SAN DIEGO (KGTV) — A Scripps Ranch woman did a double take when she found a mailbox post knocked down, the biggest shock came two days later.Last Thursday afternoon, Elizabeth Spelce came out of her along Cypress Valley Drive and saw it: A wooden post with her mailbox and three others was lying on its side, split apart just above the concrete."Disbelief. Stood there for a good minute and stared," said Spelce.At first she thought the culprit was the wet, windy weather. Two days later, she took a closer look and realized the wood was not rotted and wasn't so sure about her wind theory. She then assumed it might have been some bad driver or teen driver, so she decided to look at her Ring doorbell video."It was a little shocking," said Spelce.In the video, a mail truck is seen pulling alongside the curb, before running right into the post and toppling the mailboxes. The postal carrier backs up the truck, pulls forward, and soon after, reaches down and delivers the mail. The truck then drives off, apparently resuming its route."There was no note. No nothing. Just a big mystery," said Spelce.Spelce says the postal carrier added to the mystery when she talked to a neighbor. "She says, 'by the way, your mailboxes are knocked over ... Gosh, I can't imagine how it happened,'" said Spelce.Remember how she continued to deliver the mail after the mailboxes were knocked over? "She was pretending she delivered the mail and then it happened ... It's very disappointing," said Spelce.Her toppled post has since been replaced by her HOA. Spelce filed a complaint with the Postal Service. She's doesn't want the mail carrier to lose her job, but hopes she'll finally take responsibility. SAN DIEGO (KGTV) - A two-year-old girl found strapped to the chest of an immigrant teenager is in the custody of Immigrations and Customs Enforcement officials, the U.S. Border Patrol said Monday.The girl was part of a group of six undocumented immigrants found traveling near Campo Nov. 27, officials said.The 17-year-old boy who was carrying the girl said she had been with her mother the previous night, but the mother became tired and asked the teen to hold her daughter. When the group separated, he could not locate the mother, he told Border Patrol officials.Authorities are trying to reunite the girl with her mother.The U.S. Border Patrol said it maintains a high level of vigilance in border zones to prevent the smuggling of humans, drugs, and other contraband. 780

SAN DIEGO (KGTV) — A stylist in Bankers Hill says a "style-and-dash" customer stiffed him on a hefty bill for hair extensions.Stylist Wesley Horn says the young woman, a repeat customer, came into Plush Salon on Friday to match her hair for extensions. The next day, for several hours, he applied and blended the hair."They looked great. She loved it. She was raving about it," said Horn.Horn says when it came time to pay the cost of more than ,000, she offered to pay through the Venmo app."She said the app wasn't working, and then she offered to pay cash," said Horn.She told Horn she had to go to the car to get the cash."Fifteen minutes go by. I text her and ask, 'Are you close?' She says, 'Yes.' Forty minutes go by, and nothing. I call her, and I'm blocked from her cellphone," said Horn.Horn filed a police report, but because she hasn't been named a suspect in a crime, 10News is not identifying the woman. Horn posted details of the incident on the Nextdoor app. The replies included several more accusations of fraud against her, ranging from dine-and-dash incidents to credit card fraud and identity theft."It's insane. SAN DIEGO (KGTV) - About two dozen businesses and houses of worship are taking advantage of a new rule that waives permit fees at San Diego County parks.According to the San Diego Parks and Rec Department, 14 fitness-related businesses and 12 houses of worship have been approved for permits to operate in county parks.RELATED: County Board Approves Plan to Allow Businesses to Operate at County ParksOn Aug. 5, San Diego County Supervisors approved a motion to waive permit fees and streamline the permit process so that businesses and houses of worship could hold events and classes in parks.Supervisor Dianne Jacob, who made the initial request, called it a "creative" way to provide flexibility and help those businesses survive the coronavirus pandemic."We're trying to make it as easy as possible for businesses to survive during this difficult time," Jacob told ABC 10News on the day the rule passed. "This is just another way to do it."Kaylee Kiff owns The Dance Spot in Chula Vista. She says she applied for the permit as soon as she heard about the program. She began holding classes at Otay Lakes Park just a few days later.Kiff says it saved her business."This was the first time I really felt supported as a business," Kiff says of the new rule. "I understand why we shut down, and I was happy to do it. But when it got to the point where I would lose my business, I'm just looking for any lifeline I could get. The county really was that lifeline."A county spokesperson didn't say how many more businesses or houses of worship have applied for the fee-free permits, but told ABC 10News other applications are in process for approval.Since the county changed its rules, several other cities have followed suit, including San Diego, El Cajon, Coronado, La Mesa, and Oceanside.
