SAN DIEGO (CNS) - The San Diego City Council voted Monday to place two ballot measures on the March 2020 ballot, including a hotel tax hike that would fund a convention center expansion, homeless services and infrastructure improvements.The tax increase proposed by San Diego Mayor Kevin Faulconer would raise the city's transient occupancy tax from 10.5% to as high as 15.75% in certain areas of the city, which supporters argue would reap an estimated billion over 42 years.The funding would allow the city to purchase a parcel of land adjacent to the convention center that is currently owned by Fifth Avenue Landing. Currently, the mayor appoints a city auditor candidate to serve a 10-year term."The city auditor is vital to holding city administration accountable and ensuring taxpayer dollars are spent properly," Sherman said in a statement. "The administration shouldn't be in charge of choosing who is overseeing the administration. This ballot measure will help ensure this important position is truly independent."Under the proposed measure, the Audit Committee would recruit and choose three candidates for the city auditor position. The council would then choose one of the three candidates to serve as the city auditor for a pair of five-year terms.Since the position was established in 2009, the city has only had one official city auditor, Eduardo Luna, who served nearly all of his term before leaving for a similar position with the city of Beverley Hills in October 2018.Sherman, the Audit Committee chair, proposed the measure after Faulconer appointed DeeDee Alari, a deputy director in the city treasurer's office, to the position in July. SAN DIEGO (CNS) - San Diego County public health officials have reported 306 newly confirmed cases Sunday and no additional deaths from COVID- 19, bringing the county's totals to 29,883 cases and holding the death toll at 565.No new community outbreaks of COVID-19 were identified Saturday. In the past seven days, 37 community outbreaks were confirmed.Of the 5,655 tests reported Saturday, 5% were positive. The 14-day rolling average percentage of positive cases is 5.3%. The state's target is fewer than 8% of tests returning positive.Of the total positive cases, 2,577 -- or 8.6% -- required hospitalization and 652 -- or 2.2% -- were admitted to an intensive care unit.According to county data, 57% of adult San Diego County residents have underlying medical conditions such as high blood pressure, heart and lung disease, cancer, diabetes and obesity. These conditions put such people at higher risk for serious illness should they contract COVID-19.Of the total hospitalized during the pandemic due to the illness, 71% have been 50 or older. The highest age group testing positive for the illness are those 20-29, and that group is also least likely to take precautionary measures to avoid spreading the illness, a county statement said."Some San Diegans think they're not going to get sick and therefore are not following the public health guidance," said Dr. Wilma Wooten, the county's public health officer. A total of eight faculty or staff members have tested positive and 13 "visitors," people who have had exposure with an SDSU-affiliated individual, have tested positive.The number of confirmed cases was 1,030, with 42 probable cases.The information is based on cases reported to Student Health Services by an individual or by a public health official. SAN DIEGO (CNS) - San Diego Superior Court officials warned the public Thursday about a scam targeting the Hispanic community in which a scammer reportedly threatens to arrest people unless they pay for items they never ordered.According to court officials, a woman recently showed up at court looking for a fictional courtroom number. She had been told there would be a hearing on her refusal to pay for items the scammer said she purchased.The woman was told to either pay ,500 or be taken to court. When she came to the courthouse, the woman discovered there was no such case and the threat was a scam.When court staff dialed the phone number provided to the potential victim, the person who answered said she would only speak in Spanish.Superior Court officials are now warning vulnerable non-English speakers about the scam."It appears these scammers are targeting members of the community they believe won't go to authorities or show up at a courthouse," said Executive Officer Michael Roddy. "It appears they believe they can just take the money and no one will report them."These scams happen every year; sometimes they tell people there are charges for failing to show up for jury services or charges for clearing up arrest warrants; this time it's charges for not paying for ordered items," Roddy said. "Once again, we want the public to know the court or law enforcement will not call you with this type of issue and court will never, ever demand cash as the way to make charges go away."The public is told to simply hang up or contact law enforcement if the scammer gets aggressive. 1604
