SAN DIEGO (KGTV) - San Diego Police confirmed Monday the arrest of a Yuma, Arizona police officer on suspicion of rape.Yuma Police officer Jared Elkins, 33, was taken into custody Friday morning on Marlborough Dr. near Adams Ave. in Kensington.San Diego Police said Elkins was off duty at this time of his arrest. He is a 7-year veteran of the force, the Associated Press reported.  Yuma Police are working to place Elkins on administrative leave.Elkins will be charged with rape, oral copulation, threat to do bodily harm, sex asault with a foreign object, and misdemeanor sexual assault, police said.Elkins was released on 0,000 bail Saturday and ordered to appear in court on Sept. 25. 709

SAN DIEGO (KGTV) - San Diego Police are investigating an alleged attack on three women in hijabs in Little Italy as a possible hate crime. The incident happened around 12:45 p.m. Sunday on Columbia Street near Beech.Three women in hijabs were walking under scaffolding when a man approached from the other direction. Despite one woman moving to give him room, witnesses say 50-year-old Kyle Allen lunged his shoulder into one of them. "Fists started flying, and it was his fists. He started swinging at the women, trying to hit the woman that he almost knocked down, but he ended up hitting one of the other women," said a witness named Amy, who called 911 during the altercation. A hijab is a headscarf worn by some Muslim women. Amy, who asked us not to use her last name, said she also saw Allen rip off one of the women's hijabs from her face. "As I got closer I heard him calling her names and telling them to go back to where they came from," Amy said. Cell phone video shot after the incident showed Allen, going back and forth with bystanders. He ultimately walked to his high rise apartment around the corner. Witnesses followed him and pointed police in his direction.A San Diego Police spokesman told 10News that Allen greeted officers at his unit with a handgun that had a silencer. He was arrested without incident on firearms, battery, and criminal threat charges. Calls and texts to Allen's phone were not immediately returned. Two police officers were staged on his floor inside his building, but he was not there. Allen is scheduled to be arraigned Oct. 21. 1583

SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746

SAN DIEGO (KGTV) — San Diego health officials are worried about a recent uptick in out-of-towners testing positive for coronavirus locally ahead of the holiday weekend.In San Diego, health officials have seen increases in positive COVID-19 cases diagnosed locally in people who live in nearby counties or states. Throughout the pandemic, there have been 16 Arizona residents have tested positive while in the region, seven of those were in the last week. So far, 330 Imperial County residents have tested positive while in San Diego and 61 of those were in the last week, as cases grow in that county.RELATED: San Diego County to close bars that don't serve food to slow COVID-19 spread"We have looked specifically at nearby county residents. Certainly, the number of individuals who live in Imperial County who are diagnosed in San Diego have increased in the last number of weeks," said Dr. Eric McDonald, director of the county’s epidemiology and immunization department. "The number of cases who have Arizona as their primary residence have also increased in the last number of days."With Monday's decision to close bars that don't serve food ahead of the July 4 weekend, the hope is the move will deter out-of-county residents from coming to San Diego."If you go back to some of the restrictions that were announced today, so that we are more consistent with our neighboring counties in terms of bar closures, it somewhat addresses that," McDonald said. SAN DIEGO (KGTV) -- San Diego health officials Monday night confirmed the county’s first presumptive positive case of coronavirus. Dr. Wilma Wooten said the woman, who is in her 50s, tested positive after traveling overseas to an unspecified location and time."The case and exposure details are under investigation," Wooten said.The woman, a San Diego County resident, is in the hospital and is doing well, according to Wooten. Scripps Health officials confirmed that the patient is being treated at Scripps Green Hospital.Scripps Health also said: "As a cautionary measure, we have taken immediate steps to identify staff who may have been exposed and place them on home quarantine as appropriate with our full support, and we will provide additional staffing as needed. We are also assisting the county in identifying anyone not on Scripps’ staff who may have been exposed.
