SAN DIEGO (KGTV) — More than one million of the 1.95 million mail-in ballots sent to San Diego registered voters have been returned, according to the county.The County Registrar of Voters said Friday they've received more than a million mail-in ballots back with four days left until Election Day.The Registrar said at the same time before the 2016 Presidential election, the county had only received 442,802 ballots back.Saturday, the county opened polling locations from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m. All locations will be open again on Tuesday from 7 a.m. to 8 p.m.Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Anyone casting their ballot in person will be required to wear a face covering and to maintain physical distance at polling locations.Poll workers will have a face mask for anyone who forgets to bring on. Those unable or unwilling to wear a mask will be assisted outside to vote.The Registrar also reminds voters that campaigning or electioneering, which includes the visible display or audibly advocating for a candidate or measure, within 100 feet of a polling place or mail ballot drop-off location is prohibited. 1294

SAN DIEGO (KGTV) — Northbound lanes of Interstate 5 through National City were shut down early Saturday following a deadly crash.The two-vehicle collision occurred just after the State Route 54 connector, according to California Highway Patrol. All traffic was being diverted off I-5 at the Mile of Cars. Traffic was also being diverted off WB SR-54 onto Highland Ave.Traffic gridlocked in the area, backing up onto the E St. on ramp in Chula Vista and westbound Sr-54 connector, according to CHP. Some motorists were seen turning around on the on ramp and driving the wrong direction.MAP: LIVE TRAFFIC CONDITIONSCHP reported that all NB I-5 lanes were reopened just before 11 a.m.The cause of the crash is being investigated. But CHP said it appeared a Toyota Tacoma was speeding in the emergency lane to get around traffic and caused a chain-reaction crash involving at least four vehicles.That suspected driver of that truck reportedly took off after causing the crash, CHP said. Officers were searching for that driver Saturday morning.One person died in the multi-vehicle crash. That person has not been identified. 1128

SAN DIEGO (KGTV) - More low-income seniors are taking back their independence with help from the St. Paul's PACE program.PACE helps seniors live independently at home by providing social services, in-home care, transportation, personalized medical services, and senior activities.Norma Griego is a PACE Certified Nursing Assistant and visits about six seniors a day. She checks on their well-being, does light housekeeping, and spends time socializing with the seniors. "Socialization is so important. There are times that they don't get out to see a lot of people and just listening to their stories is wonderful and then getting to know them and build relationships with them, it's amazing, it's just wonderful," said Griego.Iva Records is a PACE participant and is turning 102-years-old this Halloween. "Well I just like it here; I like my independence, I like to get up when I want to, I want my breakfast when I want it," Records.Because Records has trouble seeing, she relies on PACE to continue living independently at home. "They always are there for you," said Records. SAN DIEGO (KGTV) - Police arrested two people following a pursuit through San Carlos Friday night.Officers say they responded to reports of gunshots near the San Carlos Recreation Center around 9:53 p.m. They said they tried to pull over a suspicious vehicle, but it took off. A five-minute pursuit took place before the suspect’s car crashed near the Jackson and Golfcrest Drives.The suspects rushed out of the vehicle, but one was caught after surrendering at a nearby taco shop.  The other one ran into a nearby housing complex. That suspect surrendered after about a three-minute standoff.Police say they found guns in the car. The suspect's names have not yet been released.  713

SAN DIEGO (KGTV) - Prosecutors say streetlight camera video revealed the killer of an East Village business owner. A bevy of surveillance and streetlight video was released during the preliminary hearing for Kevin Cartwright and Lorena Espinoza, accused of killing of Tony Radda, 49.October 2018. Just before 3 p.m., store surveillance video shows a woman wearing a purple wig and sunglasses enter the store.Video shows Radda and the woman going towards the back, possibly to show her some merchandise. Right away, a man in a mask is seen trailing behind them, lurking. When Radda and the woman return, the man in the mask attacks Radda, dragging him out of camera range. Prosecutors believe that is when Radda was shot several times and killed.Soon after, the masked man is caught prying open a cash register. Prosecutors say while the woman took off in an SUV; the man walked away.According to prosecutors, that walk was captured by a string of streetlight cameras. In one of the videos - about 12 blocks away from the store - the man in the mask sheds it, revealing a face, police eventually identified as Cartwright. On Friday, the judge is expected to decide whether the two will go to trial. 1206
