SAN DIEGO (KGTV) - Filipino World War II veterans who fought under the American flag were honored at a luncheon in Lincoln Park on Sunday. The event took place at the Jacobs Center for Neighborhood Innovation on Euclid Avenue.More than 260,000 Filipino and Filipino American soldiers served the United States during the war, but their service was unrecognized for decades.That changed when the Filipino Veterans of World War II Congressional Gold Medal Act of 2015 was passed and then signed into law by President Obama in 2016.The veterans were honored with a bronze replica of the Congressional Gold Medal (CGM) for their service and sacrifice during World War II. A CGM is the highest civilian honor that Congress can bestow.A total of 61 veterans were honored, with many family members accepting the honor for vets who have passed away. Ten living veterans were present to receive their medals.10News reporter Melissa Mecija emceed the event.  1020

SAN DIEGO (KGTV) - Driving under the influence arrests have dropped noticeably in cities where ride sharing programs have expanded, a new study says.An analysis performed by Moll Law Group and the University of California says DUI arrests in San Diego dropped 32% from 2015 to 2016.The study also looked at four other major cities with declines in California: 28% in San Jose, 26% in Sacramento, 14% for Los Angeles and the San Francisco-Oakland area.“We still seeing quite a few impaired people, they’re just not sitting in the front seat,” said Mark McCullough with San Diego Police Department’s traffic division.McCullough says the declining trend began a few a years ago when more new forms of transportation became available.“Five years ago we’d run a DUI checkpoint on a Friday night and we’d arrest 20 people and up,” said McCullough, “now on any given Friday if we arrest 10-15 people that’s a busy night for us.”Experts believe there may be other reasons behind the figures declining, but it’s still a number they don’t mind going down.“You’re not using your brain to your full potential if you get arrested for a DUI,” said McCullough, “there are just so many forms of alternative transportation.” 1225

SAN DIEGO (KGTV) - Flooding from a fire service line threatened Wednesday to buckle a portion of a North Park street, blocks from the sites of several significant pipe breaks.The rupture was reported about 4:30 a.m. at the intersection of Polk Avenue and Kansas Street. The road buckled about 12 inches and water spilled onto half the roadway.Within an hour, the water department reached the scene to evaluate the situation. A city spokesperson tells 10News the break was on a fire service line, the pipe connecting a fire hydrant to a water main. They also said no one is without water, and that the break would be repaired the same day. SAN DIEGO (KGTV) - Friends are grieving the loss of a young man killed in a South Bay crash that also sent five teenagers to the hospital. "This is like a bad dream and I want to wake up," said Ivan Nares.Nares says he got a heart-stopping call from his brother Gustavo, 18, from the emergency room Wednesday morning."He said, 'Ivan, Ivan, I need you. Please come,'" said Nares.RELATED: Driver killed in Otay Mesa SR-905 crash, several others injuredNares rushed to San Diego from his Tijuana home. His brother was a passenger in a Chrysler 300 packed with teens after a night at an indoor trampoline park.The CHP says around 9:15 p.m. Tuesday, the car was headed south on State Route 905 going at a high rate of speed when it hit the center divide near the Beyer Boulevard off-ramp. The 21-year-old driver was thrown from the car and died at the scene.Three males and two females, ranging from 15- to 19-years-old, were rushed to hospitals. Among them was Nares' brother, who suffered a fractured pelvis and two broken legs. He is uninsured. Gustavo is an amateur boxer and a recent graduate of San Ysidro High. He was in the process of applying to college. Instead, he faces a tough road to recovery."The advice give to all the people, especially young people is don't drive like you are in a 'Fast and Furious' movie. Be cautious. You're not just playing with your life. You're messing with other people's lives," Nares said.Nares has yet to tell his brother that his friend died in the crash. He's waiting for the right time.
