SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. The development director says the earliest the project could be complete is 2022. 1145

SAN DIEGO (KGTV) -- Police are searching for a suspect after a man died following a fight in downtown San Diego Monday. Police were called to the intersection of 11th Avenue and Market Street just before 6 p.m. Monday. When they arrived, officers found a man suffering from trauma to his upper body. Medics provided life-saving measures and the man, later identified as 56 year-old Kevin Leray Hughes, was taken to the hospital where he later died. According to police, the victim and suspect got into an argument. “The interaction escalated, resulted in the victim’s death,” police say. The suspect, described as a black man in his 20s last seen wearing burgundy pants, a red hooded sweatshirt and black under shirt, fled the scene after the fight. SAN DIEGO (KGTV) - More than 140 women, children and their family members will live inside Golden Hall for at least the next three months.The theater's second floor concourse will serve as a temporary bridge shelter while the city installs a new shelter tent at the corner of 17th and Imperial. Father Joe's Villages will manage the shelter, which is to serve as a transition for homeless families to find permanent housing and get on their feet. A recent city report found about 1,500 people were sleeping on San Diego's streets. The families moving into Golden Hall had been living in a bridge tent shelter at 14th and Commercial. That shelter is being removed to make way for a Father Joe's 14-story affordable housing tower. Golden Hall will have on-site residential staff and security 24 hours a day. Deacon Jim Vargas, president of Father Joe's Villages, said Golden Hall's location will present challenges when it comes to delivering key services out of Father Joe's main campus across downtown. He said these next few months will be a good test to see if something longer term could work. "I personally would love, in addition to the tent, to have some brick and mortar," said Vargas. "And if this facility works out well we'd be happy to continue as a service provider."The city is installing the new tent at 17th and Commercial over the next few months. SAN DIEGO (KGTV) - Prosecutors say streetlight camera video revealed the killer of an East Village business owner. A bevy of surveillance and streetlight video was released during the preliminary hearing for Kevin Cartwright and Lorena Espinoza, accused of killing of Tony Radda, 49.October 2018. Just before 3 p.m., store surveillance video shows a woman wearing a purple wig and sunglasses enter the store.Video shows Radda and the woman going towards the back, possibly to show her some merchandise. Right away, a man in a mask is seen trailing behind them, lurking. When Radda and the woman return, the man in the mask attacks Radda, dragging him out of camera range. Prosecutors believe that is when Radda was shot several times and killed.Soon after, the masked man is caught prying open a cash register. Prosecutors say while the woman took off in an SUV; the man walked away.According to prosecutors, that walk was captured by a string of streetlight cameras. In one of the videos - about 12 blocks away from the store - the man in the mask sheds it, revealing a face, police eventually identified as Cartwright. On Friday, the judge is expected to decide whether the two will go to trial. 1206

  

SAN DIEGO (KGTV) — One person is dead after a shooting in the Mountain View area Wednesday.San Diego Police responded to reports of a shooting just before 3 p.m. in the 3500 block of Florence Lane. Officers arrived to find a victim in an alley suffering from a gunshot wound, according to City News Service.The victim, described only as a male, was pronounced dead at the scene.The suspected shooter was described as a man who appeared in his 30s, wearing shots and a black tank top. He seen fleeing the area with another person in a silver Dodge Ram pickup or similar truck, CNS reported.SDPD is investigating. The department advised people to avoid the area of 800 35th Street and 3400 Florence Street. 10News is monitoring this breaking news. 753
