BALTIMORE, Md. -- On Thursday, Maryland will become the first state in the country to ban foam containers for all schools and restaurants in the state. Some counties throughout the Baltimore area have already made the move to ban Styrofoam. Baltimore County is not one of them, but some restaurants have already taken the initiative to go green.More eco-friendly to-go options at restaurants tend to be a little more expensive, but Styrofoam can't be recycled and doesn't break down, so it's considered an environmental issue. There is already a foam ban in Baltimore City, as well as Montgomery, Prince George's and Anne Arundel counties. In addition to the foam ban on Thursday, Howard County is charging five cents for plastic bags in another effort to be sustainable. It's a lot less than the 0 fine that restaurants could face for violating the foam ban.The foam ban was originally planned for July, but because of the pandemic, state officials pushed it back to October to give restaurants a little more time to adapt. This story was originally published by Erin MacPherson at WMAR. 1094

BONSALL, Calif. (KGTV) — One year after the Lilac Fire, houses are going up, as well as "for sale" signs on empty lots. Mike and Tami Hulsizer never hesitated to rebuild. “Just knowing that although losing the house originally was tragedy, but I knew that we would rise again and I knew that my Lord would take care of it,” said Mike.Mike says faith has gotten his family through the challenging year. So has compassion from those willing to help. Mike and Tami say their hearts ache for those who recently became fire victims across the state.RELATED: Lessons learned from the Lilac Fire, in San Diego report"They’re going through the same thing we did but they’re just getting started, I feel bad for them, we’ve been there and know exactly what they’re going through," said Mike.In addition to the companies which have helped them rebuild, Mike says he’s grateful to the county for the swift permitting process. “It’s been really a miracle house for us,” said Mike.He hopes to have everything complete in early April and will celebrate with a party. 1434

Britain can unilaterally halt the formal process of leaving the European Union, the bloc's top court said Monday. The European Court of Justice sided with the advice of its top legal officer, who declared last week?that the UK has the power to withdraw its notification to leave the EU under Article 50 of the Lisbon Treaty without the agreement of other member states. The UK can withdraw its Article 50 notification before the withdrawal agreement negotiated by the UK and the EU comes into force, the ECJ said. "The United Kingdom is free to revoke unilaterally the notification of its intention to withdraw from the EU," the court ruled.Crucially, the UK would be able to retain its current agreements with the EU, which include a rebate on financial contributions, an opt-out to the Schengen open-border zone and non-membership of the Euro. 856

BROOKLYN, Iowa — The family and friends of Mollie Tibbets, missing since July 18, have set up a reward fund in hopes that information leading to her whereabouts will find its way to authorities soon."We believe Mollie is still alive, and if someone has abducted her, we are pleading with you to please release her," a spokeswoman for the family said during a news conference Thursday morning. She urged anyone with information to call the tip line (800) 452-1111 or submit tips via Crimestoppers of Central Iowa website.Anonymous tips funneled through Crimestoppers of Central Iowa will be shared with authorities and investigators working to locate Mollie while ensuring the protection of the identities of those providing information, she said.  As of 10 a.m. Thursday, 2,000 had been raised for the reward fund. "It is our greatest hope that if someone has her, that they would just release her and claim that money that we have raised for her freedom," she said.Getting the information out beyond Mollie's community will be key to finding her, Greg Wiley said at the press conference. Wiley addressed the security technology behind the P-3 anonymous tip line, which encrypts and scrubs the identity and provides only an ID number."If they contact us, we can protect their identity. ...We don't know who you are even if we wanted to know who you are," he said. "We have no way of contacting them back." Law enforcement gets information from Crimestoppers almost immediately.  1563
