Laws that seek to limit abortions around the world may not lower the rate of abortions but could make them less safe, according to a new report that illustrates the trend.In countries with the fewest restrictions, only 1% of abortions were the "least safe" kind from 2010 to 2014. That number jumps to 31% in the most restrictive countries, according to the report, released Tuesday by the Guttmacher Institute, a reproductive rights think tank.During the same period, abortions happened roughly as frequently in the most restrictive countries as they did in the least restrictive: 37 versus 34 abortions each year for every 1,000 women aged 15 to 44."Restricting abortion laws does not eliminate the practice of abortion," said Gilda Sedgh, principal research scientist at the Guttmacher Institute and one of the report's authors.Abortion rates have dropped globally over the past 25 years, driven by increased and more effective contraceptive use, Sedgh said. Complications can sometimes be fatal.Countries that have seen falling abortion rates since the '90s are more likely to be developed countries, which tend to have fewer abortion restrictions and wider access to contraceptives. Abortion rates in developing regions haven't changed much overall.About 42% of women of reproductive age live in countries "where abortion is highly restricted," according to the report, versus 37% who live "where abortion is available without restriction as to reason -- with maximum gestational limits specified in almost all cases."US abortion rates have hit a historic low in recent years, according to another report last year by the institute.However, advocates have warned that increasing restrictions by individual states could delay care and put some women's health at risk."The United States has been adding restrictions on a state-by-state basis at an alarming rate over the last few years," said Dr. Jody Steinauer, director of the Bixby Center for Global Reproductive Health at the University of California, San Francisco. Steinauer, a practicing ob-gyn, was not involved in the new report."The bottom line is that these restrictions ... cause unnecessary harm and delay women in accessing the care they need," Steinauer said.On Monday, Mississippi Gov. (KGTV) - A strip mall that had fallen into disrepair and attracted squatters has been placed into receivership, according to the San Diego Sheriff’s Department.Located on the 7400 Block of Broadway, the property consisted of several buildings that had closed about a year ago after the city busted an illegal marijuana dispensary.But that’s when the real problems began.“Lots of police calls, criminal activities and police responses,” said Richardson Griswold, who was appointed as the receiver by a superior court judge on Friday.It came after the City of Lemon Grove had been granted a judgment against the owners of the property. The judgment required that the owners clean it up and properly secure it, but that was never completed.When the receiver arrived Friday afternoon, the Sheriff’s Department was called in to remove six people who had been living inside. One of them was found hiding in the attic. Four were taken into custody on existing warrants.Inside, Griswold said there was “heaps of trash, clothing, and no plumbing, so there was the smell of human feces and human urine.”He had already hired a crew to start clearing out the buildings and board up the access points. (KGTV) - A new group formed on social media in response to the destruction of looters and arsonists after Saturday's peaceful protest against injustice.La Mesa Civil Defense is a Facebook group formed Monday by Attorney Scott McMillan. McMIllan was devastated by the chaos Saturday night, "we lost our museum, we lost our art gallery, we lost two of our banks... I did not want to see it [La Mesa] burn to the ground."McMillan said the goal of the page is to communicate how they will protect the town should anything happen in the future, "La Mesa Civil Defense is going to stand in front of the buildings with fire extinguishers and garden hoses and their presence."He said he stood at Nebo Dr. and Lemon Ave. from 7:30 p.m. Saturday night until 6 a.m. guarding local businesses and trying to get looters to stop causing destruction.He said a few people spoke with him.One man explained he was upset about George Floyd's death, McMiIllan said he responded saying, "how does breaking (a neighboring boutique that's been around for 10 years) her windows and stealing her merchandise, honor the memory of George Floyd?"He said the man left and came back to tell McMillan he was right.Those are the conversations he hopes blossom from this group and bring peace to La Mesa.McMillan said he is not asking anyone to use lethal force unless they feel like their life is being threatened.He said they are stepping in to help police and firefighters overwhelmed during these times. 10News reached out to La Mesa PD for a comment and have not heard back. 1571

(KGTV) - Three dozen scuba divers resumed their search Tuesday for the Canadian girl believed to have drowned in the San Vicente Reservoir.The 12-year-old girl was on a ski boat with six people, including her parents and younger sister, Saturday afternoon when she fell in the water and did not surface.Search teams later found the girl’s damaged life jacket five feet from the boat.RELATED: Search for missing 12-year-old at San Vicente Reservoir continues“The child was at the front of the boat. They were pulling an inflatable behind with the adults. As they come down on speed, the bow of the boat kind of slows and dips, and the child fell overboard,” Sgt. (KGTV) -- A 14-year-old was arrested Tuesday after reportedly making threats on social media against El Capitan High School.Sunday, the San Diego County Sheriff’s Department was made aware of the threats and began investigating.Deputies were able to identify a 14-year-old student at the high school as a potential suspect, eventually arresting him at his home.RELATED: Potential threat against Scripps Ranch High School investigatedDeputies have no information of any additional threats but, out of an abundance of caution, have increased patrols in the area Tuesday.The specific nature of the threats is unclear.  645
