LEMON GROVE, Calif. (KGTV) - Supporters of a sales tax increase in Lemon Grove plan to gather signatures for the final time this weekend in hopes of qualifying a ballot measure that they say is needed to save the city from disincorporation.Facing gloomy revenue projections in a city with the lowest sales tax rate in the county, supporters want to put a three-quarter cent increase before voters on the March ballot.Without the hike, the city might be forced to dissolve into the county, which would take possession of city assets and likely sell City Hall, said councilman Jerry Jones."We've done all the cuts that we can do," he said. "We're in worse shape than we were 10 years ago."The city spends roughly 80 percent of its budget on public safety, leaving little for infrastructure and other programs like addressing homelessness, Jones said.The tax hike would generate 3 million dollars, raising the city's total sales tax revenue by 38 percent, he said.At the Grove Grinder restaurant, business owner Sharon Jones is skeptical of the doomsday scenario."I think it's just a scare tactic," she said.She thinks the city should help its business community grow, and says raising the sales tax might do just the opposite."There are more businesses closing down here in lemon grove. If they think they're getting the sales tax that comes from businesses, they're not going to get as much as they think they're going to get," she said.Councilman Jones was once opposed to a tax increase too, but now he say it's necessary."There are just no other alternatives if we want to stay a city," he said.Supporters have until September 30 to gather 1,489 signatures to qualify for the March 2020 ballot."We think we can" get enough signatures by the deadline, said Yadira Altamirano, one of the proponents of the Lemon Grove Tax Measure. LAKE CHARLES, La. — A Confederate statue has fallen victim to Hurricane Laura.The South’s Defenders monument has stood since 1915 outside a courthouse in Lake Charles, Louisiana, where local authorities voted 10-4 this month to keep it in place.The statue was reportedly erected to honor Confederate soldiers from the area and other towns across the South. Critics call it a symbol of racism that glorifies slavery.But a Calcasieu Parish official said they asked for public comments, and got 878 written responses against relocating the monument, and only 67 in favor of moving it.Now the pedestal is empty, and the Confederate statue is in pieces on the ground, victim to a Category 4 hurricane that struck the city early Thursday. 740

LA MESA (KGTV)— Meteorologists are predicting a wet Christmas week in San Diego. 10News revisited residents at the San Diego RV Resort in La Mesa that dealt with a Thanksgiving flood to see if they are prepared for the next set of thunderstorms. Taylor Jaime showed 10News around the RV resort. "She [My mother] was cooking a turkey at my sister's house for Thanksgiving," Jaime remembered. She said she never got to enjoy that turkey after her home got washed away. Jaime and her family live at the San Diego RV Resort full-time. On Thanksgiving day, heavy rains inundated the ravine that runs parallel to the resort. "So the water started coming over this [the wall]," Jaime motioned. The retaining wall collapsed and the water came up waist-high, destroying two of her cars, their 40-foot trailer and everything inside. Unfortunately, their the new RV was insured at the time of the storm. "The water was so nasty. There was crab, there was fish in the trailer," Jaime remembered. According to the Federal Emergency Management Agency (FEMA), the RV resort is right in the middle of a heavy flood zone. The resort staff told 10News they just finished rebuilding the wall Saturday. In the last month, Jaime said she saw Caltrans and California Conservation Corps workers clean up some of the debris, but she fears another collapse. "The water won't be able to go through. It'll get stuck down there, like last time," pointing at the west end of the resort lot.With heavy rains forecasted during Christmas week, some of Jaime's neighbors have already lined sandbags along their lots. Lucky for Jaime and her family, they have a spare trailer, albeit an older and smaller one. They parked it away from the ravine and closer to the entrance gate. Six people and several small animals are now crammed inside the trailer. They didn't skimp on holiday decorations, though."We are still in the spirit," Jaime said. "It's not going to bring us down. We are still a family. We still have each other. And that's what matters the most."10News reached out to San Diego RV Resort's parent company for comment to see if they are making other preparations ahead of the storm. (AP) - Lake Elsinore’s Walker Canyon, site of a magnificent super bloom of poppies, reopened Monday after “Disneyland size crowds” overwhelmed the small Southern California city, creating what officials called a “miserable situation.” Social media photos showed heavy traffic on Interstate 15 near Lake Street and Nichols Road Sunday, where many visitors stopped and parked illegally to enjoy the flower fields. The California Highway Patrol issued a Sig Alert Monday and shut down the Lake Street offramp to control the situation. Despite the start of the work week, the number of visitors remained high Monday due to spring break, according to Nicole Dailey, assistant to the Lake Elsinore city manager. Dailey was not able to estimate the amount of people traveling to the flower fields. Four people were hurt over the weekend, Dailey said. Lake Elsinore businesses saw a boost, Dailey reported, but it has been “too much of an increase.” Starbucks emailed city officials saying they were overwhelmed by the demand and couldn’t keep up. “This weekend has become unbearable Lake Elsinore,” city officials posted, adding “it has been miserable and has caused unnecessary hardships for our entire community.” Lake Elsinore also reached out to other law enforcement agencies for assistance. “We have brought in all available staff, as many outside traffic controllers that we could, more shuttles, and our small City can not sustain crowds of this magnitude,” city officials said on Instagram. “We have reached out to our neighboring and county agencies for help. We have reached out to Caltrans. We have reached out to CHP. We are running out of options.” Sunday afternoon, city officials shut down the golden hillsides due to the crush, saying they were “truly trying to do the best and right thing.” Lake Elsinore officials reopened Walker Canyon Monday, saying they didn’t have the resources available to enforce a closure.
