SAN DIEGO (KGTV) - Thirteen people overcoming a unique set of obstacles plan to conquer a 13.1-mile marathon this weekend.They're called the Lucky 13."It takes a lot of courage, and you've got to be really brave, even just to apply," said Paul Carey, the Lucky 13 Coordinator, and Head Coach.The Tri-City Medical Center program assists those who have had or are currently overcoming health obstacles to achieve their fitness goals. For six months, they're professionally trained and receive wellness support ahead of the Tri-City Medical Center Carlsbad Half-Marathon."Everything good I have in my life can be traced back to Lucky 13 and being part of that," said Carey, who was a participant years ago.For 30 years Carey felt trapped in his bipolar diagnosis.During that time, he was on heavy medications, had several psychiatric hospital stays, and underwent 50 sessions of electroconvulsive therapy.Then he found the Lucky 13 program."It's an endless foundation of support that's just something really remarkable," said Carey. SAN DIEGO (KGTV) — The San Diego Council is expected to vote Monday on a controversial proposal by a developer to build a large office park on land surrounded on three sides by the Del Mar Mesa Preserve. Residents who live nearby have been fighting the project and hope to convince the councilmembers to block it.The project, called "The Preserve at Torrey Highlands," would go on a piece of land south of Sr-56 at Camino Del Sur. Locals call the property "The Notch" and say it's a mystery why the 11-acre parcel was left out of protected zone when voters approved the Preserve in 1996.The best explanation, several residents told 10News, is that the land was owned by the Catholic Church, which planned to build on the property. The Church project was approved but never built and the Church sold the land in 2015.A spokesperson for the developer, Cisterra, told 10News that the land was always meant for development and that an office park is much-needed in the area: "The Preserve at Torrey Highlands will help grow the innovation economy by creating a place for nearly 2,000 high-quality, high-paying jobs."Opponents say voters intended any development on the land to be low-rise and fit the character of the neighborhood. 1235

SAN DIEGO (KGTV) - The San Diego City Council approved dozens of regulation changes Tuesday that Mayor Kevin Faulconer says will increase the supply of housing while lowering development cost.The plan aims to create more homes, lower development costs and promote smart growth.The approval includes changes to the Affordable Housing Density Bonus program, which means developers will be able to build more units in the allotted space.The council also approved Faulconer’s 46 recommended updates to the land development code including easing zoning regulations to create more live/work developments, implementing parking exemptions for designated historic structures and changing ground floor height limits to allow for three-story buildings in 30-feet high limits.Some proposed changes to the Density Bonus Program include: 841

SAN DIEGO (KGTV) -- The San Diego State University Police Department, along with its allied agencies, is stepping up patrols after a string of robberies.Students and non-students have been targeted in recent weeks on and off-campus.At 12:30 a.m. on Saturday, three students were robbed by at least two people. Their phones and a set of keys were stolen.On Monday, just before 7 p.m., another person was robbed while walking along the sidewalk near Lindo Paseo and College Avenue. Police say two suspects pushed the victim down and stole their phone.“Avoid distraction and stay alert, if they see suspicious activity call us right away," said Raquel Herriott, Community and Media Relations Specialist with the SDSU Police Department.Students have also been targeted through the Offer Up app which connects buyers and sellers to household items.Police are looking for a suspect in the Offer Up cases, named Anthony Joseph Green. SAN DIEGO (KGTV) -- The retrial began Thursday for Constantino Banda Acosta, the man prosecutors say was drunk and angry from a fight when he caused a hit-and-run crash that severely injured a 6-year-old returning from a family trip to Disneyland. The jury was deadlocked Thursday on whether or not Banda was even at the wheel. Throughout the trial, Banda sat quietly in the courtroom and could be seen smiling at the jury as attorneys laid out their case.The central question in the retrial is whether Banda or an employee of his construction company, Jorge Adame Ariza, was the one driving.RELATED: Verdict reached in trial for driver accused in hit-and-run crash that injured boyAriza was captured in security footage driving the truck from a restaurant where the two men were drinking.Ariza claims he turned the wheel over to Banda before the accident happened, which severely injured 6-year-old Lennox Lake of San Ysidro. Authorities say Banda had also been deported at least 17 times before the crash.Prosecution in the case say the two men were heatedly searching for a man who beat up Banda. Lake’s father says the young boy is expected to testify in the trial later Thursday.Lake is still receiving extensive treatments for his injuries.RELATED: Jury deadlocked in case against driver accused in San Ysidro hit-and-run?Banda was speeding west on Camino de La Plaza around 11:30 p.m. on May 6 when he reportedly ran a stop sign at Dairy Mart Road and crashed his pickup into a Honda Accord carrying the Lake family. In September of 2017, a jury found Banda guilty of misdemeanor charges of driving without a license, battery and vandalism. The jury was hung, however, on felony charges of hit and run causing death or permanent injury, DUI causing injury and driving with immeasurable blood alcohol causing injury.  1866
