Setting up a showdown with California, the Trump administration on Thursday announced a plan to revoke a signature Obama-era environmental regulation. The administration wants to freeze a rule mandating that automakers work to make cars substantially more fuel efficient. It called its plan a "50-state fuel economy and tailpipe carbon dioxide emissions standard for passenger cars and light trucks."The administration also proposed a withdrawal of California's Clean Air Act preemption waiver. California and about a dozen states that follow its rules account for about a third of all the passenger vehicles sold in the United States.California Governor Jerry Brown called the proposal "reckless.""For Trump to now destroy a law first enacted at the request of Ronald Reagan five decades ago is a betrayal and an assault on the health of Americans everywhere," said Brown, in a statement. "California will fight this stupidity in every conceivable way possible."Thirteen states, plus Washington, DC, have adopted California's standards. Colorado announced plans to become the fourteenth. The attorneys general of 20 states, including California, pledged to sue the administration. They called the plan illegal, saying it would force motorists to pay more for gas and create more air pollution. The Corporate Average Fuel Economy standards require automakers' cars to average about 50 miles per gallon by 2025. The standards, enacted in 2012, get stricter every year leading up to 2025. The Trump administration's proposal would cut off the average CAFE increases in 2020, when automakers will have to produce cars that get an average of 43.7 miles per gallon."It's still a very aggressive program. We have been steadily increasing the standards... for almost a decade," said EPA Assistant Administrator Bill Wehrum on a call with reporters Thursday. The EPA and Department of Transportation cited safety as one reason for the changes. They claimed the reduced standards would make new cars more affordable. That would allow more people to buy cars with enhanced safety features, the government said. The administration said the proposed plan will prevent thousands of on-road fatalities and injuries. The public will have 60 days to comment on the plan before any action is taken.Automakers, represented by the Auto Alliance and Global Automakers, said they support "substantive negotiations" about fuel efficiency standards. 2429

SOLANA BEACH, Calif. (KGTV) — Protests continue to move into the suburbs and other cities of San Diego County, including one Wednesday morning in Solana Beach along Highway 101.Mayor of Solana Beach Jewel Edson helped the two organizers put a rally together in the beach community in less than 24 hours. “We really wanted to this to be our city coming together,” said Edson. Roughly 100 people showed up with signs at Solana Beach City Hall. Susana Arnold, one of the two organizers, said "this is the passion that is existing in all of us, that is absolutely sick of the injustice. I think posting memes and sitting watching the news is not enough." The group, including many families with small children, took a knee at city hall before taking their march up the 101. Arnold and co-organizer Tina Zucker said they wanted their march to be local, peaceful and safe. Many cars driving by honked in support. "We are powerful once we say something," added Zucker. 970

SPRINGFIELD, Va. — Virginia's largest school system is removing the name of Confederate Gen. Robert E. Lee from one of its high schools in favor of the late U.S. Rep. John Lewis. The board voted Thursday to rename Robert E. Lee High School in Springfield, Virginia — a Washington, D.C. suburb — after the late congressman and civil rights leader.A news release posted on the school district's website says the new name will be effective for the 2020-21 school year."Rep. Lewis was a champion of the Civil Rights movement, and our Board strongly believes this is an appropriate tribute to an individual who is a true American hero," School Board Chair Ricardy Anderson said in a statement. "We will also honor his life's work by continuing to promote equity, justice, tolerance and service in the work that we do.""The name Robert E. Lee is forever connected to the Confederacy, and Confederate values are ones that do not align with our community," said Tamara Derenak Kaufax, a board member representing the high school's district. "Our schools must be places where all students, staff, and members of the community feel safe and supported. I believe that John Lewis' extraordinary life and advocacy for racial justice will serve as an inspiration to our students and community for generations to come."Other names under consideration included Barack Obama, Cesar Chavez, Mildred Loving, Central Springfield and Legacy. The change comes nearly three years after the school system removed the name of Confederate Gen. J.E.B. Stuart from another high school.Several high schools across the country named for Confederate generals have chosen to select new names following monthslong protests against police brutality and systemic racism.Lewis, a civil rights icon, died last week. 1784
