SOLANA BEACH, Calif. (KGTV) - The City Council in Solana Beach wants to make it illegal to sell any kind of flavored tobacco within the city."What we're doing right now is a reaction to what is literally an epidemic," says Councilmember David Zito.He says the Council has seen the numbers from the CDC and other health agencies showing a rise in underage smoking, mostly related to the increase in e-cigarettes. That's why they're taking such a drastic step."This is not a safe thing to do and we need to take these kind of precautions," says Zito.Under the proposed ban, stores in Solana Beach wouldn't be allowed to sell any kind of flavored tobacco. That means menthol cigars, flavored hookah tobacco, flavored cigars, e-cigarettes or anything else that has a "distinguishable tast or aroma or both, other than the taste or aroma of tobacco, imparted by a Tobacco Product or any byproduct produced by the Tobacco Product."Right now, the ban would only affect a small handful of stores in the city. The two gas stations within Solana Beach already limit their sales of flavored products to just menthol. There are a few other convenience stores that sell e-cigarettes and other flavored products. One business owner told 10News they're a top seller.Zito says the move would help educate people about the dangers of flavored tobacco."Part of it is just doing the little bit that we can, part of it is just advocating for what we think the responsible thing is to do and getting the message out." 1504
Southwest Airlines will look less like a zoo.Passengers will be allowed to bring only cats and dogs on board as emotional support animals beginning in September, and only one per customer. The animals must be on a leash or in a carrier at all times.Southwest says passengers will need to present a letter from a doctor or licensed mental health professional on the day of departure.The airline will also limit the types of trained service animals in the cabin. Only dogs, cats and miniature horses will be allowed. Service animals are specially trained to help people with disabilities.Fliers have become increasingly bold in bringing animals on planes.In January, a woman reportedly tried to board a United Airlines flight with an emotional support peacock. Delta says passengers have also flown with "comfort turkeys, gliding possums known as sugar gliders, snakes, spiders and more."Since the beginning of the year, American Airlines, JetBlue, Delta and United have all introduced rules similar to Southwest's.The airline industry has called on the Transportation Department to update its guidelines for animals on planes. Several United States government agencies issued an alert on Friday to financial institutions about a North Korea-backed hacking group known as the BeagleBoyz.In a joint statement, the Federal Bureau of Investigation, Cybersecurity and Infrastructure Security Agency (CISA), Department of the Treasury, and the U.S. Cyber Command (USCYBERCOM) said the hackers steal money through fraudulent bank transfers and ATM cashouts throughout several countries, including the United States."Since February 2020, North Korea has resumed targeting banks in multiple countries to initiate fraudulent international money transfers and ATM cashouts," the agencies said in the release. "The recent resurgence follows a lull in bank targeting since late 2019. This advisory provides an overview of North Korea’s extensive, global cyber-enabled bank robbery scheme, a short profile of the group responsible for this activity, in-depth technical analysis, and detection and mitigation recommendations to counter this ongoing threat to the Financial Services sector."Active since 2014, the group stole million from the Bank of Bangladesh in 2016, and were responsible for the FastCash ATM attacks in 2018, the agencies said.The group has attempted to steal nearly billion since at least 2015, the alert said."Any BeagleBoyz robbery directed at one bank implicates many other financial services firms in both the theft and the flow of illicit funds back to North Korea," the alert stated.According to the warning, the hackers have also targeted financial institutions in Argentina, Chile, India, Japan, Mexico, South Korea, and Spain. 1629

(KGTV) - The Solana Beach City Council is the latest local government body to take up the gun control debate in the wake of recent mass shootings.On Wednesday night, the council passed Resolution 2018-036, which calls upon California Congressmen and women to pass gun safety regulations.Included in the resolution is official opposition to the Concealed Carry Reciprocity Act of 2017, currently making its way through Congress.That bill would force states to honor Concealed Carry Permits from other states, regardless of how strict or relaxed each state's regulations are.Other parts of the Solana Beach resolution call for:- Raising the minimum age to buy a gun to 21- Banning the sale of military-style semiautomatic and automatic weapons- Banning the sale of high capacity magazines that hold more than 10 cartridges- Universal background checks- Mandatory safety training before buying a gun- A 10-day waiting period before taking possession of a gunYou can read the full text of the resolution here.The resolution makes Solana Beach the second city council in San Diego County to take up the issue.
