Within this year, Kim has paid two unofficial visits to China, in May and August, respectively.Zhou's visit came shortly after a landmark conference of the WPK on Sept. 28, at which Kim, who has served as general secretary of the WPK since October 1997, was re-elected.Kim Jong Un, a son of Kim Jong Il, was appointed as one of the two vice-chairmen of the Central Military Commission, headed by Kim the senior.

BEIJING, Oct. 8 (Xinhua) -- The central parity rate of the yuan, China's currency Renminbi (RMB), jumped 181 basis points, or 0.27 percent, Friday to a new record high at 6.6830 per U.S. dollar, according to the data released by the China Foreign Exchange Trading System.Friday's central parity rate beat the previous record of 6.6936 on Sept. 29.The yuan has picked up its strength against the U.S. dollars and seen increased volatility in the trading days since the People's Bank of China (PBOC), the central bank, announced on June 19 this year to increase exchange rate flexibility.Based on Friday's central parity, the Chinese currency has strengthened against the U.S. dollar by 2.12 percent from the rate of 6.8275 per U.S. dollar that was set a day before the PBOC's pledge to increase flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate during trading each day.The PBOC released the yuan's central parity rates against a basket of currencies -- the U.S. dollar, the euro, the Japanese yen, the Hong Kong dollar, the British pound and the Malaysian Ringgit.The yuan's parity rate against the euro was set by the central bank at 9.2951 Friday, higher from 9.1329 on Sept. 30, the last trading day.The yuan's rate against 100 yen was 8.1040 Friday, compared with 7.9999 on Sept. 30.The Chinese currency fell 61 basis points against the British pound with the central parity rate being set at 10.6079 from 10.6018 on the previous trading day.The central parity of RMB against the U.S. dollar is based on a weighted average of enquired prices from all market makers before the opening of the market in each business day.The central parity of RMB against the other five currencies is based on the central rate of RMB against the U.S. dollar of the same business day as well as the exchange rates of the five currencies against the U.S. dollar at 9 a.m. (0100 GMT) of the same business day in the international foreign exchange market.

  

BEIJING, Oct. 22 (Xinhua) -- China and South Africa pledged Friday to step up legislative cooperation to cement the bilateral strategic partnership.The pledge came out of the meeting between Chinese President Hu Jintao and Speaker of the National Assembly of South Africa Max Sisulu in Beijing.Hu said growing China-South Africa relations require stronger collaboration between the legislatures of the two countries.Hu hoped the two legislatures could launch their regular exchange mechanism at an appropriate time and work to improve such mechanism.Sisulu said the the National Assembly of South Africa hoped to make a new contribution to boosting cooperation between the two countries.On China-South Africa relations, Hu said bilateral relations have "reaped good harvests" since the two countries forged diplomatic ties in 1998.Sisulu agreed with Hu's comments, saying China's remarkable progress contributes to world peace and development and inspires South Africa and other African countries.Also Friday, Wu Bangguo, chairman of China's National People's Congress(NPC) Standing Committee, held hour-long talks with Sisulu at the Great Hall of the People in Beijing.Wu said the NPC and the National Assembly of South Africa have a good foundation for cooperation, and urged the two legislatures to maintain exchanges at a high level.While calling for the two legislatures to work more closely in regional and international legislative organizations, Wu said a regular exchange mechanism should be launched as early as possible so as to improve ties between the legislatures of the two countries.Sisulu said the National Assembly of South Africa and the NPC of China should strengthen bilateral exchanges and seek closer cooperation in multilateral legislative organizations.As South Africa is a big country in Africa and an important emerging economy, China hopes to communicate more and coordinate with South Africa over Sino-African cooperation so as to advance China-Africa relations and South-South cooperation, Wu said.The visit to China was Sisulu's first since he was elected to the position of speaker of the National Assembly of South Africa in May 2009.Apart from Beijing, Sisulu will also visit the Three Gorges Dam, the world's largest water control project, on the middle reaches of the Yangtze River, China's longest.

  

BEIJING, Oct. 25 (Xinhua) -- China's top legislature began its bimonthly session Monday, discussing bills including Vice President Xi Jinping's appointment as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.According to the bill, Xi was nominated by President Hu Jintao, also CMC chairman.Xi, Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, was previously appointed vice-chairman of the CMC of the CPC at the Fifth Plenary Session of the 17th CPC Central Committee that ended on Oct. 18.Wu Bangguo (C), chairman of the Standing Committee of the National People's Congress (NPC), presides over the 17th session of the Standing Committee of the 11th NPC in Beijing, capital of China, Oct. 25, 2010.At Monday's session of the National People's Congress Standing Committee, lawmakers reviewed the draft law on vehicle and vessel taxation for the first time, which sets out provisions for reducing taxes on energy-saving and clean energy-powered vehicles while imposing more taxes on cars with big engines.The law is expected to improve and standardize the taxation system, following the principles of being fair, eco-friendly and saving energy.China, having a total of 199 million vehicles, currently only has a regulation on vehicle and vessel tax, that took effect in 2007.In addition, at the session lawmakers began its fourth reading of a draft law on social insurance that aims to prevent the improper use of social security funds.The draft law stipulates that social security funds may neither be used to cover government budget deficits, build or renovate government offices, nor pay government agencies' day-to-day expenditures.
