BEIJING, Oct. 27 (Xinhua) -- A signed article published in Wednesday's People's Daily said China's political reform must be conducted in a step-by-step manner under a socialist system and the leadership of the Communist Party of China (CPC).The article, written by Zheng Qingyuan, said China's political reform should be conducted in accordance with the development of the country's economic, historical and cultural background.The article was carried by the CPC Central Committee's official newspaper after the Party concluded a key policy-setting meeting that stressed the need for political reform."Great impetus will be given to economic restructuring, while vigorous yet steady efforts should be made to promote political restructuring," the communique, issued by the fifth plenary session of the 17th CPC Central Committee, said.The article starts with noting that the kind of political system a country chooses "depends on the will of the overwhelming majority of the country's people and its particular national condition, as well as its historical and cultural background."It cited late leader Deng Xiaoping's remarks about the three key indicators to assess a country's political system: whether its political situation is stable; whether the system can enhance unity among its citizens and improve their lives; and whether the country's productivity can be sustainably developed.The article said that since 1979, the CPC has announced a comprehensive reform policy which included consistent political reform over the past three decades, and added that China had achieved some experience in political reform now.It also stressed that China's political reform should not blindly adopt western-style practices such as having multiple parties which hold office in rotation and separating administrative, legislative and judicial powers.

BEIJING, Oct. 17 (Xinhua) - Deeper reforms, especially systematical ones, will be carried out and extended to more key areas in China during the next five years to provide further momentum for the country's future development after it comes out of the economic crisis, economists and observers have said.The ongoing Fifth Plenary Session of the 17th Communist Party of China (CPC) Central Committee is discussing the 12th Five-Year Plan (2011-2015), or the nation's development plan for the next five years, and "reform" is set to be one key topic at the meeting.At a meeting of the CPC Central Committee's Political Bureau two weeks ago, it was agreed that the coming years will be a crucial stage to deepen the reform and opening-up process while accelerating the transformation of the nation's economic development pattern.The reform and opening up in China, which started more than 30 years ago, had helped the country to achieve rapid economic development in the past decade, and it is widely expected to enter a new stage and touch upon issues that are hard to penetrate, especially systematical ones, in the next five years.Peng Sen, deputy director with the National Development and Reform Commission, the nation's top economic planner, said the systematic and mechanism restraints are the main crux that had frustrated the progress of China's economic development pattern transformation."Without major breakthrough in the system it would be difficult to achieve a fundamental change in the way of economic development," he told Xinhua.Chi Fulin, head of the Hainan-based China Institute for Reform and Development, told Xinhua that the 12th Five-Year Plan is likely to focus on systematic reforms in economic, political and social fields.While further improving the market economy system, China should speed up forming a public service system and a public service-oriented government, which would lay the foundation for boosting domestic demand and sustainable development, Chi said.Wang Tao, an economist with UBS Securities, praised the Chinese government for efficient moves in the face of the global crisis, since a powerful government is able to position all of its economic resources.

XIAMEN, Sept. 7 (Xinhua) -- The Second World Investment Forum (WIF), seeking to offer insights on the balance between investment and sustainable development, opened Tuesday in Xiamen, in southeast China's Fujian Province.With the theme "Investment for Sustainable Development," the forum is organized by the United Nations Conference on Trade and Development (UNCTAD) and has attracted more than 1,500 overseas investors, policymakers and international organization representatives."International investment is high on the agenda of global policy-making," United Nations Secretary-General Ban Ki-Moon said in a video message to the forum.Despite the recovery of worldwide capital flows since the downturn in 2009, Ban said, the recovery remained fragile and the consequences of climate change were "increasingly clear.""We must work together to advance responsible investment and corporate sustainability," said Ban.He urged governments and businesses to make investments that better stimulated economic activity while promoting energy efficiency and green technology.He stressed the critical role of private investment in the spread of environment friendly practices and in reaching the UN's Millennium Development Goals (MDGs).Established in 2000, the MDGs are eight development goals to be achieved by 2015. Agreed to by UN member states, the goals include time-bound targets for reducing extreme poverty and child mortality rates, fighting disease epidemics, promoting gender equality, education and environmental sustainability.The forum participants include World Trade Organization Director-General Pascal Lamy and senior officials from many countries.The high-profile list "demonstrates the importance that international investment has gained as an engine of growth and development," UNCTAD Secretary-General Supachai Panitchpakdi said at the opening ceremony.The four-day forum would examine the challenges and opportunities for global investment in the post-crisis economy.He urged "a new generation of investment policies" to promote a transformation towards a low carbon economy.The forum also features presentations from countries showcasing climate change-related investment projects.Energy and drilling companies and engineering firms from Iceland will also attend the event to contribute their experience on the use of clean energy."The abundance of clean energy is the main reason why Iceland is... an attractive investment location for foreign companies," said Olafur Ragnar Grimsson, President of Iceland.Iceland had based all its electricity production and space heating on clean energy.However, Grimsson recalled that before the 1970s, more than 80 percent of energy in Iceland came from imported coal and oil."The climate crisis is primarily a call for a fundamental energy revolution, a comprehensive transformation from fossil fuel to green energy sources such as solar, wind, geothermal, hydro and biomass sources," he said.Chinese Vice President Xi Jinping delivered a keynote speech at the opening ceremony.The three-day forum will include conferences on the impact of investment on sustainable development; how stock exchanges can promote sustainable business practices; and the need for a recognized set of principles for borrowers and lenders that promotes sustainable debt and credit conditions.Also included is a ministerial round table that will address investment policy coherence in the post-crisis environment.

  

TAIPEI, Sept. 18 (Xinhua) -- Counties and cities in Taiwan are bracing for the approaching typhoon Fanapi, as the local meteorological department forecasts it will make landfall over the eastern part of Taiwan early Sunday morning.Taitung, Yilan and Hualien counties announced schools were suspended as of Saturday night. Nantou county has evacuated some local residents living in danger areas in advance.The Maokong cable car, the longest one in Taiwan has halted operations.Tsengwen Reservoir, Taiwan's largest reservoir, has begun discharging water since Saturday noon, in preparation for heavy rains brought by Fanapi.TransAsia Airways, Mandarin Airlines and Uni Air have announced the cancellation of some Sunday flights.Some local farmers in Taitung County were racing against time to harvest crops, and fishing boats have returned to harbor.The eye of Fanapi was 420 kilometers east from Hualien County, as of Saturday noon, according to the local meteorological department.Taiwan will be prominently affected by Fanapi on Sunday and Monday, according to the forecast.

  

KIEV, Sept. 23 (Xinhua) -- Ukraine's coal industry ministry and China's state development bank reached an agreement on cooperation in the coal industry Thursday."We have signed a document which provides an algorithm for further implementation of investment projects," Yuriy Yaschenko, the Ukrainian coal industry minister, told reporters after a meeting with Gao Jian, deputy head of the State Development Bank of China.The memorandum applies to three investment projects to be launched in the Lugansk and Donetsk regions in eastern Ukraine, Yaschenko said."Chinese experts have already arrived in Ukraine, they are now visiting the shafts. They will inspect the technical condition and consider how to implement these projects," Yaschenko said.Gao said China's State Development Bank is willing to expand cooperation with Ukraine not only in the coal industry but also in agriculture, infrastructure construction and other fields.Ukraine's coal industry and China's State Development Bank signed a framework agreement on financial cooperation on Sept. 2 during Ukrainian President Viktor Yanukovych's visit to China.Under the agreement, Ukraine's coal ministry presented to the Chinese side a package of seven investment projects with an estimated cost of more than one billion U.S. dollars.
