Countless times, every day across the country, dispatchers field calls for help that can be hard to answer.In Eugene, Oregon, sometimes the answer is people like Dan Felts.“Sometimes, what we need in our most desperate hour is somebody to talk to,” Felts said.In Eugene and its neighboring city of Springfield, when a non-emergency, non-criminal call comes in through 911 or a non-emergency line to a dispatcher, they can send a mental health professional like Felts, instead of police.“Make sure people have access to resources, other than law enforcement, when they’re having mental health crisis,” Felts explained.Felts is a member of CAHOOTS, which stands for Crisis Assistance Helping out on the Streets."We don’t show up with weaponry, we don’t show up with handcuffs,” Felts said.The belief is unarmed CAHOOTS teams of crisis workers and medics can be a better response to people struggling with issues like mental health or emotional crisis."When a police officer goes and they look like me, gun, badge, you know it’s a little demonstrative and sometimes it has the tendency to escalate the situation,” said Eugene Police Chief Chris Skinner. "When somebody like CAHOOTS goes, it’s people who are kind of dressed the same and look the same. They just have a softer approach, and it tends to deescalate things."“There are lots of these kind of call types that are non-violent in nature; they’re simply somebody crying out for help,” says Ben Brubaker, director at White Bird Clinic.The clinic is a non-profit that provides an array of services like counseling, dental care, and other services to people in need in the Eugene area. It’s run CAHOOTS since the late 80s. Brubaker says communities are now calling White Bird for guidance on putting similar programs to CAHOOTS in place.Denver, Colorado launched a pilot program last month.“We need to change the way our public safety work and see how public safety looks through a different lens,” Brubaker said.It’s a viewpoint of listening to voices they believe across the country haven’t been heard enough.“We show up to bear witness, see you as a human being, and offer whatever kind of support we can without judgement,” Felts said. 2199

CLEVELAND — A Cleveland school security guard who was charged with rape, accused of soliciting and sexually assaulting multiple students, was reported for inappropriate behavior to Cleveland Metropolitan School District months before he was arrested. Derrick Dugger, 29, a security guard at East Technical High School in Cleveland is due back in court Tuesday morning for the charges. According to court records, investigators said he forced a 15-year-old girl to perform oral sex and sent inappropriate messages to students. A detective wrote in the report that Dugger was “predatory” and “a danger to these young ladies.”Dugger was formally charged with rape last week after an investigation began earlier in November, but one Cleveland family told Scripps affiliate WEWS-TV that they reported him months before.According to Joyce Swann, her 15-year-old daughter who has special needs made a complaint about Dugger soon after the school year began at East Technical High School.A CMSD report of that complaint obtained by WEWS is dated September 7 — more than 2 months before Dugger was charged.In the report, Swann’s daughter told the dean that at first, the guard asked her if she had a boyfriend and asked to check her phone. The next day, he greeted her by saying, “Good morning baby.”After that, the student reported, the guard told her he “liked the way she twerked that a**” on Instagram.The student said she felt uncomfortable and reported it to the dean, who called her mother and told her they would take a report and investigate.But Swann said she never heard an update until the day Dugger was charged.“Who would say that to a little kid? You’re supposed to be making sure these kids are safe and you’re preying on them,” Swann said.She said she is terrified of what could have happened had her daughter not reported it — and angry that the school didn’t do more initially.“My daughter is a special needs child. COCKEYSVILLE, Md. — A Maryland man is facing more than two dozen criminal charges after stealing a dump truck while drunk and on drugs, fleeing from police, and killing a man during the chase.The incident reportedly began about 2 p.m. Monday when Baltimore City Police contacted Maryland State Police about a stolen dump truck headed northbound on I-83.Troopers eventually located the truck, owned by a roofing company, unoccupied in a Walmart parking lot in Cockeysville, Maryland. Police say they set up surveillance to see who had stolen the tuck. A man, later identified as 26-year-old Zackery Haeger, was later seen getting into the truck, at which time police attempted to stop the vehicle, but he refused. Haeger then proceeded to drive towards troopers who were outside of their vehicles, causing them to have to jump out of the way. Driving erratically at a high rate of speed, he continued to flee, leading troopers on a chase that spanned from York Road through Padonia and Cranbrook Road. He was driving down the median lane on York Road when he hit another car at Padonia Road, causing disabling damage to the car. During the pursuit, the stolen Ford F550 dump truck crossed a double yellow line again and collided with another car, an oncoming Nissan at Rossbrooke Circle. Haeger then bailed out of the car and ran away, where he was captured by troopers.Officials say Haeger was taken to Sinai Hospitals for minor injuries where he gave officers a fake name, but a fingerprint check identified the man as Haeger. Could the no-calorie sweetener you rely on to replace sugar in your diet actually cause weight gain instead of the weight loss you were expecting?The answer may be yes, according to a new study."Artificial sweeteners are not risk-free," said Brian Hoffmann, assistant professor in the Department of Biomedical Engineering at the Medical College of Wisconsin and Marquette University, and a lead author of the study. "They are a very controversial topic when it comes to health and nutrition ... but they're so prevalent in society that I think we owe it to ourselves to try and figure out what's actually going on."Hoffmann presented his new research Sunday at the annual?Experimental Biology meeting in San Diego. Relying on rats and human cell cultures, his team identified a number of pathways linking artificial sweeteners with metabolic changes at the genetic level that could lead to diabetes and obesity. Specifically, the researchers found that three weeks of exposure to aspartame and acesulfame potassium -- two artificial sweeteners frequently combined in products such as Equal -- altered the expression of certain genes responsible for lipid metabolism in the cells of both rats and humans."Aspartame had some significant changes, and one of those was an increase in lipids in the bloodstream and a decrease in a biomolecule that is involved in clearing (lipids) from the bloodstream. And we saw the exact same thing with the acesulfame potassium," Hoffmann said."We then took those particular sweeteners and put them on endothelial cells -- the cells that line the blood vessels and would be exposed to them in the body -- and we detected a marked dysfunction, suggesting why sweeteners and diet soda have been linked to potential cardiovascular problems," he added.What was perhaps most surprising, according to Hoffmann, was that these metabolic changes did not occur in the presence of natural sugars such as glucose and fructose. This suggests that artificial sweeteners could contribute to metabolic disorders such as diabetes and obesity by an entirely different mechanism than natural sugars, he said.Artificial sweeteners appear to contribute to metabolic disorders by altering the activity of certain genes responsible for the breakdown of macromolecules such as fats and proteins, Hoffmann said. This is different from normal sugars, which contribute to cardiovascular disease through insulin resistance and by damaging the cells lining the body's blood vessels."People are generally consuming non-nutritive sweeteners believing they are a 'healthy choice,' but this may not be true," said research scientist Meghan Azad of the University of Manitoba in Winnipeg, who was not involved in the new study."This is especially important given the widespread and increasing consumption of artificial sweeteners in the general population and the increasing use of artificial sweeteners in our food supply," said Azad, who has authored a paper that reviewed a number of studies on the potential downside of artificial sweeteners on weight and health.According to Azad, over 40% of adult Americans consume no-cal sweeteners on a daily basis, and studies that measure the sweeteners in blood and urine show that many people who report not using artificial sweeteners are unknowingly consuming them.It's the latest assault in the ongoing debate over artificial sweeteners and their impact on health -- a debate that began when one of our most popular foods, sugar, turned sour in terms of health. 3527
