(KGTV) - A North County lawyer, once charged with possessing child pornography and secretly filming women at a local tanning salon, is allowed to practice law again.A woman who contacted Team 10 said several North County residents are concerned he could be back in the community working as an attorney. David Kaye faced two felonies and nine misdemeanors in early 2011. Investigators say he filmed women without their knowledge at an Escondido tanning salon. After a customer saw the recording device, police set up a sting operation and Kaye was arrested after an investigation that lasted several months.Kaye entered a plea deal and pleaded guilty to two counts of secretly filming a person and two counts of peeking through a hole or private area. He received three years of formal probation. His law license was suspended in 2014.In the last few months, he got his license back. In documents filed with the state bar court, it said Kaye petitioned five times for his suspension to be lifted. It cited a list of community service and other charitable work with no further arrests. When questioned about his license being reinstated, Kaye wrote to Team 10: “… I don’t practice at all and I am retired with no intention of practicing again.” He said he fought to get his law license reinstated because he “did not want to spend the rest of [his] life wearing the scarlet letter of being a suspended or disbarred attorney after 20 years of practice.” He added that he did everything he could to “follow the state bar requirements to resume [his] status as an attorney in good standing.” Kaye said he wants to move on with his life and spends most of his free time doing volunteer work. (CNN) -- JPMorgan wants to give people with criminal records a second chance at a good job.The United States is boasting its lowest unemployment rate in nearly 50 years, but that doesn't hold true for people with prior convictions. Enter the largest bank in the country, which said on Monday it wants to level the playing field."When someone cannot get their foot in the door to compete for a job, it is bad for business and bad for communities that need access to economic opportunity," said JPMorgan CEO Jamie Dimon in a press release.The bank said it wants to broaden its pool of potential employees after already hiring some people with a conviction on their record for entry-level jobs, like transaction processing and account servicing.The United States loses between billion and billion in annual GDP by excluding people who have a criminal record from the workforce, according to the bank. Studies also show that providing education and opportunities also reduces recidivism."Jamie [Dimon] believes, and we believe as a firm, that business has an important role to play in building a more inclusive economy," Heather Higginbottom, president of the newly launched JPMorgan Chase PolicyCenter, told CNN Business.Financial institutions are regulated by the Federal Deposit Insurance Corporation as far as hiring goes. The agency began relaxing the rules last year.JPMorgan has now "banned the box" that asks prospective employees whether they have a criminal record.Barriers to entryBut there are still plenty of employers requiring the disclosure of prior convictions, and that poses a barrier to entry to the job market for people with a criminal background.Because of that, the unemployment rate is much higher for Americans with records than for those without. In fact, it's an estimated 27% for the roughly five million formerly incarcerated people in the country, according to JPMorgan. That is compared with 3.5% for the United States as a whole.A record that is eligible for pardon or to get expunged shouldn't matter for a job applicant, Higginbottom said.But if you robbed a bank, chances are you're still not getting hired by JPMorgan."We're not lowering our hiring standards," Higginbottom said.Last year, 10% of its hires — 2,100 people — had some sort of criminal record, she added. Crimes ranged from disorderly conduct to personal drug possessions and DUI charges.Getting a record expunged can be confusing and the process differs from state to state, Higginbottom said. A study done in Michigan showed that only 6.5% of people eligible for a clean slate actually go through the process of expunging their records. Pennsylvania, Utah and California have passed laws to automate the process. A handful of other states are moving to do the same.JPMorgan said it will be working with community organizations that can help guide people in the process.The bank said it will invest some billion in community organizations in cities including Chicago, Detroit and Nashville to support people with a criminal past. 3046

(CNN) -- Jollibee, the Philippines' largest fast food chain, is taking a big step to expand its business internationally.The company said it plans to acquire California-based Coffee Bean & Tea Leaf, which has nearly 1,200 stores across more than 25 countries. The brand's cafes serve brewed coffee and sweet blended drinks like chocolate cookie lattes and frozen mango sunrise ice blended tea.Jollibee wants to focus on growing the Coffee Bean & Tea Leaf brand in Asia. In a press release, Jollibee's Chairman Tony Tan Caktiong said the deal will enable the company to "become an important player in the large, fast growing and profitable coffee business."Starbucks and Luckin Coffee have also been expanding their Asian businesses. Luckin announced this week it will partner with Kuwait-based company The Americana Group to set up a coffee retail business in the Middle East and India. And Coca-Cola bought Costa Coffee for billion last year to catch onto the growing international coffee scene.Jollibee said the total value of the Coffee Bean & Tea Leaf deal will be 0 million, with 0 million invested into a new Singapore-based holding company.Jollibee has a dedicated fanbase for its signature brand's fried chicken and sweet spaghetti.
