SAN DIEGO (KGTV) -- The University of San Diego is working to give a boost to those interested in getting a foot in the door of the ever-growing field of cybersecurity. To create the six-month program, USD partnered with a boot camp company to get people trained and employed in cybersecurity as soon as possible. The program springs out of a need for employees. According to a new economic report, the cybersecurity industry has a more than billion economic impact on San Diego, with a total of 19,660 jobs impacted. More than 150 cyber firms call San Diego home, according to the report. Of those, 75 percent expect to grow their cyber employment in the next 12 months. It's a challenging job market to find those people right now because it is such a high need across the board and across every industry,” said Andy Haass, Chief Engineer at Booz Allen Hamilton. From 2016 to 2018, 830 new jobs were created in the field in San Diego alone. The 11 percent increase is faster than the regional employment increase of 3 percent. SAN DIEGO (KGTV) -- Thirty years ago, Officer Brian Hardy had an idea. Hardy told his chief, "Chief, I have this crazy idea. Let's put teddy bears in a police car and bring them up to Children's Hospital. I think the kids would really get a kick out of it."Hardy was just a few years into being a member of the Coronado Police Department. He got the idea when, during a visit to Rady Children's Hospital, he noticed the toy collection bin."I asked the nurse at the station there why are there so few toys and she said donations are way down this year. We don't have a lot of toys for the kids in the hospital," said Hardy.Hardy bought the first twelve bears himself. Then, the teddy bear drive started to spread to other law enforcement departments across the county.They have collected as many as 75,000 teddy bears and a huge caravan delivers bears to Rady Children's Hospital every December.Hardy said he'll never forget the impact bringing a little joy to one terminally ill child had on his fellow officers."This little girl was maybe 4, 5 years old and all those cops walked out of there crying their eyes out," said Hardy.A few years later, Hardy found himself on the other side of things when a doctor at Rady told him his 2-year-old daughter's appendix had burst."He said my daughter's very sick she may not make it till morning, but he says, 'We're going to do our best to save her life,'" said Hardy.They did and it happened to be the morning of the teddy bear caravan.Hardy remembered, "It was like an episode of the 'Twilight Zone.' Things were turned around and I was in the hospital and the cops were coming with teddy bears."Hardy has received many thank you notes over the years, but it's what one girl told him a few years ago that has stayed with him."She comes running up full clip and she says, 'You gave me a teddy bear when I was 5 years old,'" Hardy said. He said the young woman now in her 20s told him, "I never forgot that." Now, because of the pandemic, instead of collecting piles of bears, they are encouraging people to donate money to buy bears that go directly to the kids.Officer Hardy is retired now, but still involved and has this message for the many generous donors."If you could see what we see, these children just light up when you bring them these bears," he said. SAN DIEGO (KGTV) -- The San Diego City Council has voted to tentatively approve a prohibition of electric scooters on the city’s boardwalks. The Council voted 5-4 Monday afternoon to approve the ban. The prohibition will include Mission Beach, Pacific Beach, Mission Bay Park Bayside Walk and the La Jolla Shores Boardwalk. Earlier this year, councilmembers voted for regulations on the dockless scooters. SAN DIEGO (KGTV) -- The Poway man at the center of a multimillion-dollar Ponzi scheme was sentenced Wednesday to 12 years in prison. Numerous victims spoke to Dougherty via video conferencing due to COVID-19 protocols.In a plea deal, Christopher Dougherty pleaded guilty to grand theft and securities fraud back in March. He also received a white-collar crime enhancement, according to the District Attorney’s office. Prosecutors say there were nearly 50 victims, many who were elderly.He originally faced more than 80 felony counts after his arrest in April 2019.Team 10 first spoke to several alleged victims of Dougherty early last year. They said he stole the money he was supposed to invest for them. Some of his victims met Dougherty through their jobs as educators while he worked as an investment advisor with various school districts.“The lessons we learned from you were beyond the academic acumen. They are about the dark side of life,” said victim Cheryl Biagi during victim impact statements Wednesday afternoon.Biagi said Dougherty not only took money from her, but also her niece and her 91-year-old mother who has since passed away.“We know you are guilty of so much more than securities fraud and grand theft, but we hope when you get out of prison, you make every effort to repay every dime to those people who believed in you,” Biagi said.Investigators said Dougherty offered victims investment opportunities in companies he owned, then used some of their funds for his personal expenses like home remodeling, travel, and college tuition.For the first time, Dougherty spoke about his crimes. He offered an apology that lasted roughly 17 seconds.“To everyone, I accept full responsibility for my actions. I want to sincerely apologize to you and your family members and I also want to let you know I did make a mistake and I will not do this in the future. I extremely apologize,” Dougherty said in court.It is an apology that falls short for many victims. Jerry and Diane Cole told Team 10 they lost more than .6 million in the scheme.“This wasn’t money that basically fell out of the sky to us. This was the product of 50 years of our married life together… of working, saving, putting away money,” Cole said.Cole said they have been able to survive, thanks to their children and close friends. They believe Dougherty has no remorse for his crimes.Although Dougherty is ordered to pay restitution, many victims are doubtful they will see their money again.Deputy District Attorney Michael Zachry called this case “extremely egregious.” Zachry said there was over million dollars taken in with million net loss to victims.“It’s more than just money.
