SAN DIEGO COUNTY (KGTV) -- With sudden layoffs and overcrowded grocery stores, the coronavirus is making it even more difficult for families to feed themselves. But many are stepping up to distribute food for free.Three hundred sixty-five cars lined up with their trunks popped wide open, ready for bags of free food to be plopped in. Following their new drive-up food bank protocols, volunteers at the Community Through Hope (CTH) warehouse in Chula Vista made no direct contact with the families in line. "We were able to provide so much nutrition in his very safe environment and get it out quickly," Rosey Vasquez, Executive Director of CTH, said. It was the same story at the Brother Benno Foundation in Oceanside. Their Feeding San Diego distribution was supposed to last all day. But their warehouse cleared up after 150 cars rolled in, in just two hours. Meanwhile, in the Gaslamp District in Downtown San Diego, the kitchen staff at Metl Bar and Restaurant are hard at work. They are not getting nearly as many orders with just take-home and deliveries. But the owners, Jenna and Randy Elskamp, did not want to lay off their staff. Their idea was to have them continue to make hot meals for newly unemployed restaurant workers. "And so giving back to our industry was where we want to help."They have a couple of sponsors now. But the Elskamps have no idea if they could survive this in the long run. But as veterans in the restaurant industry, they said they know the hardships. That is why they set up a section of their website to offer free meals for anyone in the industry struggling to feed themselves."I feel like we are all on a sinking ship right now," Jenna said. "Instead of being the rats who are trying to climb up to the very top of the ship to save themselves, we want to be there at the bottom, trying to help everyone survive. Because we either make it out of this together or we don't. SAN FRANCISCO (AP) — Google announced Wednesday it has achieved a breakthrough in quantum computing, saying it has developed an experimental processor that took just minutes to complete a calculation that would take the world's best supercomputer thousands of years.The feat could open the door someday to machines so blazingly fast that they could revolutionize such tasks as finding new medicines, developing vastly smarter artificial intelligence systems and, most ominously, cracking the encryption that protects some of the world's most closely guarded secrets.Such practical uses are still probably decades away, scientists said. It has little practical value, other than to test how well the processor works."The more interesting milestone will be a useful application," said Chris Monroe, a University of Maryland physicist who is also the founder of quantum startup IonQ.Google's findings, however, faced pushback from other industry researchers. SAN DIEGO (KGTV)- Assembly Bill 5 (AB 5) may pose a new threat in plans for at-home learning this fall.AB 5 was created to help turn some gig workers, or freelancers turn into employees with benefits.The bill has been met with controversy as it has impacted thousands of freelance workers across California, and now it could change how tutors can be hired.“Many parents are scrambling right now to find out how do they help their children keep pace,” said Carl DeMaio, Chairman of Reform California.DeMaio held a press conference in Escondido with a group of parents, teachers, and education advocates by his side, calling for California Gov. Gavin Newsom to suspend AB 5.“This is absurd that the governor is allowing an environment where parents have to run the risk for violating AB 5, a state law, facing penalties and fines for doing so, just because they’re trying to help their children learn,” he said.DeMaio said parents who want a tutor for their child during this challenging time might be required to hire them as employees, not independent contractors.He has created an online petition and urges people to sign it before it’s sent to the governor.Assemblywoman Lorena Gonzalez authored AB 5 and sent the following statement to ABC 10News in response to DeMaio’s press conference. 1299

SAN DIEGO (KGTV)— Surfers and swimmers stayed away from San Diego waters after the National Weather Service issued a high surf advisory Saturday. Conditions were deemed dangerous for Southern California coastlines, with the highest waves reaching eight to ten feet in San Diego County.10News met San Diego locals Derek Janich and his daughter Kaylee at Ocean Beach. “No plans to get into the water today. Maybe on a more warm day,” Janich said. “It’s a little blown out and a little cold, lately. Definitely big surf today. You have to be careful when you’re in the water.”But out-of-towners Benjamin Guffee and his children could not resist dipping their toes in the San Diego waters. “It’s in a pool back in St. Louis, so they’re not used to this,” Guffee said. With gusty winds, water temperatures in the mid-50’s and waves jumping onto the Ocean Beach Pier, access to the pier was closed off, disappointing some visitors.“It’s normally, open — a nice walk. SAN DIEGO (KGTV) -- Dozens of civilian police officers working on San Diego County military bases continue to worry about how they will pay back thousands of dollars the federal government says they owe after a payroll glitch resulted in them being overpaid. Michael Neil, a retired Brigadier General and attorney who also served as commander at Camp Pendleton, says if the officers were indeed paid what they were initially offered they had no reason to suspect anything was wrong. "To me, it's an offer and acceptance and I have a real difficult time seeing the federal government being entitled to get any of the money back," he said. According to the Department of Defense Finance and Accounting services, the Navy mistakenly paid the officers the rate for San Diego  "city" instead of "county". The error began in 2008 but wasn't caught until 2016.Last year, thousands of National Guard soldiers who mistakenly received bonuses and other payments had their debts forgiven. Neil thinks these officers have a stronger case.  In the meantime, Neil also thinks the officers should reach out to lawmakers.Congressman Darrell Issa's office sent this statement to 10News.  1223
