(AP) — California is adopting nearly two dozen laws aimed at preventing and fighting the devastating wildfires that have charred large swaths of the state in recent years and killed scores of people.Democratic Gov. But he said the state is learning from its mistakes.The fires changed the lives of tens of thousands of Californians, but the losses of lives and property “should not go in vain,” McGuire said in a statement. “We have a new normal in California and our state is stepping up.”Several bills encourage communities to adopt standards for making homes and their surroundings more fire resistant. One requires state officials to work with communities in high-risk areas to create a retrofit program to update homes built prior to stricter building codes in 2008.Others address the precautionary power shutoffs that utilities have begun using more frequently to ease the risk of blazes sparked by electric lines, which have ignited some of California’s deadliest wildfires in recent years. One, for instance, will help low-income people receive backup power if they rely on life support equipment.Some increase state regulation of utilities’ wildfire prevention efforts. One of those bills requires an independent third-party to verify the clearing of vegetation from utility lines.Others try to safeguard and streamline communications systems including those used to notify millions of Californians during disasters. Another bill creates the California Wildfire Warning Center, a network of automated weather and environmental monitoring stations that will help officials forecast bad fire weather and better assess the threat.“Given the realities of climate change and extreme weather events, the work is not done, but these bills represent important steps forward on prevention, community resilience and utility oversight,” Newsom said in a statement.Fire officials have blamed global warming for a longer, drier wildfire season that now stretches virtually year-round in parts of the state. Newsom called climate change “a core driver of heightened wildfire risk” and said five of the bills he signed, including one with incentives for using storage batteries, will help California keep its role as a clean energy leader.Several of those bills increase utility regulation by the California Public Utility Commission, while another sets requirements for additional utility safety reviews by the commission.Earlier this year, Newsom signed a law requiring California’s three investor-owned utilities to spend a combined billion on safety improvements and standards. (AP) — Authorities say three members of a family were injured, one critically, when they were ejected from the log ride at a Southern California amusement park.Fire officials say the ride malfunctioned and one of the log-shaped vessels overturned Saturday at Castle Park in Riverside.Officials say riders were thrown from the vessel and trapped in the water.Fire Capt. Brian Guzzetta says a woman was hospitalized in critical condition. A man and 10-year-old boy were treated at a hospital for minor injuries.Guzzetta says a pump apparently malfunctioned, preventing the flow of water onto the track. He says when the log descended from one of the falls, there wasn't enough water to slow it down and it crashed.The log ride is closed during an investigation but Castle Park will remain open through the weekend. 838

(AP) — Lassen Volcanic National Park in northern California has temporarily banned overnight camping in some parts of its park after several interactions between campers and foraging bears. The decision was made to close down back-country camping in the Twin, Rainbow, Swan and Snag Lake areas after multiple visitors reported that bears had come to their campsites and searched their backpacks for food. The Sacramento Bee reported that the areas will remain open for hiking, but the park warns visitors to be careful. The National Park Service website said the policy will not only protect campers but “protect the bears by promoting the offending bear(s) to return to normal foraging behavior.” 724

(KGTV) - A California Assemblymember wants to make horse racing safer and prevent deaths on the track.Assemblymember Ash Kalra (D-27) says it's the only way to ensure the sport's survival in the state."I think whether you're a race fan or not, everything we can do to protect the horses, while protecting the sanctity of the sport as well, is important," says Kalra.His proposal, Assembly Bill 2177, would create sweeping changes to the way horses are cared for at the tracks. Among the most notable changes, all large tracks would be required to have CT Scans on site. Kalra says this will help get more accurate diagnoses of injuries.The bill would also require tracks to have on-site pharmacies, and trainers could only give medicine from those pharmacies to the horses. Veterinarians would also be prohibited from carrying medicine to the tracks."If you mask injuries, you risk greater injury," he says. "So we want to make sure that medications are being prescribed that actually deal with specific injuries, they're not performance enhancing and they're not being used to mask an injury just to get a horse out on a track when it's not ready."The bill requires the immediate suspension of any trainer who has a horse die on the track, pending an investigation. It also gives the California Horse Racing Board the authority to suspend or revoke a trainer's license for repeat violations of medication regulations.The bill is sponsored by PETA and the animal rights group Social Compassion in Legislation. In a statement, PETA Senior Vice President Kathy Guillermo says "Horse racing shouldn't come with a death toll, and this legislation can help to make sure it doesn't."Judie Mancuso, the President of Social Compassion in Legislation told 10News that this bill can be a good compromise between the industry and people who want to see the sport eliminated."A lot of it is just common sense," says Mancuso. "If horse racing is to exist in California, there has to be zero tolerance for fatalities."Horse deaths were a major problem in California in 2019. Santa Anita saw 44 horses die at the track since December of 2018. The Del Mar race track had a handful of deaths during its Bing Crosby fall season.Kalra says Del Mar has been a leader in horse safety and the rest of the state should look to them for best practices."Del Mar is actually one of the safer tracks and that's something we want to look at," he says. "Why is it safer? We can learn a lot by what's happening at your local track and hopefully these rules and regulations will be able to encapsulate some of the good things happening in the industry as well."Officials from Del Mar declined to go on camera, but released a statement to 10News about Assembly Bill 2177. In it, they say:"The Del Mar Thoroughbred Club (DMTC) is committed to working with the legislature and equine experts to ensure the safest possible environment for California's horses and riders. In 2017, DMTC began a series of industry-leading reforms which resulted in Del Mar being ranked as the safest racetrack in North American in both 2018 and 2019. As a founding member of the national Thoroughbred Safety Coalition, DMTC continues to work with industry stakeholders to advocate for and implement the highest standards of safety and welfare for our equine and human athletes."Critics of the bill say it will ruin the industry in California, as trainers and owners who don't want to abide by the new rules will choose to race in other states instead. Kalra believes that if California adopts the new rules, the rest of the country will follow."California needs to do what's in the best interest of Californians," he says.
