SAN DIEGO (KGTV) -- The San Diego county Sheriff’s Department is investigating after a man died following what was believed to be a fight at Pala Casino early Saturday morning.According to the department, the man was taken to the hospital by ambulance from the 4700 block of Highway 76. He was pronounced dead just before 8 a.m.After an initial investigation, the department believes he was in a fight with another man in the parking lot of Pala Casino around 6:30 a.m.The department’s homicide unit is investigating, but at this time, no further details or identities of the victim or suspect have been released. 621

SAN DIEGO (KGTV) - The U.S. Attorney's Office of Southern California announced charges Friday against a man in the death of a Camp Pendleton Marine who had an overdose in his barracks.The unidentified Corporal was found unresponsive on the floor near his computer chair on January 29, 2017. He was wearing headphones and appeared to have been playing video games, investigators said.An autopsy determined the Marine died of fentanyl toxicity. A pill found on the headboard near a powdery substance and a rolled-up dollar bill tested positive for fentanyl.A complaint unsealed Friday detailed drug charges against 25-year-old Kyle Shephard of San Marcos.Investigators said Shephard met the victim in November 2016 and sold him fentanyl and other drugs multiple times over three months.Shepard acknowledged the pills could lead to an overdose, according to the complaint.In December, Shephard was arrested and charged with possessing for distribution roughly 2,000 fentanyl pills.“What a senseless tragedy that another young life has been lost because of fentanyl,” said U.S. Attorney Adam Braverman. “This Marine was serving his country and had his whole life ahead of him. We are going to hold dealers accountable for the deaths that result from their reckless disregard for human life.”Shephard will be in court March 6 for a detention hearing.  1369

SAN DIEGO (KGTV) - The purple most restrictive tier for coronavirus guidelines goes into effect Saturday forcing many museums around San Diego County to close their doors once again."It really wasn't a surprise and when this all first started happening I think we realized that there wasn't going to be a magic date that everything was going to be better," James Haddan, Senior Director of Development and External Communications at the Museum of Us, said they've been anticipating the county's fall back into the purple tier."We made some hard choices initially, right away," Haddan said they made difficult cuts to staff at the beginning of the pandemic, hoping to sustain for the next two years."It has been extremely difficult for arts and cultural organizations throughout the city and Balboa Park would be no different," Executive Director of the Balboa Park Cultural Partnership Peter Comiskey said.Comiskey said while many of the museums must close, there are still things to do at the park. The Japanese Friendship Garden, Spanish Village, and restaurants are open.In La Jolla, the Birch Aquarium is shifting too. They reopened in July and are creating as many exhibits as they can outside. SAN DIEGO (KGTV) - This record hot summer was the first that San Diegans had to pay the state's new high-usage charge on their electric bills. It led to bills as high as 0, and complaints pouring into San Diego Gas and Electric. Now, the utility says the charge - meant to discourage high use - isn't working and should be eliminated."We want to move forward to eliminate this charge and help our customers," said SDG&E spokesman Wes Jones.Jones said the utility understands the frustration over summertime bills. Nearly 81,000 households were hit with the high-usage charge in August, a month with record heat.RELATED: Making It in San Diego: Families stunned by high electric bills"We heard from folks that they needed that much energy to run their A/C and tried to stay cool," Jones sadi. "We think that's very important. We want to make sure they are comfortable."SGG&E now plans to ask the state Public Utilities Commission to eliminate the charge altogether."You hopefully will see a reduced shock and awe bill," Jones said.But questions remain about the proposal. The high-usage tier is just 7 cents more per kilowatt hour than the next lower tier. SDG&E also wants to expand options, like qualifying customers with plans that have lower rates - like the ones for those with electric cars. SDG&E also proposes to change its scheduled cash credits to all hit in August to help with the year's most expensive months.The utility will also ask the Public Utilities Commission to review its baseline rates - which sets tiers from the coast to the mountains. SDG&E also hopes to combine summer and winter prices for a lower year round rate. SDG&E plans to submit the proposal to the commission in the coming months. The priority application period ends Aug. 2. Ellie Solorio is about to complete the program in Front End Development. She just landed a job at Petco, doubling her pay from her prior positions, such as in retail and administrative work."I mean it hasn't even sunk in yet really, but it's a complete sense of hope at the end that there are things I need to take care of and now I will be able to," she said.Participants get access to education and career services, which is paid for through the fund. Then, once they are done, they begin making payments based on their income for 36 to 60 months. Graduates make payments of 6% to 8% of their annual salary only if they are earning at least ,000. The money goes back into the fund that pays for the next group of cohorts. "With a student loan you're paying that back regardless of whether or not you are securing a job upon graduation," said Adrienne Chuck, an Income Share Agreement Analyst with the San Diego Workforce Partnership. "With an Income Share Agreement, you only pay it back if you secure a job and get a minimum salary."No student will ever pay more than ,800, according to the program's website.According to UCSD Extension, the programs currently offered cost ,875 for Java Programming, ,775 for database management, and ,400 for user experience design.
