SAN DIEGO (KGTV) -- Authorities responded to a riot Friday night at Richard J. Donovan Correctional Facility in Otay Mesa that left five people injured, including at least one with serious injuries.Cal Fire San Diego said about 100 inmates were in the prison yard when a fight broke out around 8 p.m. California Department of Corrections and Rehabilitation said Saturday that number was closer to 80 inmates.CDCR said officers gave multiple orders to stop fighting, before using several rounds of less-than-lethal force to stop the incident.Four inmate-made weapons were recovered, CDCR said.Five inmates were injured and had to be transported outside the prison for treatment, for injuries including puncture wounds, cuts, and bruises to the head, neck, and torso areas, CDCR says. Cal Fire had previously reported that six inmates were transferred from the scene.One of those inmates suffering from puncture wounds was in critical condition. But rules for campaign committees are more lenient, letting people, corporations, Political Action Committees, and other groups donate tens or even hundreds of thousands of dollars."For better or for worse, the way the electoral system is designed, you need money to run a campaign," says San Diego State University Political Science Lecturer Stephen Goggin."It's important to note where this money is coming from," Goggin says. "Not only is it just about money in terms of voting, but it gives you a clue about who's doing the endorsing and who's backed by a particular interest group."In the 2020 race for San Diego mayor, five campaign committees have formed to support Assemblyman Todd Gloria. Combined, they have raised .7 million.Councilwoman Barbara Bry, meanwhile, has just one campaign committee raising money to support her. It has brought in around 3,000.Bry says that shows she will not be indebted to special interest groups if she's elected."The special interests in this town are afraid of an independent woman who has made it clear that she's going to demand accountability and transparency at City Hall," Bry told ABC 10News."I think this kind of spending is very harmful to our democratic system. And in this election, you know voters should understand exactly the enormous amount of money that special interests are putting into Todd Gloria's campaign," she says.An ABC 10News In-Depth look into the funding shows that Campaign Committees supporting Gloria have gotten the most money from labor groups. The Municipal Employees Association is the largest donor, giving 0,000 to a Committee called "Neighbors for Housing Solutions Supporting Todd Gloria for San Diego Mayor 2020." Other labor groups have given more than 0,000 altogether.Gloria has also received around 0,000 from various short-term vacation rental companies like Airbnb, Seabreeze Vacation Rentals, and Share San Diego. The San Diego Chamber of Commerce also donated more than 0,000 to committees supporting Gloria.He told ABC 10News the large, diverse group of people and entities donating to committees on his behalf shows that he can build coalitions to lead. Gloria added his track record of more than a decade in public office shows large donors won't control him."I've always had an open door and a willingness to talk to anybody and to try and understand what they're dealing with and what an appropriate solution would be," Gloria says. "Some of the folks supporting my mayoral campaign have opposed me in the past, recognizing that I don't always vote with them, and we're not always in agreement. From where I sit, that's not a bad thing."The campaign committee supporting Bry got the largest donation from the Infrastructure PAC of the Associates General Contractors. They gave ,000. ACE Parking and its owner, Scott Jones, gave ,000. The rest comes primarily from individual donors.Goggin says looking at lists of donors can help voters decide who to support. By law, every donation is public record and available online. But it takes work to sift through the information."In local races, people have to figure out who these people are on their own," he says.However, because the campaign committees have to remain independent from the candidates, the people they support have no influence on what kind of messages they put out in ads. That can lead to controversy if a campaign committee runs negative ads or misconstrues the truth."Many candidates have lost the ability to control the message of their campaigns," Goggin says. SAN DIEGO (KGTV) -- As Santa Ana winds move out of the region, a freeze warning was issued for portions of San Diego County.The National Weather Service issued a freeze warning for the county's valleys and deserts from midnight through 10 a.m. Friday. SAN DIEGO (KGTV) — Consumer spending in San Diego was down nearly .3 billion between February and April 2020, showing just how badly the COVID-19 pandemic crippled the local economy.Since stay-at-home orders began in March, SANDAG says taxable sales in the region dropped from an average of .3 billion to billion in April.The largest losses in the region were seen at apparel stores (an 83% decrease in sales) and restaurants (down 67%).On the other side, big-box retailers like Costco, Target, and Walmart have fared well, SANDAG says. Grocery stores and pharmacy, though, were actually down 10% in taxable sales. Home improvement sales were also up, likely due to stimulus checks, SANDAG adds."It is interesting to learn that grocery stores and pharmacy sales are actually down by 10%, while home improvement sales have spiked," said SANDAG Chief Economist Ray Major. "We can assume that during the pandemic, people had more time to work on outdoor landscaping, gardens, and other home beautification projects. SAN DIEGO (KGTV) – Crowds are already flocking to San Diego beaches for the Fourth of July weekend.On Friday, many people claimed their spots early at Mission Beach and Oceanside.While some were able to keep their distance from one another, many did not have on facial coverings when near other people.“The majority of them are not wearing masks, I would say at this point in time,” said Rich Stropky, Marine Safety Lieutenant for San Diego lifeguards.He said more people are expected to make their way to San Diego Saturday as other Southern California beaches will be closed.Law enforcement agencies across San Diego have said they will focus on education, rather than enforcement when someone violates the public health order.He said the parking lots at Mission Beach were full by noon Friday.“As far as the capacity for our beaches, what has limited capacity in the past is the ability to park,” he said. “How far are people willing to park and still walk to the beach? Are they going to Uber in? Are they going to do drop-offs?”Stropky urged beachgoers to talk to lifeguards if they have any questions and to follow the public health order and original beach rules.“We have our COVID safety guidelines, and we want everyone to adhere to that,” he said. “We have our beach regulations; there’s no glass, there’s no dogs between 9 and 6, there’s no camping.”There’s also a beach hazard statement in effect this weekend.
