SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. SAN DIEGO (KGTV) -- An outage caused by a mylar balloon briefly left 2,000 people without power in several San Diego neighborhoods Tuesday night. According to the San Diego Gas and Electric outage map, 1774 people in Old Town, Mission Hills and Hillcrest were affected by the outage. SAN DIEGO (KGTV) - A teenager was struck by a San Diego trolley near Petco Park less than an hour after the end of the Padres opening day game.The incident happened about 5:30 p.m. at 600 Park Blvd., near Market St. The location is several blocks from the ballpark and was busy due to fans leaving the game.The 19-year-old man who was hit was conscious and breathing, officials said. There was no word on the nature of any injuries or the impact on trolley service.Emergency officials did not indicate whether the teenager had attended the Padres game. 565

SAN DIEGO (KGTV) — Ahead of the Halloween weekend, San Diego State University is issuing a stay-at-home advisory for all students.The college said following the CDC's discouragement from participating in Halloween or social events where physical distancing cannot be done, as well as San Diego County's recommendation to avoid similar gatherings, a temporary advisory for students will go into effect from Friday, Oct. 23, at 6 p.m. through Monday, Nov. 2, at 6 a.m.Under the advisory, students are encouraged to stay home unless for an essential need.The university says it will continue to enforce the campus' COVID-19 policies against large gatherings off-campus, including recent reports of social events in the College Area that have drawn dozens of students together without physical distancing or mask wearing. Since Aug. 24, nearly 900 notices of alleged violations of the campus' COVID-19 policy have been issued."It takes only one person, even one who is asymptomatic, to create a public health risk. SAN DIEGO (KGTV) -- A two-car collision killed at least one person in San Ysidro early Friday morning.According to the California Highway Patrol, the crash happened around 5:15 a.m. when a red car got off state Route 905 at the Caliente Avenue exit, then hit a sign before crashing into a black SUV.The SUV spun around and landed in a nearby ditch. That driver was taken to the hospital with unknown injuries. The driver of the red vehicle died at the scene.The cause of the crash is unclear. Caliente Avenue was closed for a few hours while CHP investigated. 567
