SANTA ANA (CNS) - With coronavirus cases spiking, Orange County officials Wednesday ordered the closure of all bars effective at midnight and continuing until further notice, while Newport Beach officials voted to close their beaches for the Fourth of July weekend.The county order affects all bars, pubs, breweries, and brew pubs that do not offer dine-in meals. Establishments that do serve dine-in food can only sell alcohol in the same transaction as a meal.The closure order was expected ahead of the holiday weekend, given similar action already taken in surrounding counties of Los Angeles, San Diego and Riverside. Orange County officials expressed concern that if they did not act, the county would become a magnet for holiday revelers from across Southern California."While we would prefer not to close bars at this time, many of our neighboring counties have closed their bars, and it's important to take precautions to ensure the safety of the general public," County Supervisor Michelle Steel said in a statement.In an emergency meeting, Newport Beach City Council members voted 6-1 to close the city's beaches from 10 p.m. Friday through 6 a.m. Sunday. City Councilman Kevin Muldoon was the lone no vote.Mayor Will O'Neill said he agreed with Muldoon that there hasn't been an uptick in transmission of the virus due to beach activities and added, "I don't understand why LA County closed their beaches. I really don't."But since Los Angeles County and Laguna Beach have closed their beaches on Fourth of July and the state has closed parking for beaches in Orange County, Newport Beach will see an already popular holiday draw even more beachgoers than usual, O'Neill said.Also, two lifeguards have tested positive for COVID-19 and 23 others who were exposed to the ill lifeguards are now in quarantine, O'Neill said. Other lifeguards are showing symptoms, the mayor added.The mayor said the fastest growing demographic of infected patients are in their 20s and 30s."They're going to bars, going to house parties, not doing a great job of social distancing," O'Neill said, adding that he hopes they will now "take this seriously" as officials have to retreat on business and beach activity."I cannot in good conscious add more onto our lifeguards," he said. "We just can't responsibly ask our lifeguards to do more with less."O'Neill also implored beachgoers to stay away during the holiday weekend."Don't make our lifeguards and police chase you off," he said. "This is a hard enough year... This is a time we step up to where we need to be."The county's bar closure decision came on a day when county health officials announced 570 more coronavirus cases and five more deaths, bringing the county's totals to 14,413 cases and 345 fatalities. On Tuesday, the county reported a one-day record 779 newly confirmed cases.Last week was the deadliest of the pandemic in Orange County, with 56 deaths reported. Since Sunday, the county has reported 22 fatalities.The number of hospitalized patients in Orange County rose from 510 on Tuesday to 542 Wednesday, with the number of patients in intensive care increasing from 176 to 192.The county has performed 241,027 COVID-19 tests, with 7,642 documented recoveries as of Tuesday.Gov. Gavin Newsom said earlier this week that Orange County, along with Solano, Merced and Glenn counties, had been added to the state Department of Public Health's watch list due to increasing percentages of positive tests.The county's case rate rose from 115.2 per 100,000 residents on Tuesday to 126.4 per 100,000 on Wednesday. The positive test rate increased from 9.9% to 10.4% on Wednesday, according to health officials.The state has set a desired standard average of 25 positive cases per 100,000 over a 14-day period, and a seven-day average positivity rate of 8%.The three-day average increase of hospitalized patients is 9%, creeping up on the state's threshold of 10%. But that is down from 9.7% on Tuesday.Health officials insisted Orange County is in good shape in terms of hospital beds available. The county has 38.2% of its intensive care unit beds available, above the state threshold of 20%, and has 64.6% of its ventilators available, above the state standard of 25%.The city of Laguna Beach, which had already canceled its planned Fourth of July fireworks display, will close its beach on Saturday. The City Council also left open the possibility of extending the closure throughout the weekend if larges crowds begin to gather.County Supervisor Andrew Do urged all residents and business owners "to be extra cautious this holiday weekend."Supervisor Lisa Bartlett warned Tuesday that since the county has been managing cases at