SAN DIEGO (CNS) - Traffic volume in the San Diego region was at its lowest point this year in April, and volume remains relatively low and speeds higher compared to 2019, according to an interactive map released Tuesday by the San Diego Association of Governments.The SANDAG Highway Hot Spots & Volumes Tracker measures weekday month-by-month vehicle miles traveled on local highways, including traffic speeds and average daily traffic volumes -- which, this year, reflect fewer cars on the road due to the pandemic. The data available on the tracker includes March through October 2020, and users can also compare current data to the same time in 2019. The SANDAG tracker is updated monthly."This new tool is intended to be a resource to assist community members and local leaders with current traffic data to make regional decisions," said Cynthia Burke, SANDAG director of research and program management. "The Highway Hot Spots & Volume Tracker Highway Hot Spots & Volumes Tracker has shown us that the greatest drop in traffic volumes this year were seen in April when we were down 44%, compared to the same time last year."The SANDAG tracker also shows that between June and October, traffic volumes hovered between 15% and 16% lower than compared to 2019.The number of vehicle miles traveled on eight local highways reflected that same trend. Data shows that in October, traffic remained lowest on State Route 163, which was down 29% compared to October 2019, and that State Route 78 and Interstate 805 were the closest to last year's figures at this time -- down 11% and 13%, respectively.The tracker offers multiple ways to interact with and explore the data, such as filtering to focus on points of interest and selecting data points in the chart to make simultaneous comparisons.SANDAG picked several San Diego region hotspots of particular interest, including Southbound Interstate 15 at Deer Springs Road, Southbound Interstate 5 at Manchester Avenue, Northbound I-805 at Governor Drive and Westbound State Route 52 at Mast Boulevard.Speed data at each of the hot spots during morning peak periods revealed that in October, speeds were up an average of about 6 mph compared to March.The largest increases were seen at Northbound I-805 at I-15 -- 13.7 mph faster in October -- and Westbound Interstate 8 at Waring Road -- 10.5 mph faster. SAN DIEGO (KGTV) -  A popular Thai restaurant in the College Area has been broken into for the second time in three weeks.At Sala Thai, there are sizzling entrees and simmering frustrations. "Saw the mess on the floor and thought what's going on?" said owner Chira Svangvitaya.A look at the surveillance video gave Svangvitaya the answer. Just before 5:30 Monday morning, a man in a hoodie is seen creeping into through the back door. He heads right to the cash register but finds it empty.He grabs some paperwork, empties the change dish and moments later, he leaves. It isn't for long. "He walked in and out three times, like he's not afraid of anything," said Svangvitaya.Two more trips nets him armfuls of stuff, including a computer, iPad, iPod, checkbooks and a case of soda. Near the end, he takes off his hood - and Svangvitaya's heart sank."I feel so sad and annoying. I don't know what I did to him," said Svangvitaya.The intruder is a stranger to her, but appears to be the same man who broke into the restaurant early Halloween morning. On that occasion, he used a crowbar to mangle the lock and damaged the register while grabbing 0 in cash. He also nabbed five tablets and a computer, crippling her online delivery business.Svangvitaya spent 0 to add a deadbolt after the Halloween break-in. This time, the intruder destroyed the repaired lock and the new deadbolt and went right on in. On the menu now are more costly repairs and a serving of nerves.    "I'm scared he will come back," said Svangvitaya. SAN DIEGO (KGTV) - 10News sat down exclusively with Father Joe Carroll to talk about his legacy and fight against homelessness.He got involved with the homeless in San Diego in 1982. "The bishop called me in his office told me, the next day he's going to appoint me head of St. Vincent de Paul and my job was to build a shelter."Immediately assigned as the guy to find a solution to the problem, "When I first started, I'd be writing letters, 'please help me, please help me' and I'd get stacks back, 'no, no, no'."Despite dealing with rejection and other challenges early on, Father Joe has remained committed to fighting homelessness for decades. As Father Joe says, "the rest is history."He remembers ten years ago when he first recognized the problem of homelessness was growing. "We ignored it and we ignored it and had all these crazy ideas which I still think they have, so, I still think it's not reachable for a few more decades."Father Joe may be retired but he's still involved weekly in the fight against homelessness.As he watches the City of San Diego continue to try and solve the problems, he tells 10News, "housing is not the answer to homelessness."He says, instead, the answer is rehabilitation.After decades of fighting homelessness, Father Joe says the answers come from the individuals themselves, "slowly but surely I learned you had to talk to the homeless first to know what you're doing."While he's more removed from Father Joe's Villages since retirement, he still talks with the homeless community daily."Everyday I get out of here, I shake hands with people who are success stories, and that's what makes me want to do more." 1663

  

SAN DIEGO (KGTV) -- A colorful moment for four San Diegans today. They've been color blind their whole lives, but thanks to a new pair of special glasses...that's about to change."Eventually when I got to high school, and realizing I was color blind was one of those things, like, oh, that's why I couldn't see that or I couldn't see that," said Ricardo Solano. Solano is one of about 300 million people around the world who are color blind.But as a research associate for a biotech company, there are days when he needs a little help from his colleagues."One of the main dyes they use is like red and green to differentiate things," he said, laughing. "It's a big contrast apparently, but I can't see the contrast."Solano has a good sense of humor about it, but that doesn't mean that he doesn't wish he could see the full elegance of a San Diego sunset."Just enjoying the beauty of life," he said. "I like to go backpacking and outdoors and stuff."For people who are color blind, pink looks gray, red looks brown and the colors red and green can look almost white-ish."Color vision deficiency is passed down through the father's genes," said Corey Ulz, an optician at Scripps Poway Eyecare. He said things can look dull and colors, washed out."It basically makes the colors that you and I would normally see normally not as vibrant," he said. "A little more muddled."On Monday, Solano and three other San Diegans got to see vibrant color, thanks to a special pair of enchroma glasses.Their reactions and expressions were heartwarming. "Red. I feel like a little kid right now haha," Solano said, smiling. The pair of glasses do more than make the world a little brighter. Solano hopes they'll make work easier, too. 1760

  

SAN DIEGO (KGTV) -- A car crashed Monday afternoon into the front of a Pacific Beach 7-Eleven, destroying a portion of the store.According to the San Diego Fire-Rescue Department, the incident happened near Cass Street and Loring Street.Crews said the elderly man who was driving hit the gas instead of the brakes, and the car slammed through a window of the convenience store up to its windshield.The driver, customers, and the clerk working at the counter were not hurt.The car also missed the propane tanks stored in a metal cage outside the store. There was no significant structural damage. 608
