SAN DIEGO (KGTV) -- Two San Diego County breweries were among the fastest growing craft breweries in the country in 2017, according to the Brewers Association.Novo Brazil Brewing Co. in Chula Vista and Bay City Brewing Co. in San Diego both made the list. The list includes breweries across 25 states. Novo was ranked as the 8th and Bay City 28th fastest-growing small breweries.California lays claim to the speediest growth with several breweries listed, according to the association.Median growth for the top 50 fastest-growing breweries between 2016 and 2017 was 216 percent, according to the Brewers Association. SAN DIEGO (KGTV) — Two teenage boys from Arizona were hailed as heroes after diving off Sunset Cliffs to save the lives of two people who were drowning on Friday evening. It was a happy ending scene, captured by local photographer, Jim Grant on Friday evening as lifeguards hoisted up a young girl off Sunset Cliffs."It just could have been a tragic event," Grant said on Saturday.He says the photo he took would have been a somber one if two teenage boys did not dive in to save the girls before lifeguards got there. Meet 15-year-old Jake Watson and 16-year-old Zachary Haugen."We've been best friends since third grade," Haugen said.The two boys from Arizona were vacationing in San Diego for the July 4th weekend."We said, 'Alright, let's go explore around,' and we heard about this place called Sunset Cliffs," Watson said.They say they were soaking in the beautiful sunset Friday evening. But when the boys looked down, they saw two ladies in trouble. A six-grade girl and a family friend were splashing around near the reef. Haugen, a licensed lifeguard for the City of Phoenix, knew exactly what was going on."I'm like, 'Oh my gosh, they're drowning.' So that's when I just knew I had to go in." Haugen recalled.They say the girl was climbing on top of the young woman's head, just to breathe. Haugen first pulled the girl off the woman, but the high surf put his own life at risk."I looked up at Jake," Haugen said. "He's like, 'Do you need help?' And I'm just shaking my head, and that's when he was able to jump in and go after them."At that point, Watson, an avid fisherman and swimmer, dove in to lift the girl."I put her on my back and pressed up, and just kind of rolled her off my shoulder, onto the landing," Watson said.They then pulled the injured young woman up. All this happened in under five minutes before San Diego Lifeguards took over."We were like, 'What just happened?' It just felt surreal," Watson said.Surreal that their summer vacation turned into a life-saving episode, these modest boys will never forget."We just happen to be at the right place at the right time at Sunset Cliffs," Haugen said. 2240

SAN DIEGO (KGTV) - Two San Diego area residents are asking the area's top two prosecutors to investigate and prosecute Assemblymember Todd Gloria for alleged violations of the Political Reform Act. According to a letter sent to San Diego County District Attorney Summer Stephan and San Diego City Attorney Mara Elliot, Kathryn Burton and Mat Wahlstrom allege Gloria "repeatedly violated PRA section 85200 by soliciting and receiving multiple contributions to his Assembly 2020 Committee before filing a statement of intent to run for the Assembly in 2020." The letter says, "without filing that statement, the FPPC's manual makes clear, he could not lawfully receive any funds into his Assembly 2020 Committee." The letter goes on to read, "my clients have reason to believe that there is a conspiracy to launder campaign money from an illegal campaign committee controlled by Mr. Gloria to the San Diego County Democratic Party, to a candidate to replace Mr. Gloria in the Assembly, and to several sitting members of the Assembly." According to the California Secretary of State's website, before raising any campaign funds, state candidates file "Statements of Intention" to run for a specific office. Candidates can file Statements of Intention for more than one office. Team 10 obtained Gloria's signed statement of intention, which shows the state received it on August 13, 2019. That's after the campaign committee was opened and filed a Recipient Committee Campaign Statement. Officials with the California Fair Political Practices Commission tell 10News the Assemblymember called FPPC Enforcement earlier this week and self-reported. Enforcement is determining the appropriate action moving forward. Team 10 reached out to Gloria's campaign, but as of this writing has not heard back.In a Tweet sent Wednesday Gloria wrote, "Some news reports have suggested that I am seeking re-election to the Assembly. I want to be very clear: I am not running for the Assembly, I am running for Mayor. My Assembly committee remains open to fulfill my responsibilities as a Member of the State Assembly until the end of my current term. The form filed by my committee yesterday (August 13th) simply corrected and administrative oversight that occurred when the original paperwork was filed months ago." A spokesperson for the District Attorney says they have received the letter but cannot confirm the existence of any potential investigation that may result. A spokesperson for the City Attorney tells 10News their office has received the letter from attorney David Kenney and is reviewing it. The allegations were first reported by La Prensa. 2777

SAN DIEGO (KGTV) -- Years of emails and persistence finally paid off for a Del Cerro man whose sister died while crossing the street five years ago. Vahid Hamzavi's sister, Mina, was killed while crossing the street at the intersection of Navajo Road and Margerum Avenue. There are crossing signs and buttons, but no designated, marked crosswalk. Hamzavi started asking for a crosswalk at the deadly intersection in 2016. In February, he reached out to 10News because nothing had been done. City Councilmember Scott Sherman's office told us there would be a crosswalk installed by March or April, but still nothing. Last week, Hamzavi called the councilmember's office again. Sherman's office told him they expedited the work order with the Department of Transportation and Storm Water and that the crosswalk would be in place by Friday. On Monday, crews were already out measuring and outlining the design for the crosswalk. The work is expected to be complete on Tuesday.Hamzavi says the wait was worth it and he hopes the intersection will now be safer for those walking in the neighborhood.  1153