congregate living facilities, the current spike in cases is the result of community transmission.The best way to stem the tide of community transmission is to encourage facial coverings and social distancing, she said.Do on Tuesday announced a contract with Latino Health Access for a new program providing more outreach to residents in the county's hot spots of Santa Ana and Anaheim."There is no question in my mind now for the need for social distancing, good sanitation practices and face coverings," Do said."With the Fourth of July weekend coming if we are not careful about protecting each other we may reach a point where we need to shut down parts of the county and economy."The escalating numbers of infections and deaths "should really silence to a large degree any debate over the necessities for these measures I mentioned earlier," Do said. "It's no longer a political question or issue -- it's really a health issue."Eight out of the 10 highest case rates in the county are in Anaheim and Santa Ana, Do said.Do said he expected a rise in cases when the economy was reopened, "But I have to admit... within the last two to four weeks they have been a little bit alarming."Do emphasized that people living in the nation illegally should not fear participating in the new outreach program for local residents."Undocumented immigrants should not be fearful about being tested," Do said. "No immigration status will be asked or shared with anyone... We want to be culturally sensitive and respond effectively in a way that will penetrate these disadvantaged communities."The program will also include a mobile response team to help stem any spread in schools when they reopen, Do said. 6391

(KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron.She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. SANTA ANA (CNS) - District Attorney Tony Rackauckas said today the murder indictments of five people -- including a man aiming to lead the Orange County chapter of the Mexican Mafia -- will send a message that investigators are disrupting activities of the notorious prison gang."Our hope is this certainly will disrupt what they're doing right now," Rackauckas said. Five men were indicted in March in connection with the Jan. 19, 2017, killing of 35-year-old Robert Rios in Placentia.Rios was killed for allegedly not paying "taxes" to the gang on drug sales, Rackauckas said. Johnny Richard Martinez, 42, Gregory David Munoz, 30, Ysrael Jacob Cordova, 33, Ricardo Valenzuela, 38, and Augustine Velasquez, 22, were all indicted for the killing.They're also facing a special circumstance allegation of murder during a robbery, which could open them to the death penalty.They are also charged with conspiracy, participating in gang activity and burglary, and they face sentencing enhancements for gang activity.Cordova also faces a sentencing enhancement for the personal discharge of a gun causing death and the other defendants face a sentencing enhancement for the vicarious discharge of a gun causing great bodily injury, according to court records.Several law enforcement experts say Martinez, who had been organizing a hunger strike in the Orange County Jail, is gunning to replace Orange County Mexican Mafia boss Peter Ojeda.There has been a void in the gang's leadership since Ojeda died June 7 at the age of 76 while serving a prison sentence for continuing to run the gang from a prison cell.The hunger strike ended Friday evening when the last inmate accepted meals, according to Ran Grangoff, a spokesman for the Orange County Sheriff's Department. Undersheriff Don Barnes told City News Service on Friday that investigators suspected the hunger strike was a ploy by Martinez to get moved to a cell where he would have more freedom to get messages out to his gang.Martinez has signaled he may want to represent himself on one of his cases, so he would be given more access to a phone and other communication resources, said Senior Deputy District Attorney Dave Porter, the prosecutor on his case.Martinez was serving a prison sentence for murder in 1994 when he allegedly helped orchestrate Rios' killing, according to court records.He had been sentenced then to 15 years to life in prison, Rackauckas said. Martinez is also charged in connection with the attempted murder in Placentia in August 2017 of Gregory Munoz -- one of the defendants now indicted in connection with the Rios killing in January of last year.Also charged in the attack on Munoz were Robert Martinez, 36, Frank James Mosqueda, 39, and Omar Mejia, 30.According to one of the attorneys on the case, Munoz allegedly complained that Johnny Martinez did not tell Munoz that his girlfriend