SAN DIEGO (KGTV) - A former North County contractor who pleaded guilty to several charges, including grand theft, received a five-year sentence on Monday.Prosecutors said Marc Morningstar owes thousands of dollars to more than a dozen former customers. Team 10 first exposed Morningstar in early 2017 after several people contacted Team 10 about his questionable business practices. Morningstar pleaded guilty to failure to file a tax return, two counts of grand theft of personal property, and using personal identifying information of another person. He also admitted to two misdemeanors—failure to secure payment of compensation and contracting without a license.The judge sentenced him to local custody. He will receive credit for the time he has already served, which was more than 200 days. He also owes 13 victims nearly ,000, according to deputy district attorney Amy Lafer.During the hearing, Morningstar’s girlfriend Maria Meeuwisse requested to address the court. She said she is a victim of Morningstar as well.“He will not be living with me when he gets out, whenever he does get out. He has used my social security number,” she told the judge. SAN DIEGO (CNS) -- Two San Diego-area teachers are among six state finalists announced Tuesday for the 2020 Presidential Awards for Excellence in Mathematics and Science Teaching.According to the State Department of Education, the award honors teachers who "display subject mastery, appropriate use of instructional methods and strategies, lifelong learning and leadership in education outside the classroom."The PAEMST is presented by the National Science Foundation. Up to 108 teachers are recognized each year."These teachers are incredible educators, role models and mentors to all those around them, and through mastery of their craft, they inspire students to study math, technology, engineering, and science -- including computer science," State Education Secretary Tony Thurmond said. "They're bright stars and prime examples of excellence in our educational system, and we hope that all students can enroll in great STEAM and computer science programs with educators like them, to prepare them for the jobs of tomorrow."Khamphet Pease, a sixth-grade teacher at Wilson Middle School in San Diego, was named a finalist in the mathematics category. An educator for 14 years, Pease teaches courses in Introduction to Coding; Gateway to Technology: Design and Modeling, Automation and Robotics; and Computer Science for Innovators and Makers. From 2014-16 she also mentored 16 high school girls from schools across the county to build a microlab experiment that was sent to the International Space Station to test zero gravity.Marlys Williamson, a fifth-grade teacher at Wolf Canyon Elementary in Chula Vista, was named a finalist in the science category. SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency.He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building.  I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction.  Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer.  1322

SAN DIEGO (KGTV) -- A boy who went missing from Pacific Beach Wednesday night has been found safe, San Diego Police say. The department tweeted just before 6 p.m. that 10-year-old Richard had been found safe. "Update: He has been safely reunited with his parents," the department said. According to police, the boy went missing from the area of Cass Street and Missouri Street. Police sent out the tweet around 4 p.m. 425
