California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379

CAMDEN, N.J. -- Lieutenant Gabriel Rodriguez is a part of the Camden County Police Department, a department that started over from scratch seven years ago.“East Camden is actually an area I grew up in. I was born and raised out there. Very familiar territory for me. A lot of my cuts and scratches and bumps out there, a lot of good memories,” Lt. Rodriguez said.Back in 2011, then-Mayor Dana Redd says Camden was confronted with a fiscal and public safety crisis that led them to lay off more than half of the Camden City Police Department.“We were facing a million deficit in fiscal year 11 and looking for ways not only to balance the budget, but to certainly provide for the safety and protection of our citizens,” Former Mayor Dana Redd said.Lt. Rodriguez was part of those layoffs.“When I was laid off in 2011, it was a horrible experience. Not to have a job I was laid off for 10 months,” he said.He wasn’t so sure the transition was a good idea, but then he says he saw a culture change as the new police force was required to be more community driven -- getting out of their vehicles and interacting with the people of Camden.“I received my first thank you in my entire career when I was out on my walking beat as a Camden County Metro police officer. I’ve never heard that before… ‘thank you for your service,’” Lt. Rodriguez said.The process of creating the new model took about two years. Redd says the city hired a consultant and had conversations with stakeholders and representatives from 19 diverse neighborhoods in Camden. As mayor, her intention was to establish a system that would reduce the number of crime victims and help people feel safe.“In my mind and my opinion is that public safety is not just about enforcement. It’s prevention, it’s intervention programs that you have available for children, youth and families, and it’s also reentry programs for individuals who have been formerly incarcerated who are returning home to communities like Camden, New Jersey,” Redd said.Redd says there was a lot of support for the changes, but there was also a lot of pushback. And some residents say they still haven’t witnessed major changes with the new system -- like Keith Benson, who was born and raised in the area. He’s also the president of the Camden Education Association.“If you’re a community police department, you should be required to live where you’re serving,” Benson said.Benson says he'd like to see residency requirements for officers be reestablished. Data from the U.S. Census Bureau show more than 90% of Camden identifies as either black or Latino - and Benson says he believes the police force should mirror that. Right now, about half the force is white. However, Benson says more needs to be done to have an effective and trustworthy police force. He says going out into the community is part of it, but actually being a friendly member of the community and looking non-threatening is another.“When you recognize – you know you have access to social media – you see cops killing people and you see this big gun hanging on this cop’s hip that at any moment they can reach on you. That makes you feel a certain way as a civilian. Specifically, if you’re a person of color in a neighborhood like this,” Benson said.George Floyd’s death has put the topic of police reform in the spotlight.“We’re not law enforcement officers, we’re public servants. Our job is not just to enforce the law, it’s to serve the people," Lt. Rodriguez said. "And to see someone murdered by that person that took that oath is very sickening and disgusting. And it hurt me as a person – not as an officer – as a person it really hurt me to see that happen because I have brown skin and that could have been me. I get pulled over by police and get treated a certain way until they find out I’m a police officer.”David M. Kennedy is a professor of criminal justice at John Jay College and the Director of the National Network for Safe Communities.“When it comes to policing and public safety, I really think the world just changed,” Kennedy said.Kennedy says he’s been paying close attention to the Camden situation for quite a while, and he thinks it’s time for other places across the U.S. to consider a change.“People are not going to tolerate the kind of policing that many of them have been having,” Kennedy said.Even though Former Mayor Dana Redd says the restructuring of police was mostly a financial decision, the nation is now looking to it as a potential blueprint for community-based policing.“What Camden did, do you think that would be a good step for Minneapolis moving forward?” Reporter Elizabeth Ruiz asked.“That’s a question for the people of Minneapolis," Kennedy said. "If it’s going to be legitimate, it has to be welcome and authentic in the eyes of the public.”Kennedy says in order to defund and disband a police department and build something new, law enforcement has to gain people's trust.“Institutions that have done harm need to acknowledge that harm. They need to be honest about it. They need to engage with those who have been harmed in a way that those people find authentic,” Kennedy said.Lt. Rodriguez says he stands with those who feel hurt and violated by the death of George Floyd.He says he believes in the system they’ve created in Camden and hopes police officers all over will work harder to connect with the communities they serve.“We’ve worked so hard with the community to build that trust and that confidence," Lt. CANARSIE, Brooklyn — This past weekend has been excruciating for a Brooklyn woman who was the victim of a heartless robbery.Anaika Forbes' 13-year-old shih tzu pekingese was swiped from her parked car. The brazen theft happened Saturday at about 3:45 p.m. on Avenue N near Canarsie Road in Canarsie, where the vehicle was parked.Forbes, who lives in a basement apartment on Avenue N, was overwhelmed that day dealing with flooding in her unit due to afternoon showers.“I was just going back and forth to the car bringing my stuff out, it was raining and just so much was happening,” she told PIX11.Her dog, Taffy, was placed in the unlocked car during the shuffle.When Forbes stepped back into her home to grab a few more things, an unknown woman snatched Taffy, Forbes said.In surveillance footage obtained by Forbes taken from across the street, a woman is seen opening the passenger car door of Forbes' dark-colored car, grabbing the dog and nonchalantly walking away with her by the leash.“She’s not a barking dog. (KGTV) - A pedestrian was struck and killed Saturday night in Cardiff after running across Interstate 5 and into the path of a car, authorities said.The incident happened just before 6:40 p.m. on the northbound lanes of the I-5 near Birmingham Drive, according to the California Highway Patrol.CHP officials said the pedestrian, a male in his 20s, was being transported via ambulance from Tri-City Hospital to the VA Medical Center when he suddenly jumped out of the vehicle. The ambulance was traveling between 50 to 60 mph, CHP said.The man survived the jump but proceeded to run across the southbound lanes. He hopped the center divide and was struck by a motorist traveling northbound.CHP said the man died in the collision.The motorist that struck the man remained at the scene and was cooperating with officers.A SigAlert was issued at about 7 p.m. for the three left lanes on northbound I-5. And the risk of massive depreciation down the road is borne by the bank, not you.A lot of buyers are coming to the same conclusion: The percentage of buyers who use automakers’ finance arm and choose to lease has risen from 31% to 52% year over year, according to industry analyst J.D. Power.5 reasons leasing works nowNot everyone is a candidate for leasing. But here are five factors that could tip the decision toward leasing rather than buying your next vehicle.1. Here are a few tactics that the experts recommend.Check pricing guides. Because of limited inventory caused by factory shutdowns, the price of some cars has risen, Weintraub says. Begin by checking car prices on sites such as Edmunds, TrueCar and Kelley Blue Book. But keep in mind that these are not real-world prices.Shop multiple dealerships. Get apples-to-apples lease quotes from at least three dealerships to find your best deal. Tell the dealer the amount you want to pay in drive-off fees, the length of the loan — three years is the “gold standard,” according to Hall — and the number of miles you want to drive. Based on this, the dealer will give you a monthly payment. Every part of the deal is negotiable.Cast a wide net. Car factories were closed during the shutdown, so choices may be limited for a few months. Some manufacturers’ websites allow you to search multiple dealerships to find the right model in your preferred color.Keep an eye on the miles. Understand how many miles of driving are included with the lease agreement. In most leases, 12,000 miles a year is standard. But recently, some leases include only 10,000 miles or fewer, but offer a lower monthly payment.