was cheating on him, and Martinez felt disrespected by the griping, leading to the attack. Mosqueda is accused of actually shooting Munoz, the attorney said.Cordova, Valenzuela, Velasquez and Charles Frederick Coghill, 35, were all charged with murder last year in connection with the Rios killing, but Coghill was not included as a defendant in the March indictment.But Coghill, who was listed as a witness before the grand jury that handed down the indictment, is still facing charges in the case. Coghill apparently made a deal with prosecutors to testify against the other defendants, one of the defense attorneys on the case said.According to the indictment, from Oct. 8, 2016, through Jan. 22, 2017, Johnny Martinez, who's also known as "Crow," allegedly communicated via cellphone while in the Salinas Valley State Prison in Monterey County about 3,697 times with Munoz, who was incarcerated in the Calipatria State Prison in Imperial County.Munoz allegedly communicated via cellphone with Cordova about 50 times from Jan. 18-19, 2017, while he was incarcerated but Cordova was not, the indictment alleges. He also allegedly communicated via cellphone with Valenzuela during those same days about 43 times, according to the indictment.Munoz is also accused of contacting Velasquez about three times via cellphone, the indictment alleges. During those same days in January 2017, Munoz allegedly contacted Coghill about 58 times through cellphone, the indictment alleges.Munoz allegedly directed Coghill to "pick up a silver Chrysler 300 automobile and a semi-automatic firearm from a female named Imelda in Santa Ana," on Jan. 19, 2017, according to the indictment. Munoz also told Coghill to drive to an Anaheim hotel to pick up Cordova, Valenzuela and Velasquez on Jan. 19, 2017, the indictment alleges.After arriving at 941 Vista Ave. in Placentia on Jan. 19, 2017, Cordova, Valenzuela and Velasquez confronted Rios in the front yard of a residence, where "Velasquez detained Robert Rios at gunpoint while (Cordova) and (Valenzuela) entered the residence," the indictment alleges.Rackauckas told reporters Monday that "at least" the indictment of Martinez and his alleged cohorts will send a message to his criminal organization that investigators are on to the smuggled cell-phone scheme. Martinez is considered "much more active, much more ruthless and violent than Ojeda," Rackauckas said.Placentia Police Chief Darin Lenyi said the indictment also tells the gang, "If you come to Placentia to gun others down, no matter who you are we'll come after you." 5445

SEATTLE (AP) — Cookware and kitchen chain Sur La Table is closing 56 of its 121 stores as it seeks bankruptcy protection, the latest retail casualty of the coronavirus pandemic. The privately-held Seattle-based company says it has agreed to sell its remaining stores to affiliates of Fortress Investment Group following the bankruptcy procedure and store closures. “This sale process will result in a revitalized Sur La Table, positioned to thrive in a post-COVID-19 retail environment," CEO Jason Goldberger said in the press release. "Sur La Table will have a balance sheet and retail footprint optimized to position the Company for a bright future that continues our nearly 50-year tradition of offering high-quality cooking products and experiences to our customers.”The post-sale company will also include its in-person and online cooking classes and its e-commerce business. SAN JUAN, Puerto Rico — Isaias snapped trees and knocked out power while blowing through the Bahamas on Saturday.The storm made landfall over Grand Bahama Island on Saturday. The Bahamas are still attempting to rebuild from Hurricane Dorian in 2019, a storm that killed dozens and caused heavy damage to the island chain. The storm will then head toward the Florida coast, where officials have closed beaches, parks and coronavirus testing sites.As of the 11 a.m. Sunday advisory from the National Hurricane Center, Isaias was packing maximum sustained winds of 65 mph and was moving north-northwest at 8 mph.Florida authorities say they've prepared shelters, but so far don't expect to have to evacuate people. Gov. Ron DeSantis says the most important thing now is to "remain vigilant.” The U.S. National Hurricane Center says the maximum sustained winds weakened slightly to 80 miles per hour Saturday morning as it moved toward the Florida coast.Current NOAA forecasts show that Isaias could make landfall near Florida's east coast on Sunday. Current models show the storm traveling up the Eastern Seaboard, brining heavy rains and winds to coastal areas of Georgia, South Carolina and North Carolina by early next week. 1232
