SAN DIEGO (KGTV) - Chelsea Manning, a former Army intelligence analyst who provided classified information to Wikileaks, spoke Monday at San Diego State University.Manning was convicted in 2013 of stealing 750,000 pages of documents and videos relating to the wars in Iraq and Afghanistan.A judge convicted Manning - then known as Bradley Manning - on 20 counts, including violations of the Espionage Act.After the 2013 sentencing, the ex-intelligence agent changed her name to Chelsea Manning and became a transgender woman.During one of his final acts in office, President Barack Obama commuted Manning's 35-year sentence, giving her an early release date.RELATED: Chelsea Manning released after 7 years in prisonManning has since joined the lecture circuit. SAN DIEGO (KGTV) — Caltrans is starting a yearlong pilot program in San Diego to reduce wrong-way driving.The agency has installed markings at 30 locations that include red arrows and "DO NOT ENTER" written across the pavement that are only legible when driving in the wrong direction onto freeway ramps.The markings will stay up until the end of the year, according to Caltrans.The agency says that a previous three-year pilot program helped reduce wrong-way driving by 44% in San Diego. The program utilized special reflectors, sensors, and illuminated signs in early 2018.Now, those specialized reflectors have been installed on hundreds of miles of highways, according to Caltrans."The number of wrong-way drivers decreased significantly during the initial pilot program," said Caltrans Director Toks Omishakin. "The addition of these markings, along with what we have learned thus far, will go a long way as we continue to study ways to deter wrong-way drivers."While wrong-way crashes only account for less than 1% of all crashes on California's highways, they are often among the deadliest, Caltrans said."We are constantly looking for ways to improve safety on the transportation system," said Caltrans (San Diego area) District 11 Director Gustavo Dallarda. "If the testing of this new product is successful, it could provide a new tool to reduce wrong-way driving." 1383

SAN DIEGO (KGTV) – At least 10 people were arrested during demonstrations in downtown San Diego Wednesday night that were sparked by the grand jury decision in the Breonna Taylor case.ABC 10News learned there were initially two separate protests planned in the downtown area. Eventually, the two groups joined together.Protesters marched through downtown chanting and holding signs demanding justice for Taylor. The demonstration made its way to San Diego Police Department headquarters on Broadway.Shortly after 10 p.m., SDPD tweeted that there were acts of violence and vandalism and declared the protest outside headquarters “an unlawful assembly.”According to the tweet, the crowd was ordered to disperse or face arrest. The warrant used to search her home was connected to a suspect who did not live there, and no drugs were found inside.A grand jury in Louisville on Wednesday decided that no officers will face charges for Taylor's death.Prosecutors argued the two officers who fired at Taylor were justified in using force to protect themselves after they were shot at by Taylor's boyfriend.The officer who fired the fatal shot and another officer who fired his weapon at Taylor face no charges, but former Louisville Metro Police Department Detective Brett Hankison was indicted with three counts of wanton endangerment for firing shots that went through Taylor's apartment and into an adjoining unit.City News Service contributed to this report 2118

SAN DIEGO (KGTV) — County health officials say they are taking aggressive measures to contain a flu outbreak at San Diego's migrant shelter. At least 16 migrants have shown flu-like symptoms; all were recently flown to San Diego from Texas by the U.S. Department of Homeland Security Immigration and Customs Enforcement.Three migrants tested positive with a rapid influenza test."In order to take steps to prevent the spread of the disease we've become more aggressive in treating everyone with symptoms, regardless of when those symptoms started," said Dr. Dean Sidelinger, Deputy Public Health Officer for the County.RELATED: Flu outbreak sickens over 30 migrants at border centerBefore being admitted to the shelter, migrants undergo medical screenings.Migrants with flu-like symptoms are being isolated off-site in hotel rooms, along with their family members who are receiving preventative medicine.On Thursday, County Supervisors Dianne Jacob and Nathan Fletcher expressed their continued frustration with the federal government's handling of the migrant crisis. "Had we not taken these steps these migrant families would have been released by ICE at bus stops or transit centers without the medical screenings, without the treatment, without the attention, and without the help and support that we have provided. This could have proved disastrous for our region," said Fletcher. Fletcher says while they don't know how many people may develop flu-like symptoms in the days and weeks ahead, they are actively monitoring the population.
