NEW YORK — Tropical Storm Fay battered the Northeast Friday, not only drenching the region but causing rip currents, flooding, and bringing with it dangerous winds that damaged vehicles and prompted power outages.The storm brought heavy rain and gusty winds throughout the day, causing Flash Flood Warnings and advisories across the region. Parts of New Jersey, New York City and Long Island experienced flooding in some neighborhoods.Periods of heavy downpours continued through the afternoon and evening hours.Despite the downpours, the storm weakened after making landfall Friday afternoon.The storm system was expected to bring 2 to 4 inches of rain, with the possibility of flash flooding in parts of the mid-Atlantic and southern New England. That’s down from earlier forecasts of about 3 to 5 inches of rain.The fast-moving storm developed late Thursday afternoon off the coast of North Carolina and made its way to the tri-state area by late Friday morning.Tropical Storm Warnings, and Flash Flood Warnings and Watches and Flood Advisories, were issued for New York City and the surrounding areas as Fay was expected to bring torrential downpours and gusty winds of 39 to 57 mph.A Tropical Storm Warning remains in effect until further notice.Fay is the first Tropical Storm Warning in the New York area in the month of July since Hurricane Bertha in 1996.Strong winds could cause tree limbs and other objects to fall, leading to power outages. Thousands of residents in New York and New Jersey have reported power outages across the state.Along the coast, Fay caused heavy surf, creating some beach erosion along coastal sections. The risk for dangerous rip currents will be high and swimming is not advised. Despite all these issues along the coast, the risk for a storm surge will be minimal.Conditions may improve as early as Saturday morning. The sun will break out and temperatures could approach 90 degrees. During the afternoon, a cold front will approach bringing the risk of scattered showers and thunderstorms.It remains hot heading into Sunday with highs at around 90 again. NEW YORK — As people across the world prepare for holiday celebrations, Mayor Bill de Blasio announced new COVID-19 quarantine advisories for those traveling to New York City.The order goes into effect immediately.Amid concerns of a new COVID-19 variant found in the United Kingdom, those traveling from the UK will be personally served a Department of Health Commissioner’s Order to quarantine by the Sheriff’s Office.There will also be a follow-up door knock by the sheriff’s Travel Unit to make sure people are complying, according to the mayor.All other travelers coming to the city will receive a Department of Health Commissioner’s Order to quarantine via certified mail.Those who do not comply will be issued a ,000 fine the first day and another ,000 for each additional day.“If you don’t follow the quarantine, you’re endangering everyone in the city,” Mayor de Blasio said.The mayor also encouraged New Yorkers to avoid traveling during the holidays, stay local and celebrate with their immediate household.“The best gift you can give is to make sure the people you love will be able to gather together and next year in 2021."The new compliance order comes as Gov. Andrew Cuomo said he will be working with several hospitals across the state to test for the new variant to see if it’s already in New York and to “isolate it immediately.”Three airlines that travel from the U.K. to New York have already complied with the governor's request to have passengers test negative before boarding a flight. Newly released police body cam shows Waffle House shooting suspect Travis Reinking in East Tennessee two months before the Antioch attack.It's video from a motel in Alcoa, where Reinking was staying in February while working on a construction project. Full Coverage: Antioch Waffle House ShootingOne clip showed one of his several run-ins with the law. One of those run-ins happened just two months ago.Reinking told the officer someone kept knocking on his window and yelling. However, it was a woman who called police on him for allegedly threatening her in a violent manner. "They'll be talking loud at night, knock on the windows and walk off, and I don't know who it is,” Reinking said in the clip. Samantha Veals said she was trying to put her kids to sleep when she heard Reinking yelling.She told him to be quiet, at which point he allegedly charged inside her motel room, balled up his fist and laughed at her when she screamed.  Reinking admitted to police that he yelled at Veals but denied charging at her. He checked out of the motel that night and Veals opted to not press charges. Reinking?was arrested Monday and charged with four counts of criminal homicide, four counts of attempted murder and one count of unlawful gun possession in the commission of a violent felony.  The Waffle House reopened Wednesday and for the next month, is donating 100 percent of its proceeds to the victims of the attack.  More:  1514
