(KGTV) - Assemblywoman Lorena Gonzalez announced she will introduce two new housing bills in the state assembly this week.One of them aims to prohibit developers from separating affordable housing units from market rate units in the same building.The bill came in response to a fight last summer between Canadian developer, Pinnacle and Civic San Diego, the city agency that was responsible for overseeing design approval.Pinnacle had submitted plans for a building on 11th Avenue between A & B Streets. The main tower was 32 stories tall and would be available at market rates. The tower was attached to an eight-story building that would house 58 affordable units, in order to satisfy the density bonus granted to Pinnacle for this and two other projects in the area.But Civic San Diego rejected the plan on the grounds that the affordable housing units had a separate entrance and restricted access to amenities in the 32-story tower, including the pool.“We can’t create a system that allows developers to separate out folks,” said Gonzalez at a press conference on Monday.A draft summary of the bill, AB 2344, stated it will “prohibit the owner or agent of an owner from isolation the affordable housing units within that structure to a specific floor or area within the structure.”After Civic San Diego rejected the proposal from Pinnacle, the developer came back with a new plan that eliminated the eight-story affordable housing section entirely. Fishermen on the “Prowler” were on their way back from Mexican Waters when their boat collided with a mega-yacht, the "Attessa IV" Friday night. SAN DIEGO, Calif. (KGTV) - With election results ready to come out, Downtown San Diego businesses are bracing for protests. Many business owners in the area say the memories of damage when peaceful protests escalated at the end of May are still fresh, so they boarded up windows as a precautionary step, hoping it turns out to not be needed.Related: Looters smash windows, rob stores in downtown San DiegoAldo Broussard owns Carter’s Diamonds, a jewelry store in a jewelry exchange building that houses dozens of jewelry shops and professionals. He said they boarded up the windows at their business in May and during that time saw damage to surrounding buildings, so they boarded up windows again ahead of the election. He said they took that step to protect the small-business owners inside the facility.“There’s a lot of jewelers in here who have basically all their life savings, all their work, all their tools and without it they can’t make a living so it’s more for protection for everybody in the building,” said Broussard.Broussard added that he doesn’t expect protests to cause damage, but would rather be safe than sorry.“I think overall people are good so I think it’s going to be okay. There might be a few who take advantage of the situation but I think overall it’s going to be fine,” he said.Nearby, Sushi 2 restaurant is another small business bracing for protests or unrest this week. Kuniko Holmes is the owner and said she boarded up her windows in June after receiving some damage during downtown protests. She ended up leaving the boards up through the summer because of uncertainty of the future and also because she knew November could be a stressful month when she would have to board up again.“I wanted to make sure so I don’t have to put it up and down and up and down because it’s work for people and also it costs. As a small business like we are, even putting the board up made it expensive,” she said.Indoor dining was also not allowed during that time, so she ultimately decided that if the boards would be staying up through most of the year, she would make them visually appealing.“We decided to ask local artists to put some great art as you see and it changes the dynamic of how it looks and it just looks so inviting,” she said, referencing the peace signs and hearts painted on the boards.Other downtown businesses that boarded up windows ahead of the election include Ralphs, CVS, 7-eleven and the Church of Scientology.San Diego County law enforcement agencies said they are not aware of any planned protests or possible unrest, but have extra staffing just in case. 2614

SAN DIEGO, Calif. (KGTV) - Five years since it was last open to the public, the iconic "Plunge" swimming pool is finally set to welcome San Diegans at Belmont Park."Oh, we're so excited. It's highly anticipated," said Belmont Park spokesperson Michelle McKee.The pool was one of the original attractions when the amusement park opened in 1925. However, it had run into hard times in recent years and has been closed for much of the last decade. One management company went bankrupt. The next came up with a renovation plan, only to discover dangerous, corroding conditions inside, leading to the pool's closure in 2014. Work finally began in earnest in 2017, tearing out much of the Plunge infrastructure, while trying to maintain a link to its historic nature."It was a wonderful pool," McKee said. "We wanted to maintain the structure of some of those elements, so that remains here in the pool."A signature element, a large mural by the renowned artist Wyland, had to be removed. In its place is a new, bright, open look. Windows surround the pool, giving swimmers a view of the ocean. A retractable roof will help control the climate inside the glass space.The high-end gym company "Fit" is building a club on the upper floors. Fit will manage the pool. Members will have access to the pool. The public can purchase day passes. With a dynamic pricing plan, adult passes will begin at .Some San Diegans who have been to the plunge in the past worry that the price point will drive out locals and turn the Plunge into a tourist haven."I feel like when it's not tourist seaon, like summer when there's not many tourists, it's just going to be there. San Diego County handles approximately 9,000 cases of elder and dependent adult abuse every year. Elder abuse is defined by the Centers for Disease Control as "an intentional act, or failure to act, by a caregiver or another person in a relationship involving an expectation of trust that causes or creates a risk of harm to an older adult." Types of elder abuse include: physical abuse, sexual abuse, emotional/psychological abuse, neglect, or financial abuse. The county sees about 450 cases a year of criminal elder abuse cases, according to Paul Greenwood with the Elder Abuse Prosecution Unit of the District Attorney’s Office.  The District Attorney’s Elder Abuse Unit prosecutes crimes against seniors, as well as addresses the special needs of elderly victims. They meet with seniors to teach them how to protect themselves, train bank and credit union employees on protecting financial assets of elderly customers, and train first responders to be aware of issues involving elders.  The National Council on Aging? said approximately 1 in 10 Americans over the age of 60 have experienced some type of elder abuse. However, knowledge about elder abuse lags behind the fields of child abuse and domestic violence.
