highway Patrol officer was taken to the hospital Thursday after a crash on SR-163 near Interstate 5 in Balboa Park.The officer was driving south on the highway approaching I-5 when he saw a pedestrian on the right shoulder.He slowed his patrol vehicle to make contact but was involved in a collision with another car.CHECK TRAFFICCHP officials said the veteran officer was disoriented and taken to Sharp Hospital as a precaution. There’s no word on the condition of the other driver.The CHP was not sure why the pedestrian was on the highway.Officers shut down one lane of south 163, backing up traffic in the area. 655

SAN DIEGO (KGTV) -- A controversial Target store opened its doors Tuesday night in North Park, on University Avenue at the corner of Ray Street. Not everyone was on board when plans for the two-story Target were announced. North Park residents worried about the impact the retailer would have on local businesses and on parking in an already crowded neighborhood. There was also frustration when Target painted over a popular mural that had been on the side of the building for years. San Diego State University professor Dana Kuhn said economically, Target could have a positive impact on the community by creating jobs and boosting businesses nearby. Kuhn said people spending money at Target would inevitably mean they spend money in surrounding businesses. Kuhn also explained that Target will provided goods and services the community needs and that the money spent will stay in North Park. Target says the new store created 60 jobs and many of the employees do live nearby. Target is officially open as of Tuesday night but a grand opening for the community is scheduled for Sunday, March 17. 1106

SAN DIEGO (KGTV) -- A 63-year-old man was hospitalized after being stabbed in Sherman Heights Saturday night.The stabbing happened on the 2200 block of Imperial Avenue around 8:30 p.m. Saturday.Authorities say the man was arguing with a 19-year-old when the teen stabbed him in the ribs below his armpit.RELATED: PB man stabbed six times, suspect apprehendedAfter the stabbing, the suspect fled the scene, police say. SAN DIEGO (KGTV) — State officials responded earlier this week to a technical glitch that impacted as many as 300,000 COVID-19 test results being reported."We are committed to the medium and long term to address these foundational data issues so that we can approve our importance and our customer service," Gov. Gavin Newsom said earlier this week. Counties across the state felt the impact of the data inaccuracies. Local leaders use numbers and science to guide decision making. But are counties themselves having any issues with the numbers?In Kern County, public health officials were asked at the end of July if they're 100% sure no one is getting double-counted. The county says they have had to go back and subtract some people from the total number of cases when they realized they counted that person more than once, but stress that's rare.In San Diego and San Luis Obispo Counties, officials said they're confident in the daily numbers they are reporting to the public."I'm quite confident our numbers are accurate. Before we had web CMR and our tests are not all phoned through CalREDIE. Our test results are reported directly to the county," County Public Health Officer Wilma Wooten said. "The only issue which you already know about is the glitch with Quest which was going through the state and then coming to us so we are fairly confident our information is accurate."A spokesperson for San Luis Obispo County says they are confident in the number of positive cases reported:"We regularly run data queries on our positive case results to search for duplicates. On occasions, duplicates have been detected and counts adjusted appropriately."ABC 10News asked the California Department of Public Health about data accuracy, duplicates, and decision making. SAN DIEGO (CNS) - Two U.S. Navy service members were sentenced in San Diego federal court Friday for their roles in an insurance fraud scheme that involved making false medical claims to a military insurance program in exchange for unearned benefits.Ronald Olmsted, 48, of Mobile, Alabama, and Anthony Coco, 43, of San Diego, are among 11 defendants indicted for allegedly filing false claims to the Traumatic Servicemembers Group Life Insurance Program. Prosecutors say the scheme defrauded the program of nearly million total.Olmsted was sentenced to four months in prison, followed by four months of home detention, which will be served as part of three years of supervised release. Coco received four months of home detention to be served as part of three years of probation.The U.S. Attorney's Office said the scheme was led by co-defendant Christopher Toups, 43, of Woodstock, Georgia, a former Chief Petty Officer construction mechanic who allegedly recruited Olmsted, Coco and other service members to create and file fraudulent claims to the Traumatic Servicemembers Group Life Insurance Program -- or TSGLI -- which compensates service members who suffer serious, debilitating injuries while on active duty.Prosecutors say Toups ran the scheme with assistance from U.S. Navy Commander Dr. Michael Villarroel, the medical doctor for the unit where Toups worked, and Kelene Meyer, a former Navy nurse who Toups was married to during the time of the offenses.Olmsted claimed that he was injured in a 2011 rappelling accident and fell down a flight of stairs in 2012, which left him unable to care for himself or do basic tasks. He received 5,000 from the TSGLI, and prosecutors say he sent ,000 to Toups.Coco alleged he reported on medical forms that he broke both ankles in a fall that left him confined to a wheelchair. He was paid 0,000 and sent ,000 to Toups, according to the U.S. Attorney's Office.Seven defendants, including Olmsted and Coco, have pleaded guilty in the case. 2012
