BEIJING, April 11 (Xinhua) -- China's banking regulator said on Sunday that banks should not extend loans to home buyers who intend to use the money for speculative purposes.Lenders should increase their awareness about financial risks and raise the down payment ratio "by a large margin", said the China Banking Regulatory Commission (CBRC) in a statement.Down payment ratio of a second or more houses should be no less than 40 percent and the interest rates should be strictly in line with risks, according to the statement.The action is the latest in a campaign by the central government to dampen China's overheated property market.

All money had been passed to the Chinese Ministry of Civil Affairs for earthquake relief work.Chairman of the Jockey club, John C C Chan, said horse racing in Hong Kong not only is a form of entertainment, but is also a charitable undertaking which serves the people of Hong Kong and has a far-reaching significance to the community."We felt that by going ahead with our race meeting on April 21 and donating the net operating surplus to help Qinghai earthquake victims, we would be able to give strong support to the relief efforts at the same time as maintaining a stable contribution to the public purse," he said.In addition, the Jockey Club launched a public fund-raising drive between April 21 and 25. This likewise attracted a huge response, raising a total of 943,284 HK dollars, according to the statement.Chan said he hoped the earthquake victims could overcome their hard times soon and be able to rebuild their homeland with blessings and support from all over the country.Following the Yushu earthquake, the HK Jockey Club made an immediate donation of 2 million HK dollars to support relief work in the stricken area, passing the donation to the Red Cross Society of China via the Liaison Office of the Central People's Government in Hong Kong.The Yushu earthquake killed at least 2,200 people and left more than 100,000 homeless.Founded in 1884, the HK Jockey Club has become one of Hong Kong 's best known organizations, providing sporting entertainment as well as being the city's major non-government community benefactor. BEIJING, May 4 (Xinhua) -- China called off its grade II drought emergency response on Tuesday as the severe drought in its southwestern regions eased after recent rain.The drought, one of the worst in decades, eased in most parts of the Chongqing Municipality, provinces of Sichuan and Guizhou, and Guangxi Zhuang Autonomous Region, said the Office of State Flood Control and Drought Relief Headquarters in a statement on its website.But in Yunnan Province, the drought was still severe in most parts as the province had only received limited and scattered rainfalls, it said.Southwestern China had six falls of rain between March 22 and April 26, which ranged in volume from 50 to 100 millimeters, figures from the China Meteorological Administration showed.As of Tuesday, up to 123 million mu (about 8.3 million hectares) of arable land in China was affected by the drought, with 17.91 million people and 12.43 million farm animals still short of water, said the statement.

  

BEIJING, April 28 (Xinhua) -- The severe drought in southwest China has broken after six falls of rain in the past month, Chen Zhenlin, spokesman with the China Meteorological Administration (CMA), said here Wednesday.The rain occurred from March 22 to April 26 and ranged from 50 to 100 millimeters.The drought had parched the southern areas of Yunnan Province, the northeast regions of Guizhou Province, and the eastern and southern parts of Guangxi Province, Chen said at a briefing.The drought was among the most severe in decades, having a serious impact on people's lives and economic development.More than 20 million people and 10 million farm animals were affected by water shortages at the drought's peak.The CMA dispatched 28 teams and expert groups to drought-hit areas to enhance drought-relief work and seed clouds after the drought began last autumn.
