MOHE, Heilongjiang, Feb. 3 (Xinhua) -- Some 1.318 million tonnes of crude oil had flowed through an oil pipeline from Russia's far-east to China by Jan. 31, a month after the pipeline began operating, an officer of the Chinese operator of the pipeline said.The pipeline, which originates in the Russian town of Skovorodino in the far-eastern Amur region, enters China at Mohe and terminates at Daqing City of northeast China's Heilongjiang Province.The facility withstood the test of the severe coldness since it was put into operation on Jan. 1 and no production accident has been reported so far, said Gou Hanghai, director of the Mohe administration station of the pipeline.The pipeline remains a daily oil delivering capacity of 42,000 tonnes, he saidThe 1,000-km-long pipeline will transport 15 million tonnes of crude oil from Russia to China per year from 2011 to 2030, according to an agreement signed between the two countries.Some 72 kilometers of the pipeline is in Russia and 927 kilometers of it is in China.

BEIJING, Feb. 18 (Xinhua) -- China needs to reform funding methods for scientific and technological research in order to boost the nation's innovation capabilities, said officials and researchers attending a conference in Beijing Friday.The management of the government-funded research projects should also be reformed, State Councilor Liu Yandong said at the national conference on science and technology work.Liu stressed that reform, innovation and cooperation should be the keys for China's science and technology work over the next five years, when the government would increase funding for research in new strategic industries, such as new energy, biomedicine and high-end manufacturing.Last year, central and local government spending on science and technology development totaled 380 billion yuan (57.8 billion U.S. dollars), Science and Technology Minister Wan Gang said at the conference.Over the past five years, central government spending on science and technology development had grown by around 20 percent annually.However, some researchers have complained problems in the funding system actually hinder innovation and progress.Inflexibility in the management of government funds allowed researchers little freedom to adapt projects to developments in their fields, said Li Zhenzhen, a researcher at the Institute of Policy and Management under the Chinese Academy of Sciences (CAS).Chen Jie, a research fellow of the CAS' Institute of Microelectronics, said some authorities which oversee the spending of research funds had been rather rigid."In some cases, they are more interested in spending most of the funds on new equipment than scientists," Chen said in an earlier interview with Xinhua. "Without decent pay, it is difficult to attract top scientists to work in China.""Having to solicit and lobby for funding to support the team's research projects leaves me no more than five hours a day for real research," Chen said.Top-level scientific brains are the key to the innovative capability of China, he added.A researcher attending Friday's conference echoed Chen's opinion."China manufactures 65 percent of the world's computers. But to my knowledge, we are still spending about 150 billion U.S. dollars annually to buy computer chips from overseas," the researcher told Xinhua on condition of anonymity.Wan Gang also said imported computer chips cost China more than crude oil purchases last year.But Wan believed that with breakthroughs in frontier areas such as cloning, manned space flight, moon exploration and supercomputers, China could expect a leap in science and technology development in the near future.In October last year, China successfully launched its second lunar probe, Chang'e-2.A month later, Chinese supercomputer Tianhe-1A, which can perform 2.57 quadrillion computing operations a second, was ranked the world's fastest in the TOP500 list compiled by U.S. and European researchers.

LOS ANGELES, March 5 (Xinhua) -- Law enforcement agencies are now using smart phones to track and arrest graffiti vandals in Los Angeles, a newspaper report said on Saturday.The graffiti-tracking program, spearheaded by the Tracking and Automated Graffiti Removal System, or TAGRS, allows graffiti- cleaning crews equipped with smart phones to photograph the markings and upload them to a Los Angeles Police Department (LAPD) database, the Los Angeles Times said.The photos are used to gather evidence for prosecution and restitution, the paper quoted city officials as saying.Once the graffiti suspects' identities are discovered, the information is added to the TAGRS database and may eventually uncover incidents involving the same suspects, the paper said.The LAPD launched a pilot project in 2009 in Van Nuys near Los Angeles, modeling its version on one run by the Orange County Sheriff's Department, according to the report.The program is now anchored at four LAPD stations, Van Nuys, Hollenbeck, Central and Harbor, said Mayor Antonio Villaraigosa's spokeswoman Casey Hernandez.Los Angeles spends about 10 million dollars a year cleaning up graffiti, Hernandez said.

  

  

JAKARTA, April 27 (Xinhua) -- Marine scientists will begin conducting an ecological survey in eight locations throughout the resort island in Indonesia's Bali province that could be developed as marine managed areas due to their biodiversity and coral structure, the Jakarta Post quoted an expert as saying on Wednesday.The survey, which will take place from April 29 to May 11, will be carried out by four international scientists and local scientists from universities.Ketut Sarjana Putra, the marine program director with Conservation International Indonesia, said Tuesday the survey was aimed at identifying marine species and their population in each of the eight locations.Selected from 25 potential marine conservation zones, the eight locations are Pulaki and Pemuteran, Lovina, Les Village, Tulamben and Amed, Padangbai, Nusa Penida, Bukit Uluwatu Peninsula and Perancak Beach. "We will go around Bali, starting from Sanur in the south, heading east, then covering the northern and the western areas, then back to the south," Ketut told the daily.The survey is part of a process to build a network of marine protected areas to effectively manage the island's marine and coastal resources to sustain environmental and socioeconomic value and benefits, with priority given to the eight locations.
