The number of young Americans watching online videos every day has more than doubled, according to survey findings released Tuesday. They’re glued to them for nearly an hour a day, twice as long as they were four years ago.And often, the survey found, they’re seeing the videos on services such as YouTube that are supposedly off limits to children younger than age 13.“It really is the air they breathe,” said Michael Robb, senior director of research for 469

The device looks similar to a taser, but acts more like a lasso with more and more police officers are adding it to their belt.“It will, much like a boomerang, wrap around the individuals extremities and prevent the individual from moving,” Los Angeles Police Department Chief Michel Moore said.LAPD is the most recent, and largest, police department to test the product. And their officers have to go through four hours of training to use it.“How could we provide the best tools and best options so officers would not have to resort to force, particularly deadly force,” Moore explained.Dozens of police departments around the U.S. are testing or have purchased the remote restraint device, including Sacramento, California, Fort Worth, Texas, and Minneapolis, Minnesota to name a few.“This tool is meant to be used early on in an encounter without causing pain to an individual,” Wrap Technologies Chief Operating Officer Mike Rothans said. He is a retired assistant sheriff with two children who work in law enforcement. The device works by releasing a cord that wraps around a person 20 to 25 feet away. On the end, there are metal anchors. The cord comes out of the device at 513 feet a second. At 10 feet, it drops to 270 feet a second. The devices costs ,000 a piece and are per use.“All you feel is maybe a metal slap from the anchors around each end of the cord. But it doesn’t really cause any pain,” Rothans said. Not everyone is convinced. What happens when someone’s in shorts or they’re in a skirt? What if they accidentally get someone’s neck?,” Cat Brooks, Co-founder of the Anti-Police Terror Project, explained. APTP is a coalition that works toward ending police terror.“We need to be transforming the way law enforcement engages with our community, not what weapons they have to be able to do so,” Brooks said.Rothans explained that one scenario the BolaWrap can be used in, is in the case of confronting someone dealing with a mental health problem.“Basically the issue with the mentally ill or dealing with people in crisis, isn’t unique to one particular area in the U.S.. It’s the same issue we see in small towns in Minnesota, or big cities like New York or Los Angeles,” he said. “Police officers have really become the de facto social services”People with severe mental illness are involved in at least one in four fatal police shootings, according to a study done by the Treatment Advocacy Center.“There’s really no reason to send a badge and a gun into that situation when you can send a mental health professional,” Brooks said. For officers, Rothans says this is a safer option that buys the responder some time.“This restricts their mobility and slows that individual down to allow officers to put a plan into place,” he explained.“There’s no perfect scenario or perfect formula,” Moore said during his press conference announcing the use of the device. 2899

The Department of Education has opened a preliminary investigation of institutions named in the Department of Justice investigation into admissions scams, documents obtained by CNN show.Eight universities -- Georgetown, Stanford, UCLA, the University of San Diego, the University of Southern California, the University of Texas at Austin, Wake Forest and Yale -- received letters informing them of the preliminary investigation and requesting written answers to questions pertaining to the Justice Department's investigation. The questions include the names of employees charged, students whose admissions have been mentioned in connection with the case, and all admissions records and policies since 2009.The letters say that "this preliminary investigation will examine whether there is evidence of any violation of the law or regulations governing the Federal student financial aid programs. "Education Secretary Betsy DeVos said last week that the department would review whether any regulations were violated in connection with the scheme.Prosecutors have charged 50 people, including 33 wealthy parents, for carrying out a scheme to cheat on standardized tests and/or bribe college coaches, who then helped the prospective students gain admission by falsely claiming they were athletic recruits. In a statement, DeVos called the alleged actions by the parents, some of whom allegedly paid more than million to secure admission, "disgraceful.""Every student deserves to be considered on their individual merits when applying to college and it's disgraceful to see anyone breaking the law to give their children an advantage over others," DeVos said. "The department is looking closely at this issue and working to determine if any of our regulations have been violated."The nationwide scandal revealed in multiple indictments earlier this month rekindled conversations about fairness in and access to higher education, where the ability to pay, legacy status, and other connections have long played a role in admission. The Education Department investigates anti-discrimination standards for schools, oversees the organizations that accredit colleges and universities, and regulates eligibility and rules for federally-funded financial aid programs.Schools have 30 days to submit their responses.< 2317

The American Society for the Prevention of Cruelty to Animals provided tips on Tuesday on how to keep animals safe and healthy as the country deals with the spread of coronavirus. Here are the tips provided by ASPCA: Wash Your HandsAlthough there is no current evidence that suggests the coronavirus can be transmitted to or from companion animals, it's always a good idea to follow basic hygiene practices around animals. This includes washing your hands thoroughly throughout the day and before and after direct contact with your pets, their food or their supplies.Play it SafeWhile there have not been any reports of companion animals becoming sick from the virus, it is still recommended that people who are sick with COVID-19 limit contact with companion animals until more information is available. If you are sick or under medical attention for COVID-19, you should avoid close contact with your pets and have another member of your household care for your animals. If you must look after your pet, you should maintain good hygiene practices and wear a face mask, if possible.Stock Up on Pet SuppliesPrepare a kit with essential supplies to have on hand in the event of an emergency. Your emergency kit should include a 30-day supply of your pets' medications, as well as at least two weeks' worth of food and other supplies, like litter. Make sure all pets wear collars and tags with up-to-date identification information. Your pet's ID tag should contain his name, telephone number and any urgent medical needs. Be sure to also write your pet's name, your name and contact information on your pet's carrier.Designate an Emergency CaregiverProactively identify someone who could help with their short- or long-term care in the event you are unable to care for your pets. Consider a family member, friend, neighbor or a boarding facility.Create a Pet DossierIf your emergency caregiver's assistance is needed, make it easier for them by having all of your pets' information in one place. Consider including things like habits, food preferences, medical conditions and medications taken, veterinarian contact information, medical and vaccination records, and any behavioral tendencies. 2203
