CAMBRIDGE, Mass. – The U.S. government will pay Moderna Inc. up to .525 billion to secure 100 million doses of the company’s COVID-19 vaccine candidate.The U.S. Department of Health and Human Services (HHS) and Department of Defense (DoD) made the announcement Tuesday.HHS says Moderna will manufacture the vaccine doses while clinical trials are still underway to expedite the traditional development timeline and get vaccines to the public as soon as possible.The Trump administration hopes to deliver the vaccines by the end of the year, so long as the U.S. Food and Drug Administration (FDA) authorizes their use.“In creating a vaccine portfolio for Operation Warp Speed, the Trump Administration is increasing the likelihood that the United States will have at least one safe, effective vaccine by 2021,” said HHS Secretary Alex Azar. “Today’s investment represents the next step in supporting this vaccine candidate all the way from early development by Moderna and the National Institutes of Health, through clinical trials, and now large-scale manufacturing, with the potential to bring hundreds of millions of safe and effective doses to the American people.”HHS says the vaccine doses will be delivered to government-designated locations across the country and the U.S. could acquire up to an additional 400 million doses of the vaccine.If viable, the vaccines would be available to the American people at no cost, according to HHS. CHANDLER, Az. -- The Chandler Police Department in Arizona says it may file charges against Lori Daybell in connection to the death of her late husband, Charles Vallow, but that the decision to ultimately charge her will come from the prosecutor's office.Lori has since remarried and said in a court hearing that she prefers to be referred to by her new last name, Lori Daybell.In a statement, a spokesperson for the Chandler Police Department said "if and when" charges are sent over to the Maricopa County Attorney's Office, they will include conspiracy to commit murder."Ultimately, whatever charge is sent over to the prosecuting agency by the Chandler Police Department, it is at the decision of the prosecutor," the police agency said in its statement.Charles Vallow was killed last summer in Chandler.In January of 2019, he made a call to Gilbert police asking them to conduct a welfare check at their home because he hadn't heard from his children, JJ and Tylee, in the two days prior. Rexburg police in Idaho began the search for the children in November 2019.He is currently in jail awaiting trial on several criminal charges, including destruction, alteration or concealment of evidence. He has pleaded not guilty.Vallow is being held at a jail in Madison County, Idaho and is also charged with misdemeanor resisting or obstructing officers, criminal solicitation to commit a crime and contempt of court. (KGTV) - A new law, passed unanimously by the Carlsbad City Council, will allow any place with a license to serve food and alcohol to also host live entertainment.Previously, only places that served primarily food were allowed to have live music or shows."What we’re looking at is more of the solo artist, the pianist, more of the acoustic music that we’re seeing a trend in the rise all over," says City Village Manager Claudia Huerta.The city hadn't updated its live entertainment rules since 2017. Huerta says business owners had requested the change to keep pace with other similar coastal cities. Now, they can apply for a permit to have live entertainment, including music, DJs or other performers like hypnotists and comedians."The village is a special place," says Zac Markham, who owns Humble Olive Oils on State Street. "I really think this will raise bar of the village and make it a place to be for Carlsbad and all of our county."Not everyone is excited about the change. Some neighbors worry that more music will lead to more people and more problems, especially late at night."The whole purpose of that is to get more business, right? I understand, that’s a valid business reason," says Carlsbad Barrio resident Simon Angel. "But is it appropriate for the communities that are going to be impacted by it? We already have people walking through at night. Sometimes they stop and relieve themselves or they get sick in people's front yards."Huerta says the city is working to make sure that doesn't happen. Every application for an entertainment permit will be reviewed by the police.
